This department has received a complaint alleging health and/or safety hazards at the
above -referenced property. Butte County Assessor's records indicate that you own or
control the property.
On February 17, 1998, an inspection was made regarding the complaint and the
following conditions were observed which are in violation of the California Health and
Safety Code, Section 17920.3 (a) 7,11; (b) 2; (d); (g) 1,2; which pose health and safety
hazards to the occupants and render the dwelling substandard.
This letter is your thirty (30) day warning letter to correct or abate the following violations:
1. Vent cap missing on water heater.
2. Excessive mold growth.
3. Roof leaks into room addition.
4. Dry root around bath tub.
5. Missing face plates on electrical recepticals.
6. Light in kitchen does not work.
7. Light in storeroom not mounted properly.
8. Main electrical service box has an unapproved cover and has openings in dead
front that need to be plugged.

It is the County's goal to obtain voluntary compliance with the. California Health and
Safety Code. However, you should be advised that Butte County has an active code
enforcement program which provides an effective means of enforcement. A re -inspection
will be made to determine compliance. If voluntary compliance with this notice is not
accomplished by correction of the above -referenced violations, enforcement may be
pursued through the issuance of a citation to appear in the Butte County Municipal Court.
Upon conviction and per Section 41-7 of the Butte County Code, violators may be fined
and a Notice of Violation may be recorded which include a description of the action
necessary to correct the violation.
To comply with the California Health and Safety Code, Section 17920.3 (a) 7,11; (b) 2;
(d); (g) 1,2; you must obtain all required permits for repairs from the Butte County
Department of Development Services, Building Division, 7 County Center:Drive, Oroville,
California.
You have thirty (30) days to voluntary comply with the above -referenced directions.

This department received a complaint alleging health and.safety hazards_.in
the above listed rental dwelling. The Butte County Assessor's.records in-
dicate you are the owners of the property.
On July 26, 1984, I visited the property and the tenant permitted me to
make an inspection of the dwelling unit. The following conditions were
noted which are in violation of the California. Health and Safety Code,
Section 17920.3 (d), (e),. and (f)'; Section 24400 - Abandoned Excavations;
Butte County Code, Chapter 19, Section 19-4; California Administrative
Code, Title 25, Chapter l; Subchapter 1, State Housing Law. Regulations';
and which pose health or safety hazards to the tenants..
1. The septictank on the west side of the house does not have solid,
gas tight lids on the inlet and outlet compartments.
2. There is an abandoned septic tank or other excavation in.the east
sideyard, open and presenting a hazard to persons walking in.the yard.
3_ Electrical wiring is inadequate for loads. Appliances do not function
dui to. overloads.
4. Waste water from bathtub runs on the ground.
5. There is a wood stove flue in bedroom in the garage conversion and no
record of permit for the installation) nor for the garage conversion.
These conditions shall be corrected as follows, and within THIRTY (30) DAYS
from receipt of this notice, except as noted. Obtain all required permits
from the Butte County Department of Public Works, and a septic tank permit
from the Butte County Department of Public Health, 7 County Center Drive,
Oroville, CA 95965, prior to IC;Zking the repairs.

1: _Repair or replace the septic tank lids with gas tight concrete covers.
2. Backfill the abandoned septic tank, or excavation on'the east side of
the house within SEVEN (7) DAYS from receipt of this notice. If the
septic: tank serves house on adjoining parcel to east, the tank and leach
lines must be relocated onto the parcel with th.e.derelling it serves. .
3. Have electrical systezi checked by a.licensed.electrician. Provide
:adequate wiring, breakers, receptacles, etc, to. -eliminate overloading.
4.. Provide properly installed waste drain plumbing with vents and traps
for. bathtub and confine all waste water to the septic tank.
5. Obtain permits for wood stove installation (i.e. flue) and for 'conversion
o.f garage to a bedroom, and have all work inspected and approved by the
Butte County Department of Public Works.
A reinspection will be.made.. Failure to comply,witYi this notice will result
in the Franchise Tax Board being notified.of your.non-compliance. You will
then be prevented from claiming state tax deductions for taxes, depreciation,
amortization, or interest expenses connected with the property as long as.it
remains. substandard. This notice.is.given to you pursuant to Sections 17299
and 24436.5 of the California Revenue and Taxation Code.

