The contractor or owner, in the case of an owner performing his/her own work, shall be responsible for determining the applicable code requirements and for performing work in compliance therewith. Estimates shall be based only on the work specified in this work write-up. Contractors discovering or suspecting an error or omission in either this write-up or plans (when applicable) shall promptly report to the Housing Rehabilitation Consultant (916-456-4784) so that items in question may be investigated for possible addition to required work. Contractor shall specify quantity, type, and brand of material upon which his/her estimate is based. All work must be performed in compliance with published "grades and standards". Materials must match, be of equivalent quality, or exceed those published on "materials list". If not listed, "medium grade" should be assumed. Owner's preference for style and color should be followed wherever possible. Please see attached Materials Allowance Breakdown for guidelines pertaining to allowances. Any measurements and drawings attached hereto are to be considered approximations unless otherwise stated. The responsibility for determining the exactness of structural measurements and other specifications shall be that of the contractor and shall be a condition implicit in all bid or proposal submittals. 1 HOUSING REPAIR PROGRAM - WORK WRITE-UP - 1. PERMITS A copy of the building permit will be required BEFORE construction begins and shall be provided by the contractor. The contractor will secure all necessary permits to complete the entire project and must submit to the local entity a signed -off building permit at the completion of the project. IT IS THE CONTRACTOR'S RESPONSIBILITY TO ASCERTAIN, OBTAIN, AND MAINTAIN RECORDS OF ALL REQUIRED PERMITS. 2. DUMPSTER SERVICE Provide dumpster service or daily duration of contract. Premises to be daily basis. 3. All holes over 1/2" in diameter shall be covered with metal flashing. Install new structural 1 grade 1/2 -inch CDX plywood or douglas fir standard or better sheathing over entire roof area. Sheathing shall have solid bearing under all edges of overhangs. No nails or staples shall penetrate sheathing in exposed overhang areas. Nail and space as per manufacturer's specifications. Provide and install flashing to match shingles and vents. All exposed plywood edges to be protected by metal angle strip having a 2 -inch minimum overlap at splices. All corners of required metal angle stripping to be cut on top and bent around corner to form continuous protection. All metal angle strips to be top -nailed only. Provide and install a 240 lb, 25 -yr, Class "A" fire- rated fiberglass composition roof shingles per manufacturer's specifications. Install over a layer of 30# non -perforated roofing felt. EXTERIOR PAINTING - FRONT UNIT Pressure wash the exterior of structure with a 2,000 PSI water blast as needed to achieve a sound and tight painting surface. Allow to dry thoroughly. Burn (hot-air/torch), scrape, and/or sand as needed to remove loose/spalling paint from woodwork. Fill all depressions and cracks in exterior surfaces with approved fillers, to create a uniform finish. Include caulking all lap joints/trim lines for exterior siding. Prime entire exterior with one coat of premium quality latex primer, to manufacturer's specifications. Paint entire exterior with a premium quality latex, applied per manufacturer's specifications, to achieve a uniform color coat. SIDING Remove existing wood siding on the dwelling. Provide and install new wood T-111 siding, over 15# non -perforated felt paper. Door and window trims to match existing. Provide and install three standard butt hinges and "SCHLAGE" or equal, polished brass and 1" single cylinder dead weatherstripping at jambs and an inserts. Provide a 1/2" peephole sion. Key all door locks alike. (LOCATION: Front door ) finish, 1" single cylinder entry lockset bolt. Provide adjustable vinyl extruded aluminum threshold with vinyl with a minimum 160 degree field of vi - (MATERIALS ALLOWANCE: See attached Materials Allowance Breakdown) 10. CARPET & VINYL Remove deteriorated flooring and pad. Grind smooth all ridges and uneven surfaces on floor. Fill all cracks and depressions with crack filler. Provide and install new medium grade carpeting over a 5/8" bonded urethane pad. Property owner has choice of carpet. (APPROXIMATE SQUARE YARDAGE : 100 ) (MATERIALS ALLOWANCE: See attached Materials Allowance Breakdown) Provide and install vinyl sheet floor covering with rubber molded baseboard. Use adhesive recommended by vinyl manufacturer. Property owner will select color and design of floor covering. Apply metal corners on all outside edges. Tape,top and texture. (Texture to match existing textures.) Clean all interior walls, ceilings, doors, and