Ground shaking is the principal 'potential seismic hazard. It can be mitigated by constructing dwellings ee s.istant to lateral forces, avoiding steep micror;elief close to stream courses, and installing mobile homes (if any) in such manner as to resist latera forces. INTRODUCTION The Miller property (AP # 27-11-04) consists of approki- mately 26 acres located about 2 mi east of Palermo; on Grubbs Road. It is in NE 1/4 Sec. 10,, T18N, R4E. A preliminary assessment of the tentative parcel map ,by staff of the County Planning Department led to the conclusion t. that seismic hazard eki.sts because, as notedon the environ: mentz,l-review form, active and inferred faults of the Pout-- hills Shear Zone cross the property, They requested a geolog ical study to locate any faults` pre" s'ly and to outline 100-•ft setback zones. Barnhart-Brom b Associates 'Of Orov lle. retained me to prepare the required g6blogical. report. I euamined the site on, January 4j 1985: TO POGRA PHY , SO ILS + AND G DO LOGY' kmaured over distnnL'<<!e of 100 to 200 ft, elopes range froai,.Aegs than 10X to a maxima» of 365%, and aippear to average about lb%. 8icrotopography (very hviQ1l featuresr not shov i on evert large-scale -miO4) displays solid Olopiee that are: itteeper than these. I LXdon Frage `term '- r January go According to mapping by the U.S`. Soil Vegetation Survey (Smith t; et al. 1974) soils on the property belong to the Newville-variant series, which is typically a'yellowish-brown, to reddish-brown gravelly sandy clay loam. It has moderate shrink-swell activity and moderates erosion hazard. Rack on the site consists only of poorly-exposed, weakly- to moderately-indurated gravel conglomerate. No evidence of faulting (aligned vegetation, linear wet zones, microscoarps, etc.) was f .found on the' property. Enclosed, is a copy of parts of the Bangor and Palermo-_7.5-min quadrangles on which have been plotted the locations of: ground cracking that occurred during the 1975 earthquake series; faults frt. map II-1 of the County General Plan; lineaments observed on l lov-level 'black-and-white aerial photographs; the north end of the Prairie creek lineament zone; the epicenter of the main earthquake; 1 and the Miller property. A lineament is a line: or band, ,usually seen on aerial Or satellite photographs, that results from alignment of visible features, including vegetation, tonal changes, saddles, ridges, stream beds, etc. A lineament can be caused by a variety of geol- ogic features (such as joints or changes in rock type), including i faults. The Prairie Creek :lineament is about 40 mi long, and is one of three "lineament fault zones" in the region, so-called because they consist of "complex bands ;of discontinuous, intertwined, steeply- d i ppi nij ` . faults'' formed more than 70 million years ago (Dept. Mlatc.,C' ti RLasources 1979) The Cleveland Hili, fault, a reactivation of on of these ancient fault zones ( the Swain ravine lineame-;t) . moved in 1975. At its 'northernmost mapped extent, the Prairie Creek lineament trends N170w; if this trend continues northward, the lineament passes about 1,5 mi west of the property. Faults shown on map II -I of the General Plan were scaled from township lines (the principal lines of reference on map I2-1) to g topographic p )• ' and the lar er-scale: to , gra his ma enclosed )$- moth the pots _ the topography suggest that none of the faults passes across the property. A possible exception is a "fault, activity unknown" that at its northernmost extent comes within 0.1 mi of the east end of the Miller property. if its trend continues 'northerly be- yond what is shown on the map, it night pass through the northeast- err most corner. There is, however, no evidence that the trend continues northerly undisturbed (e.g., it might pass along Wyan- dotte Creek) , no evidence that it continues at all, no evidence that it has experienced fault movement in the geologically -recent past, and no evidence that it is even a fault. 2ecent geological apping of this region by Department of Water Resources (1979) m does not indicate a fault along this trend Plotting of locations of ground cracking on the enclosed map of the Palermo region shows that no ground cracking occurred in 1975 closer than a few hundred feet from the propetty, and no trend deduced from the pattern of cracking crosses it L heamentb observ+ad on black-and-4hite air photos consist of aligned vegetation and trend parallel or subparallel with regional trends of bedding in metavolcanic rock. F 1.5 mi west of the Miller property. Ground breaking occurred .near Palermo and discontinuously over a distance of 7 mi within the Swain Ravine lineament, a few miles to the east. Maximum vertical displacement was about 2 inches and horizontal displacement about 1 inch. structural damage within a few miles of the epicenter in- 'i ;Fallen plaster, broken windows, toppled chinmeys, 'houses shifted 'off' their foundations, and settling or movement of* found- ations and approaches to small bridges. Because of concerti over the Atilburn dam, the earthquake trig- gered extensive study by private and governmental organizations into the seismicity of the Sierran foothills. Conclusions, summar- ized by Division of Mines: and Geology Staff (1979), are that a maximum credible earthquake having a magnitude of 6.5 should be considered possible anywhere in the. Foothills Fault System. Department of Water Resources (1979, p. 79) concluded that the potential for future earthquakes and ground rupture in the Oroville area is greatest -along the Svain Ravine lineament, north and south of the part ruptured in 1975. Toppozada and Morrison (1982) con- eluded that 'the ti.taing and magnitudes of earthquakes from 1975 { through 1981 suggest that the 1915 rupture zone is being progress- ively relieved of stress; but that stress has not necessarily been relieved outside that zone* gecau a (1) th- prairie Creek lineament merges with a linea rair tive fault, ( "zone" ment containingan ad 2 the Palermo crack ` ) formed along a linear extension of the trend of theP ze CreeC neament. and (3) dwAll earthquakes have occurred along the linea- ment, the Prairie Creek lineament zoite should be regarded as capaal'e of the 'same kind of activity as occurred along the Strain Favitte lineament zone in .1975 (Dept. The Prairie Creek lineament zone trends about 1.5 mi crest of the site; it should beconsidered capable of future fault activity similar to that experienced along the Swain evela_nd Hill fault broke over a Ravin'distance a of 7ent mi nne, where the respo se to amagnitude 5.7 earthquake. Faults da.stance shown on map 2I-2 of the General Plan do not cross the property. One possible projected trend of a fault ("activity ,ainknown") from map 11-1 might graze the northeastern. corner of the Miller pro- perty, but recent, geological mapping suggests that this feature is not a fault. A future earthquake in the region similar to or larg- er than arg-er`than that of 1975 should be considered likely, although the time and spec ..fic location of its occurrence cannot be predicted. Array from the immediate vicinity of stream courses, soil on the property is -well drained and has a highenough clay content that liquefac- tion during q g king occurs an earth auke is unlikely. Steinbrugge et, al.. (1980) have prepared a correlation curve relat ing earthquake intensity at an affected su to with average monetary 'loss (in percent of -value of mobile home) , when the mobile homes are not earthquake resistant. The General Plan concludes that a maximum 'intensity of VIII- should be anticipated for future earth :quakes in most of eastern Butte County; this is in general, agree- ment with the expectation of a magnitude 6.5 earthquake. The expected loss among n n -resistant mobile homes from such an earth- quake would average 12 percent, according to the curve of Stein - Brugge et al loss from injuiy in mobile homes is generally ;similar to that experienced in wood -(frame dwellings.