Dear. Ms. Snow:
This is a courtesy notice to notify you that ,you are in violation of the
Butte County Code, as follows, at the above referenced location:
Failure to obtain approval of previous corrections and failure to obtain
final inspection prior to occupancy and permit expiration for conversion
of a garage to sewing room. Failure to comply with items listed in
Special Inspection letter dated July 2, 1992.
Since permits and inspections are required for the above work, apply for
the required permits to make corrections and complete project and pay the
appropriate fees.
All work must stop until these permits are issued and you are authorized
by our field inspector to proceed. This field authorization cannot be made
until the existing work is inspected and approved.
It is the County's goal to obtain voluntary compliance with the Butte County
Code. However, you should be advised that Butte County has an active Code
3nforcement Program which provides an effective means of enforcement if
voluntary compliance is not obtained. Enforcement may be pursued through
the issuance of citations, fines and the recording of a Notice of Violation
including a description of the action necessary to abate the violation.
You have thirty (30) days to voluntarily comply with the above directions
,or to present an acceptable plan for abatement or corrective actions to
be taken by you.

With reference to the above subject and your request for inspection of the
conversion of the garage to sewing room at 2362 South Villa, the inspection
was made on June 30, 1992.

The conversion was constructed, by the previous owner, without permi=s and
inspection from this office, so we were not able to perform the required inspec-
tions during construction.1
We therefore made a reasonable visual inspection, without going on the roof,
under the building, or in the attic and found the conversion appears to conform
to the'� intent of code requirements, except for the following items which must
be done or resolved:

1Obtain a permit and make the necessary corrections 'to comply with
the Health Department letter of August 9, 1984.
21. Provide complying steps from front room to converted garage and the
door between cannot swing over the steps.
31: The rafters suppL ting a ceiling load are over spanned. Provide a
minimum of a 2x6 to support the roof and ceiling.
Trim all electric and verify that outlets are properly grounded.

9. When corrections are made, the Butte County Health Department is to
be :ontacted to inspect' the septic tank and provide final approval of correc-
tions required per housing complaint letter of August 8, 1984.
This inspection by the County of Butte does not act as a guarantee or warranty
as to the internal soundness of said addition, conversion, etc.
It is now in order for you to apply for the required permits, and pay the appro-
priEte fees.
The permits must be obtained and above listed items completed within thirty
days of the date of this letter.

Dear Ms. Snow,
With reference to the above subject and your request for inspection of the
conversion of the garage to sewing room at 2362 South Villa, the inspection
was made on'June 30, 1992.
The conversion was constructed, 'by the previous owner, without permits and
inspection from this office, so we were not able to perform the required inspec-
tions during construction.
We therefore made a reasonable visual inspection, without going on the roof,
under the building, or in the attic and found the conversion appears to conform
to the intent of code requirements, except for the following items which must
be.done o resolved:
Obtain a permit and make the necessary corrections to comply with
the e. epartment letter of August 9, 1984.

be contacted to inspect the septic tank and provide final approval of correc-
tions required per housing complaint letter of August 8, 1984.
This inspection by the County of Butte does not act as a guarantee or warranty
as to the internal soundness of said addition, conversion, etc.
It is now.in order for'you to apply for the required permits, and pay .the appro-
priate fees.
The permits must be obtained and above listed items completed within thirty
days of the date of this letter.

ap ation after expiration, a new ap ' ation, plans and fees will be required.
REQUEST FOR FEE REFUNDS
Refunds can only be made upon written request by the person who paid the fee. The request must be made within two years from the date
of fee payment on permits not issued, and two years from the date of permit issuance for permits issued; however, on issued permits
refunds can only be made if no construction work has been done. Filing fees, plan check fees for work plan checked and other department