trim of those rooms listed belcw. Remove all dirt and grease to achieve a sound painting surface. Fill all irregularities in areas to be painted with approved fillers and sand. [or texture] to match existing surfaces in kind. Paint interior walls and ceilings of the rooms noted below, with a premium quality latex paint installed as per manufacturer's specifications. Paint colcr to match existing as closely as possible. Paint (trim/doors) of rooms noted below and walls and ceilings of kitchens and baths with a premium quality semi gloss latex enamel, installed as per manufacturer's specifications. Colors to match existing as closely as possible. (LOCATION: ALL WALLS & CEILINGS) $ 12. KITCHEN CABINETS & COUNTER TOPS Provide and install upper and lower cabinets to conform to kitchen layout and specifications, as provided by contractor and agreed upon by owner. Cabinets to be made as follows: solid hardwood fronts; hardwood veneer over solid plywood doors, drawer fronts (inverse beveled for "opening handle") and exposed side (end) panels; plywood drawers; particle board sedes, shelves and backs. Owner has selection of stain color and hardwood veneer selected from the following: birch, white ash, or the cost equ_valent. Contractor to install cabinet as per manufacturer's specifications. (APPROXIMATE LINEAL FEET: 10' LOWER, 10' UPPER ) (MA^ERIALS ALLOWANCE: See attached Materials Allowance Breakdown) J 13. INTERIOR DOORS Provide and install 1-3/8" thick birch finished, H -C door. Door shall fit existing opening. Provide and install privacy locksets where required and standard door stoppers. (QUANTITY: 2 ) (MATERIAL ALLOWANCE: See attached Materials Allowance Breakdown) 14. HEATING & COOL Pr.ovide and install a new single, 35,000 BTUH gas wall furnace with wall mounted thermostat. Install new vent piping. Install blower unit, including all electrical connections. 5 HOUSING REPAIR PROGRAM - WORK WRITE-UP - Provide and install a new electric wall -mounted air conditioner. All electrical hook-ups to code. The HVAC equipment shall be California Certified. The equipment shall be sized using an approved Heating and Cooling Load Calculation Method. 15. VENTILATION Provide and install a new ducted kitchen range exhaust hood. Install new electrical wiring and sheetmetal ducting. Vent to terminate at (roof/exterior wall). Patch these areas to match. Allow $100 for unit only. (LOCATION: kitchen ) $ Provide and install a new fan unit in the bathroom ceiling, including all wiring. Install duct to exterior of dwelling. (MATERIALS ALLOWANCE: See Attached Materials Allowance Breakdown) (LOCATION: bathroom ) 16. ELECTRICAL All existing switches, outlets, receptacle boxes, and junction boxes need to be checked for serviceability and replaced as necessary. All receptacles within 6 ft of all sinks or bathtubs shall be GFCI protected. Any exposed wiring in the garage [ below 7'] must be encased in walls or in approved metal tubing. $ 17. LIGHT FIXTURE Provide and install new light fixtures. As necessary provide and install light switches for these fixtures. (NUMBER OF LIGHTS: 3 ) $ 18. KITCHEN SINK & FIXTURES Provide and install a double cast iron kitchen sink, with a new single lever Delta or equal faucet. Include new shut offs and supply tubes. (MATERIALS ALLOWANCE: See Attached Materials Allowance Breakdown) 19. SUPPLY LINES Replace all GI water piping throughout dwelling with Type M copper tubing, sized to current code requirements. Provide and install a new 3/4" cast brass shutoff valve (Red and White or equal) at service to water heater. Provide and install all new angle stops, chrome escutcheon plates and supply tubes to service sinks and commode(s) at existing locations. At the end of all accessible runs install anti -hammer air chambers. Install all new hose bibs at existing locations; new units to have approved backflow prevention devices attached. All piping to be secured with approved fastener, at intervals specified in UPC. NOTE: WHERE VERTICALS ARE NOT ACCESSIBLE INSTALL A DIALETIC CONNECTOR BETWEEN THE NEW COPPER AND EXISTING RISERS. $ 3:1 HOUSING REPAIR PROGRAM - WORK WRITE-UP - 20. WASTE LINES Replace existing sub standard (waste/vent) pipes with new plastic piping. $ 21. BATHROOM ADDITION Construct a bathroom addition as per approved set of plans and associated work specifications. Design and construction shall be considerate of existing structure and in all cases match as near as possible in materials and type of construction. Include same standards for any modifications to existing structure necessary to facilitate proposed major rehab. All additions shall consist of the following work tasks, itemized from total cost and shown for purposes of inspection and payment. ' Each task may or may not have several descriptions of procedures, techniques, materials, or