The funds we did request were not made available un- til a year after the Earthqake occurred in the Oroville Area. The -Grant contained some constraints; to wit: I. Limitation of $2,117.00 per unit in repair costs 2. Work was to be done by a contractor 3. Repairs effected had to be due to the Oroville area Earthquakes of 1975. The problems are, as you might suspect, numerous. The damage often exceeds the value of the structure, and in all instances we have identified, the -limitations of the Grant. This situation is complicated by the lack of response from contrac- tors to effect the repairs. As you. are aware, we did conduct an inspection on the damage to your home and.placed the -Earthquake damage repairs up for bid. Not one single bid was received' Our dilemma is this, we do not want to pursue a course of action that may lead to a worsening of your situation. Specifically, if. we were to repair the damaged foundation and cracked wall boards to your home, you might become liable for assuming the costs of repairing any wiring, heater venting, or septic tank dificiencies found on you house. Reason being, that all deficiencies noted by the Public Works Department must be corrected once they are identified. We might be able. to deal with some of .the problems, but if the costs exceeded the amount of Grant funds available, you would have to bear the expenses. i fl C. A. It is for this reason that we are matching a portion of our funds with the HCD Project mon- ies in the Southside area. The excess of these costs are absolved by the home- owner through low-interest loans. Given the situation at this time, we may be able to find a.contractor through the HCD Project -to provide the earthquake damage repairs to your home up to the maximum amount of $2,117.00.
