Butte County Code: 1. The two water wells are inoperative dile to.vandalism and.there is no water supply to the house. 2. Sewage and waste water is being discharged to the ground surface at the.side of the house.* 3. There is an accumulation of junk, trash, and garbage scattered .within and outside of the house.' 4. The electrical panel has been damaged by vandalism,' there is .evidence of electrical shorts in several wall receptacles, lack of cover plates, loose, dangling fixtures, illegal wiring in closet of middle bedroom, and loose ' open wiring ' on front porch roof. 5. Walls and ceiling sheetrock'and paneling is broken, vandalized or missing in the .living room, all three bedrooms, kitchen, laundry room, and bathroom. 6. Floor coverings are damaged.or deteriorated throughout the house. 7. Windows and doors are broken, missing or damaged throughout the house. ' 8. There are no heating facilities in the house. 9. The hot water heater lacks a wasteline from the temperature - pressure relief valve. The hot water'heater flue must be properly connected. 11. The kitchen cabinet below the sink needs repair or replacement of rotted wood shelving. 12. The front and rear porches.are damaged, and hazardous. 13. There is damage and holes in exterior stucco. These conditions render the house substandard and' unsafe for human occupancy. Install a proper waste line from the hot water heater temperature - pressure relief valve to the outside, re -connect flue, under permit and inspection of the Department of Public Works. 11. As a result, the finish floor level of the proposed structure must be 1.53' or higher per the USGS datum. Before we can issue this permit, we must resolve the existing building code violations on the house at this Louis Avenue address. In 1987, a previous owner, Marlene Hunt, did extensive interior and exterior remodeling without permits, inspections and approvals from this office. I am in receipt of your letter of November 15, 1990 which advises prior building code violations concerning property located at 2190 Louis Ave, Palermo. In July 1990 I purchased this property from H.U.D. At time of purchase I was aware that a prior fire had severely damaged the house. I am sure the extent of damage renders the structure worthless and not safe for use. Since I purchased the property with the house in its present damaged condition from H.U.D., I had no dealings with any prior owner nor did I know anything about the existing building code violations you mention. At the time.I purchased this property I had no intentions of living in the house or even making any attempt to repair the damage. Rather, I feel it should be demolished and a new house built. The purpose of building a barn at this time is to store salvageable material and I was in hopes of doing this prior to the rains. I do intend to have the house demolished as soon as possible. As a result, the finish floor level of the proposed structure must be 153' or higher per the USGS datum. Before we can issue .this permit, we must resolve the existing building code violations on the house at this Louis Avenue address. In 1987, a previous owner, Marlene Hunt, did "extensive interior and exterior remodeling without permits, inspections and approvals from this office.- (See first letter written to her dated January 25, 1988 which is attached.) Additional letters were written to Marlene Hunt; however, the letters were ignored and it is illegal to occupy this structure without the approval of this office. I suggest that you submit a floor plan and plot plan to us, apply for a Special Inspection, pay a $50.00 fee and we will arrange to inspect the building. We will determine what will be required to satisfy minimum health and safety requirements so you 'can obtain the proper permits to do the required work and obtain final inspection and approval.
