Dear Mr. and Mrs. Isbell, etal:
This department has received a complaint alleging health and safety hazards in.
the above.listed dwelling. The Butte County Assessor's records indicate you are
the owners.of the property.
On December.2, 1981 I.visited the site and was permitted by the tenant :to inspect
the dwelling. The following conditions were observed which are. violations of the
California Administrative Code, Title 25, Chapter 1, Subchapter 1, State Housing
Law Regulations, and which pose health or.safety hazards to the occupants
1. The gas fired water heater lacks a temperature -pressure relief valve, and
discharge line, and has an improperly installed flue which is a potential
fire hazard.
2. The gas fired space heater is malfunctioning as evidenced by soot on the
wall and ceiling above the heater.and in proximity to the flue. Controls
not .operating properly.
3• Cover plate is missing on wall switch in bedroom nearest bathroom, wall
switch has openings in side in small bedroom by kitchen,, extension cord•
tacked to ceiling, runs from ceiling fixture in front bedroom (zip cord),
fluorescent lighting is inoperative in.bathroom, the 220 volt wiring from
breaker panel to range is unprotected, open wising is evident near water
heater at rear of house, wall receptacle is not secured in kitchen.
4• The laundry. waste .line lacks a proper trap.
5. Floor tile are loose or missing rear bedroom by bathroom, there is a hole'
in the floor of the small bedroom by the kitchen.

6. There are openi.gs'through.the walls to the exterior in the bathroom, and
under the kitchen sink permitting entry of rodents and weather. There'is
ceiling damage in.the rear bedroom.near the kitchen.
7. Recent wind storm has dislodged shingles from the roof area near the.front.
porch.
Please correct these conditions_.as follows; and within THIRTY (30) DAYS from
receipt of this notice. Obtain any required permits from the Butte County
Department of Public Works,, #7 County Center Drive, Oroville, California.
1. Provide a properly installed temperature—pressure, relief valve and discharge
line_and flue on the water heater.
Repair -or replace the gas fired space heater so all combustion gases are
confined to the heater, and properly discharged through -the flue. Repair
or replace defective control.
3. Replace missing cover plate and open wall switch. Remove extension cord r+�^
,5� in front bedroom, repair or replace defective fluorescent bathroom lighting.
�" Provide proper protection on 220 volt range.wiring, eliminate open wiring
near water heater, anchor wall receptacle in kitchen.
Provide trap on -laundry waste line.
50. Replace and refasten missing or loose the in rear.be.droom, eliminate hole
in.floor of small bedroom near. kitchen.
Eliminate all openings in exterior walls, make walls rodent proof and
weathertight.Repair damaged ceiling.
7• Replace missing shingles.
A reinspection will be made. If the dwelling is vacated, do not permit
.reoccupancy till all repairs are -completed. If you have any questions, contact

With reference to the above subject, we have been advised by one of our building
inspectors that you have not obtained the required permits and inspections from
this office for the work you are doing as follows:
Correction of the items listed in the December 9, 1981, letter from
Howard Snyder, Health Department was done on your property located at
6510 Lincoln Blvd, Oroville.
Since permits and inspections are required by both State and County laws, please
contact this office within ten (10) days of the date of this letter, submit two (2)
complete sets of plans, apply for the required permits, and pay the appropriate
fees., including penalties.
All work must stop until you obtain these permits and are authorized by our field
inspector to proceed. This field authorization cannot be made until the existing
work is inspected and approved.
Your cooperation in resolving this matter would certainly be appreciated. Should
you have any questions concerning this matter, please contact this office.

This is a formal warning notice. Pursuant to Butte County Code (BCC) Section 41-2, we sent you a courtesy
notice dated August 20, 2002, notifying you that you are in violation of the Butte County Code, at the above -
referenced location. As of this date, the following violations still exist:
The installing and occupying a tent and/or travel trailer.
(a) Section 28A-1/1018 Permits Required for any Plumbing or Electric
(b) Section 28A-1/1048 Inspections Required for any Plumbing or Electric
(c) Section 24/24-260(a) Camping Limitations and Prohibitions
The above violations(s) shall be corrected or abated by you by case and desist camping activities and disconnect
and remove all utilities to the travel trailer.
This is your final warning. Unless you contact this office and make the proper arrangements to correct or
abate the violation(s) voluntarily, within ten (10) days from the date of this letter, enforcement shall be
pursued through the issuance of a citation (ordering you to appear in court) for said violation(s) and for
failing to comply with this warning letter.
Upon conviction of said violation(s) or of failing to comply with this letter, the court shall impose penalties (fines)
and a Notice of Violation shall be recorded in accordance with Butte County Code Section 41-7. The Notice of
Violation shall include a description of the premises the violation concerns, a description of the violation, the date

This is a courtesy notice to notify you that you are in violation of the Butte County Code, as follows, at the above -
referenced location. Specifically, unauthorized camping or otherwise occupying a recreational vehicle.
This use is in violation of Butte County Code as follows:
Butte County Code, Chapter 24, Section 24-260 — Camping Limitations and Prohibitions.

No'person shall place or park or allow the placing or parking or any trailer coach, recreational vehicles,
tent trailer or tent, or otherwise or occupy or allow the occupancy of any parcel (as defined in Section. 24-
305.310) for the purpose of camping (as defined in Section 24-305.095) on public or private property
within the County for a period in excess of 9 days in any one calendar year, except in an outdoor
recreational facility, campground, recreational vehicle park, or hunting/fishing camp, lawfully established
and maintained pursuant to this Chapter.
The determination that this violation exists on the property is based on the following definitions in the Butte
County Code:
Butte County Code, Chapter 24, Section 24-305.095 — Camping. Occupying or maintaining for the
occupancy any place for temporary living, sleeping or other human occupancy purposes. "Camping"
does not include: The parking or storage of an unoccupied and otherwise unused trailer coach,
recreational vehicle, or tent trailer on a privately owned parcel, as defined in Section 24=305.31;
occupying a trailer coach, or recreational vehicle, connected pursuant to county permit to permanent
sewage disposal and water supply systems; or occupying a trailer coach or a recreational vehicle for any
accessory use allowed in the applicable zoning district.
It is the County's goal to obtain voluntary compliance with the Butte County Code. However, you should be
advised that Butte County has an active Code Enforcement Program which provides an effective means of
enforcement if voluntary compliance is not obtained. Enforcement may be pursued through the issuance of
citations, fines and the recording of a Notice of Violation including a description of the action necessary to abate
the violation.
