Investigator Archaeological Research Program Department of Anthropology California State University, Chico Chieo, California, 95929' ARP Report No. 88-96 June 1'988 INTRODUCTION Mr Richard Roper of Roper Associates contracted with the Archaeological. Research Program of California Stato University, Chico (CSUC) to conduct an archaeological: reconnais;-41nce of the proposed parcel division of property belonging to Mr. George Chaffin (T18N, R4E, Section 18 and 7, USES Palermo, California 7.5' Series Quad). The purposes of this investigation were to identify all cultural resources that might lie within the area of potential environmental impact (APEI), evaluate their significance in relation to eligibility criteria for Inclusion in the National 'Register of Historic Places (NRi-I'P), anticipate potential impacts to these resources, and make r000mmendation's for the mitigation of potential impacts. The following report details the results and procedures of the reconnaissance. The author and archaeologist Daniel McGann completed an on -foot survey of the project area on June 9-11, 1988. One archaeological site was discovered and formally recorded. PROJECT DESCRIPTION The property owned. by Mr. George Chaffin is located on Lone Tree Road, in southern Butte County near the town of Palermo and 4onsist6 of 297 acres (see Map 1. Project Location).Parcel 1 is the northernmost sof the two and consists of an east -west lying rectangular shaped, 76.92 E: -res. it is situated in the southern portion of Section 7 and northern portion of Section 18. Pardo! '2 consists of the remaining 220 acres and is a large north -south trending rectangular shaped parcel situated entirely within Section 18. Native vegetation within the project, area has been greatly altered as a result of past agricultural practices. Currently it consists of overgrown olive orchards; which way date from the latter half of the 19th century or early 20th century. Dense blackberry thickets, annual grasses and (orbs in addition to those grasses and plants typically found along marshland habitats also exist within the project area. Vegetation in past times wouldhave been characterized by oak -grasslands and riparian habitats which were typically associated with the foothill. environs. The elevation of the project area fangos from 124 feet to 162 feet above mean sea level and the topography can be described as a north -south brending 'ridge roughly bordered along the south and east by Wyman Ravine. While Parcel. 1 remains Undeveloped, a domestic 'home and associated outbuildings currently exists on Parcel 2; There also exis within the project area two dry reservoirs as well as a 16 acre reservoir which diad contain water at the time of the survey: Soils throughout the project area consisted of pale orange brown clay loamy along the ridgetops, and darker, brown loams within the marshy areas. To compensate for the severly limited visibility, the orchard areas within Parcel 2 were traversed in meandering transects of 50 meter widths to exclude the presence of any major featur()ri. Wherever+ possible subsurface exposures caused by road czu I.ri cut-banit erosion and rodent burrows were examined for eviderloe of buried cultural deposits. RESULTS AND RECOMMENDATIONS A single archaeological site was found in the southeast corner of Parcel. 1. Its location is plotted on Map 2, and the site has been assigned the state trinomial CA -BUT -»1062-H. The stbe consists of a small historic trash scatter c-ontaining whole medicinal bottles, hole--in-cap cans; metal, ceramic and glass .fragments, in addition to other miscellaneous refuse scattered about s low lying swale. The site has been formally recorded and the site record form is appended to this report. Based upon the variety of artifacts observed, it appears that the site may date from the mid 1' to late 1930's. The various bottles, cans and glass fragm Bund suggest that historic occupation and agriculture tices occurredwithin the. immediate area; however ev we of associated historic structures, foundations or featu.es were not observed. It is not possible to determine the site's significance and its eligibility for inclusion into the National Register of Historic Places since a buried cultural deposit, although unlikely, might exist. While the current plans for this parcel division will not rest+' t in any negative impact to CA -BUT -1062-H; future ground dist,-bing activities of the site area which frequently occur as a result of eventual development might directly impact the site's integrity; Therefore, it is recommended that the area in which` CA -BUT: -1062-H is located be protected from any future ground disturbance or development which might occur through complete avoidance. Additionally, it is suggested that a note be placed on the final parcel map excluding this area from any future development in the event of property resell. If complete avoidance of the,archaeological site is not possible, then additional testing should be conducted to determine if a subsurface component does indeed exist The adoption of these recommendations should alleviate the impact of the parcel split and future development on the cultural resources encountered during the archaeological survey. If the recomMendations presented here are acceptable, then archaeological clearance is granted for the Chaffin parcel division.