expectations. Disregard any items which do not apply. a. Excavation and demolition: Demolish and excavate as per plans. To include all necessary interior and exterior demolition to perform reconstruction and all required trenching and grading in preparation for concrete. b. Concrete: Form and pour 4" thick 2,000 PSI concrete floor slab. Prepare and compact subgrade to required density, provide 4" thick compacted gravel. base course, approved moisture barrier and 6"x6"x 10 gauge EWWM reinforcement. Provide 1/2" thick PEJF wherever new concrete abuts existing concrete. Steel trowel and broom finish new concrete. $ C. Rough framing: Frame all exterior and interior walls and ceilings as per plans. All walls shall be constructed with not less than #2 douglas fir studs spaced not more than 16" oc. All walls shall have one bottom plate (when in contact with concrete, bottom plate will be wood which is of natural resistance to decay or pressure treated wood) and two top plates. All blocking, bracing and strapping will be required. All exte'rior and interior headers at bearing walls will require not less than 4" x 8" headers. 2" x 4" stud headers may be used in interior non bearing walls if turned on edge. All ceiling joists shall be constructed with not less than #2 douglas fir space not more than 24" oc. Baffles will be installed at all eave vent locations. Roof framing (if manufactured trusses are used, truss calculation shall be provided by the contractro) will be installed as per 1991 UBC standards. All fastners to be galvanized. 7 $ HOUSING REPAIR PROGRAM - WORK WRITE-UP - d. Rough electrical: Install a new main service entry panel with 100 amp CB main service in a rain -tight entrance panel box, (Crouse -Hinds 3C -002 -AR or any approved equal). Provide new weather head/periscope. Service feeds to meet all current local and national electrical codes for replacements. Provide all new circuits (minimum size circuit wiring to be #12 AGW - all wiring to be copper) as follows: GFI breaker of the same amperage on circuits feeding the bathrooms, kitchen counter outlets, one in garage, one in laundry, and any exterior outlets; a 20 amp circuit breaker for the laundry outlets, one 30 amp 240V for the water heater; one 50 amp 240 V for the stove; four 15 amp 120V lights/general purpose; three 20 amp 120V dedicated for the kitchen; one 20 amp 120V general purpose outlet circuit; and two blank spaces. Provide and install No. 8 bare copper.hard drawn ground wire from the grounding terminal of the service entrance box and fastened to the street side of the metallic water service pipe and to a rod 1/2" x 8' copper ground set 1" above grade. Use a bronze grounding clamp. Ground wire must be in conduit where exposed to any external damage. ID all existing and new circuits at service panel/sub panel(s) in ink. Wire all runs in the walls. All switches, outlets, receptacle boxes, and junction boxes are to be new. All receptacles within 6 ft of all sinks or bathtubs shall be GFI protected. Exposed wiring in the garage [ below 7'] must be encased in walls or in approved metal tubing. 1� e. Rough Plumbing: Install all new GI water piping throughout dwelling with Type M copper tubing, sized to current code requirements. Door and window trims to match existing. All fasteners to be galvanized. HOUSING REPAIR PROGRAM - WORK WRITE-UP - 9. Insulation: Provide and install insulation throughout residence where needed. Exterior walls: R-13; Ceiling: R-30. These are only program minimum requirements. See Title 24 documentation for state requirements. h. Doors and windows: Secondary exits : Provide and install a new 1-3/8" thick, SOLID CORE exterior entry door as per plan. Provide and install three standard butt hinges and "SCHLAGE" or equal, polished brass finish, 1" single cylinder entry lockset and 1" single cylinder dead bolt. NOTE: ALL DOORS BETWEEN LIVING AREA AND GARAGE MUST HAVE A SELF CLOSING MECHANISM AND HAVE A ONE HOUR FIRE RATING. Interior doors : Provide and install 1-3/8" thick paint grade H -C 2oor. Provide and install privacy locksets and standard door stoppers. $ Windows: Install All -Weather or approved equal, (bronze/satin) anodized aluminum replacement windows as per plans with (vertical/horizontal) slider, pin locks and screens. Every sleeping room shall have at least one operable window or door approved for emergency escape or rescue which shall open directly into a public street, public alley, yard or exit court. All escape or rescue windows shall have a minimum net clear openable area of 5.7 square feet. The minimum net clear openable height dimension shall be 24 inches. The minimum net clear openable width dimension shall be 20 inches. The finish sill height shall be not more than 44 inches above the floor. i. Sheetrock, tape/texture: Provide and