Pursuant to Section 41-7 of the Butte County Code, I have
hereby caused this Notice of Violation to be submitted to
the Recorder of Butte County for recordation. This notice
pertains to a violation of the Butte County Code relating to
the property identified above and described in Exhibit A
attached hereto and.incorporated herein by this reference.
On November 22, 1991, Lorrie Jean Valderrama, an owner,
tenant, occupant, resident or other person having
possession, control or other ownership interest in or the
right of access to said property, was found guilty in the
South County Municipal Court (Case No. CR 17494) of
violation of Butte County Code Sec. 41-2(d), failure to
comply with warning letter.
The said violations can be corrected or abated by obtaining
the required permits, inspections and approvals for the
construction that has occurred on the above -referenced
parcel and refrain from occupying or maintaining for
occupancy and additional dwellinct.
Pursuant to Butte County Code Sec. 41-10, no county permits,
licenses dr c trier - er;titl: ;rents shall he issued when there is
an outstanding code violation involving the premises to
which the application therefore pertains, unless all
required work to abate the violation has been completed and
Approved by the affected department or a waiver is obtained
from the director of the affected department. Upon all work
to abate the violation being completed and approved by the
affected department, payment of all fines imposed as to said
violation and payment of a fee of $300.00, a Notice of
Compliance shall be submitted to the Recorder of Butte
County for recordation pursuant to Butte County Code Sec.
41-9.

PURPOSE: Administrative Permit on Richard Speaks Jr.027-050-027 for a temporary second dwelling to
be located at 81 Beaver Road, east of Palermo., on property zoned AR -5 (Agricultural
Residential, 5 -acre parcels). ADM 01-08
PERMIT REQUIREMENTS: Approval for a temporary second dwelling is subject to the following
requirements:
A mobile home certified under the 197,i National Mobile Home Construction and Safety Standards
Act. Occupancy of the mobile home shall be limited to parents. An affidavit attesting to the
relationship of the involved parties was submitted with the permit application. -
2. No rent is to be charged to the occupant of the mobile home.
3. The temporary mobile must meet the requirements of the Butte County Environmental Health
Department for domestic water supply and sewage disposal: The granting of this permit does not
remove the requirement of obtaining the appropriate permits from other Divisions, Departments, or
Districts. '
4. The siting of the mobile home shall be exempt from the site -requirements of the residential zoning
district, except as required by Butte County Code Chapter 24, and the Butt County Code Chapter 28A.
5. The mobile home is declared to be a temporary use on the property, accessory to the primary unit, and
shall not be placed on a permanent foundation. Additionally, a temporary mobile home shall not be
permitted on a lot or parcel where there is an approved Second Unit.
6. The permit shall be granted for a term of two years. Extensions of the term for the permit, not
exceeding one year for each extension, may be granted if the application for the extension is filed,
with the Planning Division, within 60 calendar days prior to the date of expiration.
7. The mobile home shall be vacated upon expiration, or revocation, of the Permit and removed within
one hundred twenty (120) days after expiration of the Permit. If it is not removed within one hundred
twenty (120) days, the County shall remove said mobile home and store it at the owner's expense.
8. The Permit may be revoked if any of the terms or conditions of the Permit are violated or if any acts
.or omissions of the permittee in connection with the use authorized by said Permit constitute a public
nuisance.
9. The applicant must maintain a bond or deposit in the amount of $1,500 for a single -wide mobile home
or $2,000 for a double -wide mobile home.

water line), including fixtures and appliances, shall be tested for continuity from
such equipment and the grounding conductor.
6. Upon completion of the above procedure, the power supply cord or feeder assembly
conductors shall be connected to the site service equipment. A further continuity
test shall then be made between the grounding electrode and the chassis of the
mobilehome.. Upon satisfactory completion of the electrical tests, the lot or site
service equipment may be approved for energizing.

Dear -Ms. Casanova: -
We sent you a warning letter dated March 12, 1991 notifying you that you are in
violation of the Butte County code at the above referenced location. As of this
date, the following violations still exist.
A. Failure to obtain permits and inspections for a second mobilehome on
property,. cabana, deck and outbuildings and occupying the mobilehome
without approvals in violation of sections of the Mobilehome Park Act,
Title 25, California Code of Regulation as adopted by Section 28-A-1
of the Butte County Code as follows:
(1) Section 1018 --Permits required for mobilehome and accessory
structures.
(2) Section 1048 --Inspections required.
(3) Section 1324--Mobilehome Installation permit required.
(4) Section 1326 --Inspection required for mobilehome installation.
B. Second living unit not permitted in ARMH-1 zone in violation of Section
24-94 (a) (2) of the .Butte County Code.
The above violations shall be corrected or abated by you removing the mobilehome
and accessory structures or by obtaining approval from the Butte County Planning
Department to place an additional living unit on the property and then obtaining
the requied permits, inspections, and approvals to do the work and pay the
appropriate fees within thirty (30) days of the date of this letter.

Dear Ms. Casanova:
A site inspection of your parcel located at 6887 Lincoln
Boulevard revealed that you are storing junk in open view
to the public.
The Butte County Code defines junk :'.s follows:
24-21.24 Junk: Any worn-out and discarded material in general
that may be turned to some use including, but not
limited tom any old iron, wire, copper, tin, lead,
rags, paper, bags, lumber, empty bottles, bones, parts
of bicycles, tricycles, baby carriages, -automobiles,
and other vehicles, dismantled, in whole or in part,
kept, stored, located, situated or piled in public
view, and all other similar personal property ordinarily
defined and classified as "junk" kept, stored, located,
situated or piled in public view and not screened
from public view by a fence.
In addition, it appears you have a mobile home and two campers
on your parcel. The AR -MH -1 zone only allows one occupied
dwelling per parcel.
Please be advised that these are violations of the AR -MH -1 zone.
Violations are misdemeanors under the law and each day
constitutes a separate violation.
You are therefore directed to immediately cease using the parcel
for the storage of junk and either rmeove all junk or place
all junk behind a 6 foot high sight obscuring fence out of
public view. You must also remove the additional dwellings or
contact this office and applu for the appropriate permits for
an additional mobile. Failure to act within 30 days will result
in this matter being forwarded for proper legal action.
