Dear Mr. Mathews:
At the regular meedrig of the Butte County Planning Commission held December 10,
1 ;2, your, request fdr a Mining Permit/Reclamation Plan on property zoned A40
located on the, north side of Vance Avenue, Orovlle„ was approved. subject to the
- following conditions:
1. Prior to fie beginning of ope-,Fat ons for any phase of mining, the applicant
shall obtain emissions and dust control permits. The applicant shall implement -
an
air quality plan which includes the following written, posted conditionson
the thine site:
a. All equipment shall use Best Available Control technology, as defined by
the Butte County (APCD), Pollution Control bist(APCD), and shall
operate under an APCD permit
b. All equipment shall be inspected regularly by the APCD and shall be -

The Surface Mining mind Reclamatiotx .Adt of 1975 (SMART,) (Public
Resources Code Rection 2.710 et seq.) and the .State v:ining and
Geology board regl,ilations for surface mining and reclamation
practice (California Code, raf_ Regulations (CCR) Title 14,; Chapter
e, Article 1, Section, 3500 at seq..) addrAss reclamation plans and
the specific items to be addtossed or iricl.uded in reclamation
plans,
1 cM-APA Section 2772 (c) requires that the reclamation plan �
state illitiation and termination dates. SMARA Section
2,772(f) requires that 'the reclamation plan describe the
surface mining operation and provide a time; sched.ul.efor
compll(ition of each segment of mining so that reclamation cagy
be initiated at, the earliest possible time on those portions'
of the mined lands that will :not be Subject to further
