The Commission waived the reading of the Staff Findings: Staff` said they, received a letter from Carol Mancno. The hearing was opened to the public. Davb Brown, Pastor, agreed to all conditions and mitigation measures. He said the only question, was Condition 2 which calls for two wells. He said he would like to go with one well. Chaiiman L`_ambert, said they need clarif.cation on condition #2' before the Commission can vote. Commissioner Lynch said the applicant submitted a letter dated 8/12187 listing concerns regarding Conditions #4, 48, and 0 and asked if the'appl.icant was saying now he, has no problems with these conditions. Mr. Brown said he agrees with all conditions and mitigation measures. Chairman Lambert questioned compliance with the condition ori the sign,. The Planning Commission approved this project on September 17, 1987. Use Permit #87-42 was issued October 9, 1987. The applicant was not able to establish the use within the required 1 year time period: The property has been planned for rural residontial uses. Single family residences now exist to the south and west. Construction of a church on the property, if conditioned properly, can be found it conformity with surrounding land use and the General Plan: The conditions tie land use intensity to capabilities of the circulation system, and provide for adequate infrastructure support `Roads in the vicinity are minimum standard, generally paved, with dsitWith,the exception n o pp �Palermo Road, Lincoln and otherarterials, pavement isgenerally 12 to 18 ft. wide. Pavement on North Villa Ps approximately 17 1/2 feet wide. rhe Department of Public works recommends upgrading North Villa to 28 ft. (16 ft. plus 6.12 ft. 1/2 section) along the entire frontage..The applicant has requested that the road work only apply to 290 feet of their 480 ft. of frontage. Public Works does riot feel that improving a portion of the frontage is adequate. Road wi.deriing is necessary to handle traffic safely. A geologic survey, has been submitted indicating the maximum credible earthquake to be expected has a magnitudeof 6.5. The geologist recommends that all foundations be subjected to careful engineering analysis with respect to lateral forces, and construction should be of high quality. Butte County Code Section 24-35 states that 5% of the parking lot area shall be landscaped. An additional 1,607 square feet of landscaping will be required to meet this standard'. It is suggested that landscaping bays be installed along both sides of the building to break up large expansives of parking spaces. A sign is located at the southeast property cornet. It appears to project into the front yard building setback area. The sign will have to be relocated approximately 1 to 2 feet northwest. OWID may have a water main closer, however it is unknown to me (Battalion Chief Holmes).
