Certificate of Merger on the above referenced property is exempt from environmental
review, and approved the project.
This action will be final if an appeal is not filed with the Clerk of the Board of
Supervisors within ten, (10), days of the date of this letter. You or any interested
person must do so in writing, with the appeal fee of $50.00, to the:
Clerk of the Board of Supervisors, 2.5 County Center Drive, Oroville, California 95965,
prior to 4:00 p.m. July 8, 2002.
If there are no appeals, we will submit the Certificate of Merger to the Butte County
Recorder's office, for recording. We will return the original certificate to you after
recording.

Provide additional information and/or make revisions to plans, specifications and calculations as
follows:
Classification of the building is the critical first step in the effective use of the Uniform
Building Code. To an even greater degree, the proper determination of occupancy and type of
construction is the basis for all other code determinations. Provide a complete code analysis
for the entire building. This analysis must include the exit access, the exit, and the exit
discharge.
Provide a complete plot plan with the location and occupancy classification for all buildings
on this parcel. Please be sure to include on the resubmittal the engineer's "wet" stamp,
signature, registration number and expiration date on all sheets of plans depicting the
designed elements and cover sheets of calculations.
Occupant loads shall be determined in accordance with the requirements of Uniform
Building Code Chapter 10. In determining the occupant load, all portions of a building shall
e presumed to occupied at the same time (Uniform Building Code section 1003.2.2.2.1).
Minimum Plumbing Facilities: The total occupant load shall be determined by minimum
exiting requirements. The minimum number of fixtures shall be calculated at fifty (50)
percent male and fifty (50) percent female based on the total occupant load (Uniform
umbing Code Table 4-1).
V. Special Inspections — Uniform Building Code section 1701: In addition to the inspections
required by Section 108, the owner or the engineer or architect of record acting as the
owner's agent shall employ one or more special inspectors who shall provide inspections
during construction on the types of work listed under Section 1701.5. The special inspector

shall be a qualified person who shall demonstrate competence, to the satisfaction of the
building official, for inspection of the particular type of construction or operation requiring
special inspection. Provide the name of the Butte County approved Special Inspector.
Full access to the disabled must be provided for the specific area of remodel, repair or
addition. Additionally, 20% of the cost of the project must be invested in access features for
the existing area of the building. Provide verification of how this will be accomplished.
The number of parking spaces will be determined by the Butte County Planning Division and
the number of disabled parking spaces are based upon the amount of parking spaces.
Disabled parking spaces must be located at the main entrance. Obtain Butte County Planning
Division approval for use and parking requirements.
,&' Plan review will continue upon receipt of the above items. Additional comments may be
generated from your response above where plan documents were incomplete, inconsistent, or
not adequate to depict code compliance.
145 Review of the building plans by the Butte County Building Division engineer has not been
completed at this time. Any additional comments from the engineer will be addresses in
separate correspondence.

DESCRIPTION OF WORK
Arrived at job at 1200 hrs. to perform special inspection of high strength bolting at the Beam to Beam and
Beam to Column Connections:
Before testing the bolts we verified that the materials used in this assembly were in conformance with the
requirements of section 2 (Bolts, Nuts, Washers and Paint) and section 3 (Bolted Parts) of the RCSC
Specifications. The bolts used in this structure are'/4", diameter A325 grade high strength bolts with hardened
steel washers beneath hardened steel nuts.
We were not present during the installation of the high strength bolts or the tensioning of joints. The Delayed
Verification Inspection procedure was performed per Section 9(c) of the RCSC Specifications.
We performed Arbitration Inspection per Section 9(b). A representative sample of 5 bolts from each diameter,
length, and grade used in this structure were tightened in the Skidmore Wilhelm tension -indicating device using
a calibrated dial -indicator torque wrench. (3) foot pound readings on the wrench were recorded for each bolt
size in order to establish an average job test torque to provide a tension not less than five percent in excess of
the minimum tension specified in Table 4 of the RCSC Specifications. The inspecting wrench was then applied
to 10 percent of the bolts in the structure, but not less than 2 bolts selected randomly at each connection. If any
bolt fails at each connection, then all bolts within that connection were tested.
Each bolt assembly was installed and tightened by the contractor prior to testing. There were a total of 48
bolts in the structure, 18 bolts were tested using the above mentioned procedure. No failures were noted.
Based on the above mentioned procedure, it is our judgment that all A325 high streoMtbblts `nstalled in the
structure have been properly tensioned in accordance with the RCSC Specific t o�' or� ural,Joints
contained in the AISC Manual for Steel Construction.

Gentlemen:
In accordance with your request, we have agreed to provide special inspection
services for the A325 high strength bolting installation and for the structural
welding at the Onstatt Orchards Walnut ]trying Building located at 1740 Larken
Road in Gridley, CA. The AP number for this project is 025-200-131
We propose to verify proper tensioning of the A325 bolted connections using a
calibrated dial indicator torque wrench or the AISC "Turn of the Nut" method. We
will use the proper method that is applicable. The proper tension will be
established by a representative sample of bolts tensioned in a Skidmore -Wilhelm
load cell device. This procedure will be executed per the specifications noted in the
RISC manual,
We propose to verify that all welds are completed per the approved plans and/or
specifications. The welding will be performed by a current certified welder. The
welding inspection will be performed in accordance with AWS D1.1
