Thls project is a request to placo a temporary mobile home as a second
dwelling on property located on the weds side of Lone Tree Road

approximately 700 feet from Lone Tree Road Both the existing mobile '
and the proposed mobile home are to be located at least 90 feet from the
closest ;property 'line. This placement should not cause any undue
hardship on the neighboring property. Water will be by a shared,wellt u
and sewage disposal by individual septic systems. The occupant of the
temporary mobile home 1s to be Larry M. Kean, the owner's brother.
Butte County Code Section 24-304.1 (Ordinance 2439, adopted November 13,
1984) states that the intent of the code sections to provide for a
temporary mobile home as a second dwelling is to provide for the care of
persons who, by reason of old age, disease +ither mental or physical),
infirmity or other cause are unable, unassisted, properly to manage and
take care of themselves. By placing a temporary mobile home on smaller
parcels than present County codes or ordinances permit, such persons
Hill not have to be institutionalized but rather than reside near their
close relatives who can help care for them. The applicant's application
did not state a reason why such close care is required in this cases
Additionally, the application does not appear to conform to the intent
of the ordinance, in that the existing parcel is approximately B acres
in size, and could be divided into two separate parcels under the
existing AR-MH-2-1 /^c zone. It appears that the division of the property
into two parcels would be a more appropriate way to place a second'
mobile home on the subject property.
Butte County Code Section 24-304 provides for removal of the mobile home
within 120 days of the time that it is no longer being occupied pursuant
to the code section. The Code also makes provision for the Comity
requiring a bond or deposit at the time of :application of sufficient
size to cover the removal expense of the mobile home. This is to ensure
that the taxpayers at large (via the General Fund) are not charged those
expenses should the County be forced to remove the mobile home pursuant
to the Code. Of course, if the applicant removes this mobile home
voluntarily, then the bond or deposit Would be returned. Simil4krlY, if
the County removes the mobile home, then only charges actually Incurred
would be reimbursed from the bond or deposit with the remainder being
returned to the applicant. A survey of several mobile home dealerships
In Butte County has indicated a rather Wide range of estimated costs of
removal. Cost, of course, would vary due to installation of
landscaping, decks, awnings, and physical site characteristics. Taking
the median figures and adding a small amount for administrative costs
and storage costs, it appears that a reasonable deposit would be $1,000
per single-wide and $1,500 for a double"wide mobile 'home. These amounts
seem reasonable to ensure that the mobile home is removed at no cost to
the County or the taxpayers. The applicant proposes to place a
single='wide mobile home on the property.
This project i0 categorically exempt from environmental review, but does
nat appear to conform to the requirements of Butte County Code Sections
24-304 and 24.304.1 regarding the placement of temporary mobile homes,
