A gift deed. was recorded. April 2, 1984 in Book 2924 at pagia 470 of Butte. County records. My daughter and her husband paid nothing for the gift deed. A separate assessor's parcel number was assigned to the property and all taxes paid: The: mobile home was installed shortly thereafter under permit from the County of Butte and my daughter and her family set- up residence and lived there until approximately 1989, when my daughter and her husband separated. Phillip DeGraw granted his interest in the property to my daughter by deed recorded January 24, 1989 as instrument No. 89--002383. In August; 1990, my daughter was unable to keep up the payments on the mobile home and the 'bank threatened foreclosure. I agreed with my daughter to take over the payments and pay off the bank and she gave 'me a quit--claim deed to the property. Apparently I the plaintiffs are willing to agree to an ordinance to cover gift deeds. With that direction, the Board has told county Counsel that certificates of compliance can be issued without notes until such time as the Ordinance is passed. Basically an Ordinance would ,require a parcel map or subdivision map for divisions. It would; also clarify past gift deeds_. Anita Biles was present. Mr. Edell said the parcel was created by gift deed on April. 2, 1984: He suggested that the motion should include the statement that the parcel was not created for the purposes of sale; Lease or finance as stated in the application. Mr. Erickson stated; I make a motion to issue a cert if icate of compliance for a parcel owned by Melvin Biles on. AP 25-24-98, finding that available evidence indicates the parcel was created by gift deed on April 21 1984, noting that it was not created for sale, lease or finance.
