adjoining, parcels have been developed for residential uses.
Proposed Parcel 4 has been designated as a 14.3 neve parcel.
so that adverse impact to the drainage ditch will be minimized.
Site distance on Lone Tree Road is adequate, Cox I„zine (wrst)
is located 950' south of the ingress/egress and Cox Lane
(,east) is located 375' north of thr,ngre;ss/egress4, (See
attached plat for road locations,) Cox Lane is an off -set
road.
9. The existing parcel consists of 29.37 acres. '!;'here is an
existing 60' access easement road (aggregate base) at the
northern boundary. This easement has not yet been rocorded.
There is an existing drainage facility beneath rhe access
road (3-24” diameter CMP)
The elevation on the west end of the property is approximately
103' ASL, gently sloping easterly to the drainage ditch where.
the elevation is approximately 1011ASL, (Less than 1%,)

According to the Butte County General, Plan, Seismic Safety
Element;
Liquifaction potential is moderate.
Subsidence potential is low.
Erosion potential is none
Expansive soil potential is moderate.
Natural fire hazard is not listed as the site is classi-
fied as an irrigated area.
Alterations to drainage will be minimal assuming four single
family dwelling units. The oft -site drainage structures are
adequate. The area is located east of the Wyman Lavine Study
Area and an existing drainage analysis is not available, The

site is not designated as a flood area on the Flood hazard
Boundary heaps, Department of housing and Urban Development.
A site inspection indicates that a drainage ditch should be
constructed on the south side of the northerly easement road.
Vegetation on-sito is primarily annual grasses, There are some
reeds and berry bushes adjacent to the drainage ditch.

No animals were ob erved on site; however, it is assumed that
animal species common to valley grasslandsare resident.
There is a small airplane runway located on the parcel. This
runway is utilized by an adjacent landowner for operation Of
his private plane.
The existing 60' access road on the northerly boUndary shall
become a public ease=ment for all four parcels.

This revised map is a proposal to divide 29.37 acres to create 3
parcels, 2 of 10 acres each and one of 9.37 acres. The present zoning
is A-5 (Agricultural - 5 acre parcels). The Land Use Plat Map of the
Butte County General Plan designates this area as Orchard and Field
Cropsi There are no specific or community plans for the area.
The Orchard and Field Crop General Plan de8ignation requires conformity
with three conditional criteria as set forth in the Land Use Element of
the General Plan. The property is locates' )ximately 5 miles from
Palermo and 10+ miles from major commerci ices and high schools in
Oroville. The closest Pull time manned f tion is Palermo,
approximately 5 miles to the north.
The A-5 toting in this area was adopted In 1967, approximately 12 ye--rs
before the present General Plan policies were adopted for the area and 5
years prior to the implementation of CEQA In 1972. An analysis of the
site designation criteria and conditional criteria of the land use
element indicates that the A-5 zone is not appropriate for the area, but
rather similar ones from 10 acre to 20 Acre minimum parcel sizes. This
revised propos6t. yjrr,lding three 'parcels of approximately 10 acres each
is compatible with old underlying subdivision lots of Gridley C01011Y NO,&
4 and other Parcels located in the immediate area. While the site Is
located some distance from urban boundaries and public services, it 19
compatible with neighboring development And conformity with the policies
of the General Plan can be Pound. Approval is recommend subJect to the
following mitigation measure8t.