install new 1/2" thick regular sheetrock as per code and manufacturer's specifications. Apply metal corners on all outside edges. Tape and texture to match existing. Provide and install 1/2" water resistant sheetrock over 30/30/30 Kraft paper at tub/shower surround area. Tape and sand smooth all joints. Paint all areas of new sheetrock to be tiled with bonderizer by Garland White Company or approved equal. $ 9 j. Painting: M7 HOUSING REPAIR PROGRAM - WORK WRITE-UP - Exterior : Pressure wash the exterior of structure with a 2,000 PSI water blaster to achieve a sound and tight painting surface. Burn, scrape, sand and/or remove all loose or spalling paint from woodwork as required. Fill all depressions and cracks in exterior surfaces with approved fillers, to create a uniform finish. Caulk all lap joints/trim lines for exterior siding. Prime entire exterior with one coat of premium quality oil based primer/surface conditioner, to manufacturer's specification. Paint entire exterior with a premium quality latex, applied per manufacturer's specification, to achieve a uniform color coat. Property owner to have choice of one base color and one trim color, custom colors not included. NOTE: Unless specified otherwise, this specification shall apply to the entire dwelling, not just newly, rehabilitated areas. Interior : Clean all interior walls, ceilings, doors and trim of residence. Remove all dirt and grease to achieve a sound painting surface. Fill all irregularities in areas to be painted with approved fillers and sand or texture to match existing surfaces in kind. Remove and dispose of deteriorated wallpaper and/or paneling as required. Remove excessive adhesive and skim coat over all remaining adhesive to achieve a sound painting surface. Prime all new materials with a premium quality primer per manufacturer's specification. Paint all interior walls and ceiling of structure, including closets, with a premium quality latex paint applied per manufacturer's specifications. Paint all walls and ceilings of kitchens and baths, and all woodwork throughout residence with a premium quality semi -gloss latex enamel, applied per manufacturer's specifications. Property owner to have choice of one base color and one trim color, custom colors not included. NOTE: Unless specified otherwise, this specification shall apply to the entire dwelling. Finish electrical: Provide and install all necessary finish wiring, receptacles, cover plates, and light fixtures as per plans. (ALLOWANCE : See attached Material Allowance Breakdown ) 10 HOUSING REPAIR PROGRAM - WORK WRITE-UP - 1. Finish plumbing: Bath vanity : Provide and install a vanity cabinet including cultured marble top with molded bowl in the bathroom as per plans. Top to have a 4" backsplash. Where vanity is against two walls, a 4" sidesplash is required. Where vanity is against tub, a canted marble strip muse be used to divert water from vanity. Caulk all edges of vanity and top with clear silicone sealant. Vanity and top to be selected by property owner. Provide and install a single lever "DELTA" faucet with pop-up drain and full P -trap assembly. (ALLOWANCE : See attached Material Allowance Breakdown ) Bathtub : Provide and install a new 60" x 30" x 15" high white molded fiberglass bathtub/shower as per plans. Provide new waste and overflow assembly. Provide and install new chrome -plated brass escutcheons and spout with automatic diverter, 1/2" diameter shower arm tree, and 2" diameter shower head. Connect water supply to existing hot and cold water supply lines. All new work to be in copper. Use Delta or equal fixtures. Toilet : Provide and install a new, white, American Standard "Cadet" or approved equal, close -coupled water closet, with flapper style flush valve and anti -siphon ball cock. Provide seat and cover. Connect to existing sewer pipe, floor flange (with new bowl wax seal) and to the existing cold water supply pipe. Provide a chrome -plated angle valve, and new supply tube. M. Roofing:. Provide and install 3/8" CDX plywood sheathing over entire roof area. Nail and space as per manufacturer's specifications. Provide and install a 240 lb., 25 -yr., Class "A" fire- rated fiberglass composition roof shingles per manufacturer's specifications. Install over a layer of 30# non -perforated roofing felt. These allowances, when listed, are minimum purchase prices which are intended to maintain a given level of quality. All items purchased as "allowances" must be approved by the homeowner. At the owner's request, the contractor will submit all receipts for allowanced items. If it is determined that the contractor has spent less on allowanced items than the amount specified in this Breakdown, that amount will be credited to the "Owner" in the form of a change order reduction in the original contract amount.
