This property is located at 61'29 Power House Hill Road, four' miles west of Palermo,, California. The parcel runs eastward from Power House Hill Road. The proposed action involves splitting this parcel into four parcels of varying acres. All of the parcel has been developed in the past, either �as residential or Leveled for field crops, lin the most relent past, mut of the parcel has been used as pasture; el An intermittent creek runs (bisects) the parcel.. There is some standing water collected in pools. The vegeta.ti.oin on the parcel includes many Lout grasses and a fete trees. All of the parcel is surrounded by fencing. (Report B -L-338) ' PROJECT CONTEXT Several_ types of information were considered relevant to evaluating the types of sites and- site distribution which might be encountered within the project area. The information evaluated prior to conducting: field work includes data on regional preh'is,tory, ethnography, and early historic -era developments in the region. Prehistory Available ethnographic records do not reveal specific ethnog'raph,c villages orsites within this project area. The entire project lies within the area once occupied by the Konkow, branch jf the Midui a Peniutian speaking people who together with the Southern Maidu and the MoUntain'Maidu occupied large areas of the interior of California. (Liddell 1018) The Maiduan peoples were probably not the earliest inhabitants of this area. They are believed by some researchers } it � C to have entered California frgif.•. ;t:he north sometime around 500 AD,. Before this time the areta: 4rt,y have been occupied by a Ho,kan speaking people. (Kowta 19881,1'90). in prehistoric times thi;,'Konkow were peoples who subsisted by hunting and gathering. Mr:,,y of the plants and animals utilized by the Konkow had mvt„.`ple rases, serving as food, material and religious ne.edej4 Soots, stems, leaves and seeds of plants were used as food16 b, 3ketry, and medicine. Buckeye and. acorns were the primary pltac staple. Many small animal. - were hunted or trapped. Fish VOT& taken with nets, weirs, harpoons, hooks and poison. Insects such as grasshoppers,, crickets and ants were use.; as µood. (Riddell 1978:373-375). The location of vil"'age s;:wtes varied with the topography. In the foothills, perrnant�nt s4!'ttleinents were generally on ridges that separated streams tax'creeks, on crests, knolls and terraces, or part -Way down the canyon o small flats.: (Dixon 1905:175; Kroeber 1.925.:395) Sometime after 800 AD the use of the rockshelte;rs, found in the volcanic Tuscan formation in this area; intensified. This chronology is comprised of' four sequential complexes predating the historic period; the Messilla,Bidwell, Sweetwater and Oroville Complexes. (Xowta 1988; Olsen and 'Riddell 1963; Ritter 1970). Messilla Complex Datif.Yg prior to 1000 BC, the Messilla Complex is characterized by leaf shaped, stemmed and °side notched points. These points are large and were most likely used with a. spear thrower than as arrow points There may have been seasonal villages .and locations such as rockshel.ters utilized at different tithes of the year. The people of the Messilla Complex were most likely very familiar with the property which is in the present Ourvey area. Linguistically,th'e people of the Messilla Complex, were most likely speakers of a Hokan dialect, related to other peoples of the millingstone cu-ltures of the northstate. The Maid.► most likely intruded into this area at' t=his time, forcing the ea,.rl.er Hokan, speaking; peoples to the fringe areas of the valley and coast rang -e._ Orov'lle Complex The last group opeople PYf eo le to occupy the area of our study are the present day branch of the Maidu, the Konkow. They represent the Orovi.11e Complex, 1600 AD to ' 1850. The immediate impact of these early contacts was the decimation of the native population through the introduction of diseases, The earliest documented exploration of the foothill area of Butte County was by Captain Luis Arguello in 1820. For the next two decades the trappers of the Hudson's Bay Company and he Americaa:Fur Company were trapping in the area. (Wells and Chambers 1973:128). Trappers from Oregon in 1833, spreading malaria, decimated much of the indigenous population. As many as 75% of the native population may have died. (Cook 1952:322), During the period, of Mexican rule ii. California several persons received land grants in what is now Butte County. 'These land grants included the Farwell Grant and the Arroyo del Chico, Grant_, later .to become Bid%�ellIs Rancho Chico, and Samuel Neal's Esquon Grant. For the most part these large grants were used to raise cattle. Samuel Neal is reported to be the first to raise cattle 'in northern Crali.fornia. (NcGie 1982:35-3-0 after the discovery of gold in 1848, the influx of people to California changed the subsequent history ofthe region. "'he following decades are marked by 'Indian removal, gold mining, agricul.ttre and commerce. By the early 18501s the town of Oroville was a thriving -Mining center. RECORDING STRATEGY AND FIELD WORK y r. If arc Ihaeolog7 cal resources are encountered, their 10car,'Aorl would be plotted onto a USGS topographic map. Any isolate or feature would be assigned a temporary field number. Sites would be recorded on the appropriate SHPO,record forms. For recorded sites, the environmental setting; would be described in terms of the local geology, landform, slope, soils, and vegetation. Measurements of all cultural resources will be in metric units. For recorded sites, documentation will include sketch. maps and. compass bearings to important locations: Fieldwork The fieldwork portion, of this survey was undertaken by John 'Furry of Cult.u•ral Resource Specialties on September 23 1991. The project area was subjected to an intensive pedestrian field survey which was achieved by 'walking non systematic transects at 10 meter intervals. Vegetation is dominated by a variety of grasses, mostly pasture grasses. All of the parcel i.s ripen.The few trees that are on the parcel are on the western 1/ of the property. Habitat. The project site is located within a disturbed but otherwise typical Valley Grassland habitat. A mobile home and some associ- ated buildings are located toward the west end of the property. pecan trees have been planted northwest of the mobile home. Access to the property is via Power House Hill Road about a mile east of e oHigdriHighway 70 and roughly a mil�..south of Palermo Road. The Inventory of Rare and Endangered Vascular Plants of California, published by the California Native Plant Soc:-iety in sept.ember, 1988, lis -es for Butte County some 51 taxa that are considered sensitive to varying degrees. Many of the taxa are also ont or candidates fo.r, federal and state lists of such plants. The sensitive species most likely to occur:: at this 'particu- lar site include Bidwell's knotweed (Polygonum bidwell.ae) and shield-bracted monkey flower (Mimulus glaucescens), although other :listed taxa such as Butte County calycadenia (Calycadenia positifolia),-also potentially could occur here several, species on state, federal, and California Native Plant Society lists of sensitive or rare and endangered vascular plants, including Red Bluff rush (.7tuncus leios ermus), have previously been reported,from areas within a few miles of thy. project site. A number of these are associated with special habitats such as vernal pools, which are present at this location but have been so heavily disturbed by livestock that their integrity has been lost On the dates of the field survey a ;,ystematic search for Live specimens of sensitive taxa, or for their remnantsi was undertaken on foot throughout the entire property. The timing of the fieldsurveywas not ideal for the detection of some of the. sensitive taxat but remnants of the previous season's growth should have made it._possible to ascertain at least the recent presence of those species likely to occur at this particular site. A small population of one seesitive species (Bidweil''s knotweed--Polygonum bidwelliae) was observed at a point about 550 feet east o'f the inner gate and then about 25 feet port} (see accompanying map), C. Mitigations In order to mitigate for Bidwell's knotweed it should be observed that this is an anprual species which should not require ari extensive setback zone. This surveyor would recommend a set- buck of 16 feet around the population.
