Earl Nelson; environmental review director, sat out the
background of the negative,.declaration. The ,property is 2.5 acre in
the northwest portion of Palermo., The closest residence is about 300
feet from the proposed kennel. tt is a propos'&d breeding kennel rather
than a boarding kennel. The Planning Commission 'limited the kennel to, [
��__.__. en females. The traffic would be minimal. The odor is, potential
problem. The main concern relates to the noise from dogs barking.
There is a requirement that there be an inclosed building to keep the <;s'
noise levels to 65 dba at the property boutida7y, ri There are concerns
in view of the rural natured He recommended a rtagative declaration.
Bettye Blair, planning director, tor, set out fire background of t
the use permit. 7t was approved by+they Planning Commission and there '
was a timely appeal.
