Oroville, Ca. 95966 Telephone contact in Oroville, Taddy's Parents: Tad & Alta Tweedle (916) 534-7263 Both Taddy & Hiedi are elderly, mentally handicapped, and live on a fixed Social Security Income. People have moved into their home, and are taken advantaged of their mental condition. They have been threatened, both verbally & physically. These people have brought drugs into their home, and turned their home into a drug store, with customers coming and going at all hours of the day & night. They have no control being held hostage in their own home, and constantly living in fear. Their Social Security income is being used to pay for the living conditions, that these people further abuse, running up utility bills and consuming their food, they can no longer afford even a phone, as the abuse has ran that bill out of their reach. It has come to the point that even their basic necessity's can not be met, over the care and feeding of the numerous domestic animals. The police have been called, with little or no response. They retained an attorney, ( Arturo Marquez) to prepare an eviction notice all with no effective results. They have even tried to get a restraining order against one of the abusive trespassers, which was denied by the court. They do not even understand the procedures of these agencies, nor would they be able to carry out the simplest direction if advised. It would seem that Social Services should be involved, and a Public Guardian be appointed who could check up once a week on their condition, and monitor their finances. Before all this started, Taddy & Hiedi, owned and lived in their own home, managed to care for themselves, grew and canned vegetables, and raised poultry for their own needs. Through the guise of friends needing help, these people have taken advantage of their good hearted nature, moved in, and brought more people with them. Taddy & Hiedi's home is being destroyed, it is now desperately in need of repair, bordering now on being in a condemnable state. So they continue to live in fear and constant intimidation, not knowing what to do! As near as I can determine there are about 5 or 6 unwanted people living in the home and in a trailer behind the home. It has been difficult for me to get complete information on these people due to the limited understanding and fear by Taddy & Hiedi. There has never been any kind of written agreement as to any kind of living arrangement. These people have just moved in and have taken over. Some conditions, I'm sure violate county building codes (trailer hook ups Etc.) I sure that laws have also been violated ( drug possession & trafficking, probation violations, trespassing, etc. ) The following is a list of information of these people: Patricia Pharis (not sure of spelling) sometimes she goes by Patricia Mills. There is also, a possibility of welfare fraud by this person. (again I am not familiar with the details) Apparently she has a 36 year old son, also living there named "Shortie". Other names are Robert Hamiliton, Shannon Bankston, Donny Bankston, and someone named Erica. I believe that some of these people are on probation, and may even have active warrants out for their arrest. Taddy & Hiedi just want their home and lives back as they once were. Is there no one or any organization that can help. I live a 3 hour drive away, but I am willing to do what ever it takes to try and help them. Is there anyone I can turn to? CA. On today's date at 10:00 AM, I made Personal contact with Robert Hamilton and Pamela Ferris at the property. Present with me were agents from the Butte Interagency Narcotics Task Force. We were advised that neither Taddy or Hiedi Tweddle were home. Robert Hamilton advised us that Taddy and Hiedi leave early in the morning in an unregistered vehicle and usually return late in the evening. Robert further states that Taddy is the driver of the vehicle and that he is usually drunk upon their return. You might advise Taddy to desist from this activity. Upon questioning Robert and Pamela they advised that both Shannon and Donnie Bankston departed the property about five days ago: The only property belonging to the Bankstons' left at 7430 Palermo Honcut Highway is an old ' pick-up, which I was assured would be removed. After speaking with Robert and Pamela at length, they agreed to start vacating the property this date. Both assured me that they would have all their personal effects off the property by Monday, August 18, 1997- When this is accomplished, the Tweedles will have their property to themselves. I strongly suggest that you advises the Tweedles not to allow anyone to stay on their property in the future.
