The Cleveland Hill fault, a reactivation of + h6 of these ancient fault zi�nes (the Swain 'Ravine 1ineament)� moved in. 1975 The Prairie Greek lineament is considered by bepartmeft of Water Resources ( 1519, p 74.) to be capable of future fault movement because: (t) South of butte County, it merges with the Swain Pavjoo lineament fault zone, which includes the active ;I Cleveland Hill fault; (2) South of the point of inergery trenching in the combined lineament revealed evidence of faulting (although nyerlytng soil was not offset, suggesting no L il...��t,I LAIC' 1 MOVOment at, that pc: ,int flor at 11?asit, the l astr 11 000c Oars) 3, Gro nearthc+ks (the Palermo , orilrra plk z:one) , ori gi hati nig duri ng the t .L 6rude alignment that extends no ,h -northwest to Orovi 1 1 e frotn the north end of the Prairie rt Greelk lineament, a distance of about 6 miles; and (4) Small earthquakes have occurred with epicenters aligned along the linEiament or its northerly projection: The Prairie Greek lineament fault zone is about a mile west of the Hoffman property; The active Swain Ravine lineament fault zone is about 5 miles to the east, but dips (= slopes) westward in the subsurface at about 60 degrees. Thus the 1975 epicenter (a point on the surface directly above the center of the earthquake) Was about a mile west-northwest of the Hoffman property. Because nenµ of the lineament fault zones, ground -cracking cross , or inferred faults ults from map 11-1 of the General Plan ert , the main seismic hazard by these features is that of ground shaking. Mitigation of this potential hazard is discussed in a section on mitigations at the end of this report. THE 1975 EARTHQUAKE _ Ih August 1975, a magnitude 5.7 Parthquake occurred, along w ith numerous fore- and aftershocks. Although there is slight uncertaintauthorotthe exact location of its epicenter, agree yslightly farther from the Hoffman property, Significant. breaking occurred along a distance of ;about 7 miles within the Swain Ravine lineament fault zone, `.6 mites east of the property, maximum, vertical displacement was about 2 inches and horizontal displacement about 1 inch. Mi►ior ground cracking occurred in the Palermo crack zone. Structural damage within a 'few miles of the eplconter included fallen plaster, broken windows, toppled chimneys, houses shifted off their foundations; and settling of- movement of foundations and approaches to small bridges. Because of concern over 'the then -proposed Auburn dam, the 1575 earthouake triggered extensive study by private and governmental organizations into t11e seismicity of the Sierran foothills. The general conclusion, summarized by Division of f Mines and Geology Staff (1979), was that a maximum credible earthquake having a magnitude of 6,,5 should be evbected anywhere in the Foothills Fault Department. of ►nater Resources ( i979) concluder) that the potential for f"ut:ure earthquakes. 1s greatest along the S�,vai,n Ravine l ineameht fault i4 zone, north and south of the part thai« .broke in 1575. They also stated that -the Prairie creek l i heament fault zone should' be regarded as being capa.ble of the same kind of activity. For planning purposes, then, the Hoffman property should be regarded as possib'y subject to an 'earthquake of magnitude 6.5, stronger than the 1975 Palermo earthquake;, located at a distance of 1 to 5 mi*es. MITIGATIONS Two potential seismic hazards present are the existence of an inferred fault on, the Hoffman property, and ground shaking from a nearby eartheivake not centered on the affected site, Litigation of hazard from the inferred fault could' include detailed geotechnical investigation (trenching and .related activities), in an att.eimpt to establish that the feature is riot a fault, 6r that It has not offset the local soil horizon ( and therefore has not move) Withwxn the last 11,000 years), or, at the very, T east, to define the location o F the faQl t within a zoite narrower than 90 'Feet wide. However, this approachis expensive and success canhot be quarantteed ahead of time, A second,_ simpler mitigation, which I recommend, is avoidance. Not cohstruct ng inhabited dWel'lirigs within the. 90 feet -wide zone of the lnferred fault Would not be, a hardship because the zone is hot 2n attractive building site, Reasons ares: it 'is t:opograbhicnl Y lower than the area immediately to the West; much of it incl.ides the poor1Y-consolidated conglomerate; some c� the soil within the zone displays strohg. shrink -swell activity; and nearby downslope soil is of questionable quality and location for septic-systeiii disposal The low ridge just to the west bffers the advantages of better foutdation. Conditions, better drainage, and better location with respect to disposal of septic ef-'l uent. The zone of avoidance for inhabited dwellings should extend fl or 50 feet east and wept ofthe inferred fault zone describedabove, measured generally at right anglesto the edges of the fault zone; With respect to ground shaking, the General Flan concludes that a maximum i ntenr i ty of VIM+ should be anticipated for future earthquakes in most of eastern Butte County, this is in general agreement with the expectation of a magnitude 6.5 earthquake. A reasonable mitigation of hazard from potential ground shaking wouid be provided by requiring that structures built on the property conform to the practices and conditions described in the current edition sof the Uniform Building Code', This does not guarantee that no damage would result from strong shaking, however; i>i:nce frost mouej,n, Food -frame housing constructed according to Code on suitable sues has performers reasonably well durilttg recent eartliquakes in California, we can expect that following similar practice here should significantly reduce any darhage below the levels that otherwise might occur. If a;mobile home is to be placed on the sitis, another mtigatioh would ae to require that it be,tied down, braced, or otherwise treated so as to resist lateral forces from earthquakes. Steinbrugge et al. (1980) have prepared a correlation curve relating earthquake intensity at an affected site with average monetary loss (expressed in porc:ent of value of mobile Rome), when the mobile home has not been made earthquake resistant.
