BOX 235 Tulelake, CA 96134 DIVISION OF ENVIRONMENTAL HEALTH B E A U T Y RE: Sewage Violation, Pleasant Grove NIHP, Space 18C, APN 26-060-002 Dear Mr. Puliz, This department received a complaint from Butte County Children's Services Division regarding a health hazard due to sewage at the above address. An inspection wag conducted with Children Services Division, Code Enforcement and this department. Sewage was observed running out of the septic tank and we heard bubbling emanating from the tank when someone flushed a toilet. The neighbors have built a small earthen dam to prevent the sewage from entering onto their lot. When researching our records regarding Space 18C, it was noted that there was a prior sewage violation in April 1999, when the septic tank was left uncovered for three months. The tenant advised of ongoing septic problem for two years, and there is evidence of sewage backing up into a bathtub inside the residence. It was determined that the existing situation posed a health hazard and the dwelling was posted as uninhabitable by Code Enforcement. This is a formal warning notice to advise, that you as owner of the above mentioned property, are in violation of Butte County Code Chapter 19, which states: Section 3, "It shall be unlawful for any person to maintain, occupy, or use any building not provided with a sewage disposal system which disposes of sewage in a sanitary manner" Section 4-a "Sewage overflowing any lands whatever." Section 4-c "Sewage being accessible to rodents, insects, or humans." You must also cover the area where the sewage has overflowed with hydrated lime. It is the County's goal to obtain voluntary compliance with Butte County Code; however, you should be advised that the county has an active Code Enforcement program that provides an effective means of enforcement if voluntary compliance is not obtained. Enforcement will be pursued through the issuance of citations, fines, and recording Notices of Violation including a description of the actions necessary to abate the violation. You have ten (10) days from the date of this letter to correct the above violation. If you have any questions concerning this letter please call me between 8:00 am and 5:00 pm, Monday through Friday. "Pu 1 i z : This is a courtesy notice to notify you that you are in violation of the Butte County Code, as follows, at the above -referenced location: There are about thirty (30) cubic yards of garbage and trash accumulation on the westerly side of your mobile home park located at 6986 Lincoln Blvd., Oroviile. Such an.accumulation is a violation of the Butte County Code Section 31.8 -,a copy of which is enclosed for your information. Remove the garbage and -trash and dispose of it at the Neal Road Landfill.
