This project is a tentative parcel map to divide zi >5 acre parcel
into three five acre parcels and one ten acre parcel 10cated North of
Mom's Lane, h mile South of Palermo Road.
The general plan designates this area as A=5 Agricul,L•ural Residential
Land use:
Earthwork resulting from this residential development will be minimal.
However, care shall be taken with any excess spoils to be graded such
that natural drainage shall not be impeded in any way.
This residential project does create a certain conflict in that
it will compromise furture agricultural use and contribute to a pattern
of conversion of outlying agricultural lands, to residential uses.

DISCUSSION OF ENVIRONMENTAL. EVALUATION AP 0 025-320-025
Project Description -
This Is a tentative parcel map to divide a 26.19 acre parcel to
create three 5+ acre parcels and one 10+ ;acre parcel, The project Is
located on the north side of Moms. Lane; 1%2 mile south of Palermo
Road, 5 miles south of Oroville. The property Is located In the
gently rolling, open grassland terrain and Is bisected by a drainage
Swale which Is a tributary to Wyman Ravine. The soll Is a Rocklin
fine sandy loam characterized by a heavy, somewhat compact clay
hardpan, which Impedes subsurface drainage.
The surrounding area has a rural resident al character with irrigated
pasture uses to the north and northwest and mixed grazing and
residential uses to the West and south Parcel Sires range from 5
acres to 40 acres.
Ib,3b., This project will result in the Possibility of four homes
being constructed. There will be some soli dlsrUptlon and
overcovering of the toll as a result of driveway and ;some
constrUction. Some additional stormwater runoff Will be generated by
overcovering of the soil. Total overcovering will probably be less
than 5% of the lot area. This is not expected to be a significant
environmental concern.

We have made ail on ! a.t: inspection of the parcels listed
above. The project site L:.; i occi1- .0 in an area that may be
subject to high levels of mosquitoes, )..h-r.%ucah out the summer
months. The chose proximity to many-,,`rmai,o-(- irrigated pastures
and ries fields is the major contributing foctor, IT there is An
influx of people into this area they tvill be bit r—,,tt„
Hobby farm sized parcels such as these often develop tiew
mosquito breeding sources due to improper land development and
farming practices. Since it is difficult to foresee problems
that arise with the development and use of these properties, we
offer these suggestions and recommendations as a way to prevent
the occurrence of mosquitoes breeding on newly developed home
sites. Listed below are some primary caua es that lead to the
production of mosquitoes..
1. Poor drainage and lack of maintenance in existing drains.
2. Improper irrigation methods, poor grade and over
irrigation
3i improper installation and maintenance of ponds and
reservoirs.
4. Inappropriate storage of equipment, discarded tires and
other water holding containers.
5 Failure to refill and regrade depressions and test holes'
left by heavy equipment during land development.
The project site is located on flat terrain and drainage is
an important concern to us. The existing drain that runs through
the parcel lots will require channeling to grade as the
properties are developed; This, drain breed mosquitoes through
out the summer and requires several inspections and treatments by
our field personnel due to low flow testrieti.ons caused by thick
vegetation and low depressions. This drain and all others should
be ma ntainecd free of clebris and vegetation to accomodate winter
and residential surface drainage, irrigation should be
accomplished with sprinklers rather than flood methods; with
applications timed carefully to prevent excess runoff, if any of
the proposed. parcels are to be used as irrigated pasture we
recommend a graded slope of 2% or greater to provide adequate
drainage and prevent the pooling of irrigation water. Ponds and
reservoirs should be installed with sharp clean banks and
r
maintained in a way to prevent excessive vegetation from growing
along the shoreline. This will eliminate any shallow grassy
areas in which mosquitoes breed. Also, the stocking of mosquito
eating fish will aid in controlling mosquitoes naturally.
Equipment and discarded containers capable of collecting and
holding water should be stored upside down, undet cover or
protected in a way to prevent the collection of rain water, etc.
These comments are consistent with the District's adopted.
policy called "Guidelines, Checklist and Standards for Vector
Prevention in Proposed Developments".
