CA. 95965 ti I have reviewed the Clay Snyder property and proposed mobile home site at 2131 Ludlum Ave., Palermo, and submit the following as per my discussion with you: I visited the site on Saturday, April 20, 1985. It is on the south side of Ludlum, at the west end of the street. It sits about 50 feet south of Ludlum. It is on the higher part of the property. The mobile itself is about 24 inches above the grounc. It is a Star mobile, 10 feet by 48 feet. There is a ditch along the south side of Ludlum that is approximately 24 inches lower than the mobile home "site. The ditch slopes from the east to west towards the creek. There ,are about 6 other homes in the immediate vicinity at or below the same elevation as the subject site. There has been no apparent or reported flooding in this area for many years. I looked at the creek at the west end of Ludlum. It has a'channel approximately 12 feet wide and 6 feet deep. At present it is cleat and flows freely. It runs south to a point immediately south of South Villa Ave. where it makes a 90° turn to the west. According to area residents it has not overflowed i -s banks for years, ever since the 'county has been keeping it clear of weeds and debris. I talked with David Loomis, 2111 Williams Ave., a resident for X16 years. He states the only flooding is minor flooding that comes from the east down Williams Ave., and heads west into the creek. The worst he has ever seen is approximately 6 inches of standing water during intense storms, and only for a very short duration. The creek does not spillover its banks. He stateshe has lived at this address for 15 years and has been a Palermo resident since 1941. He further states this area has never flooded. His house "is about 150 feet south of the subject site, basically on the same property, only lower in elevation. He has never had a flood problem, nor have any of his neighbors, some of whom live immediately adjacent to the creek. It is' the considered opinion of the undersigned, based upon my own .field observations and discussions with area residents that the subject site is not subject to inundation.
