Engineering 220 Grand Avenue Oroville, CA 95965 Dear Mr. Christofferson; In response to your letter of May 51 1986, Caltrans has considered the question of needed roadway ,Improvements on Highway 70 and the means of financing the improvements,. The determination of !Monetary contributions toward mitigating adverse impacts is the responsibi'Lity of Butte County. As discussed with County staff ;in late 1985, Caltrans can contribute Funds up to 135,000 through our minor projects category. We can also assist by estimating the tota?. cost of the needed improvements and determine price per roadway statian. At this time, we have not yet estimated this cost. There are several examples within District 3's jurisdiction which d4rnonstrate other local agencies' methods of obtaining fair share fees: For information, we recommend the County contact. o Mr. Roger IMsdahl, Placer County Public Works. Placer County assesses for IMProvements to Highway 49 between Auburn and Grass Valley based on trip ends, o Mr. Peter Hill, .South Placer Policy Committee. Property owners are being assessed on a per parcel basis. We understand the difficulty of initiating a funding plan of this type when Previous Land divisions have already been approved. It is not our intention that the burden of paying adrati(nal. taxes or fees be placed on Mr. 4n lin the current subdivider, We have rooOhtly reviewed several, opp'licoti, ons, including✓ the Mathews Ready -Mix and the Mai3on RV Park pro, ject$, which also contribute to the cumulative impacts in this area, It might be more appropriate for the County to address cumilative impacts oh an area -wide bisiS, rather than on a project7speo3,fic basis, as they are how attempting with tho Angl:ini property. A simil ar analysis, althoOt on a larger scale) was prepared by the County for the construct,n of three new public road connections on Highway 1pi l Mr. John. Christofferson Page 2 May 21, 1986 We are anxious to further assist Butte County staff both in referring them to other agencies with experience in this matter and estimating total costs. For information regarding improvement costs, please contact Mr. 'Ron Nelson, District Transportation Engineer, telephone (916)741-4362.
