I advised the complainant that I would check with the Building Department to see if any permits were obtained. Also the complainant said that they believe that there are people living in a white_ bus that is parked on the property next to one of the mobile homes. On Thursday, February 22, 1996, I received a phone call from Mrs. Fritch telling me that they have pulled another mobile home on the property. I than asked Mrs. Fritch why they have brought another mobile home on to the property and she advised me that her husband, Elmer Fritch was thinking about splitting the 40 acres and putting this mobile home on that parcel. I then asked Mrs. Fritch if anyone else besides her and Mr. Fritch is living on the property and she said no. I told Mrs. Fritch that I was told they had some tenants living in a mobile home on the property and that I knew their names and at that point, Mrs. Fritch said yes and that the people have lived in the mobile home for several years and that her and Mr. Fritch were living in another mobile home on the property and that the mobile homes had permits. Mrs. Fritch than advised me that if I needed anymore information about the property that I would need to talk with Mr. Fritch. And so I asked to speak with Mr. Fritch and she said that he was busy at that time but would have him call me as soon as possible. On Thursday, February 22, 1996, around 3:30 p.m., Mr. & Mrs. Fritch came into the Health Department and asked to speak with me. I was told by Mary from the Health Department that Mr. Fritch was at the counter in the Health Department wanting to discuss this matter of the mobile homes. I greeted Mr. & Mrs. Fritch and I asked them to step into the meeting room. We discussed the issues on the mobile home's and I advised Mr. Fritch that I have found two permits in the Health Department that had been issued, one in 1971 and one in 1973, they were for septic systems for mobile homes. I advised him that the permit issued in 1973 did not appear to have the Planning x . _ Summary February 26, 1996 Page 2 Department approval and no utility permit from the Building Department. I told Mr. Fritch that the Planning and Building Department was reviewing the file and would let him know if any approvals or permits would be required. Mr. Fritch seemed to be very upset and stated that he and a group of people were going to rile a lawsuit against Butte County and that myself and Frank Cook would be included in that suit for unlawful enforcement of the Butte County junk code. Mr. Fritch than stated that Frank Cook and myself were making a lot of enemies out there and that our lives were in danger. I asked Mr. Fritch what he meant by that and he again said that our lives were in grave danger and as a friend he thought he should warn us. I advised Mr. Fritch that I took this as a threat to myself and Frank Cook and if he had any information about anyone or any group threatening to harm us in any way that he should tell me now and that if he failed to tell us and myself or Frank Cook were injured or possibly killed, he could be held responsible. At that time, Mr. Fritch refused to give any more information about the threat. We than discussed about myself coming onto his property to inspect the mobile homes and the possible occupancy of the bus. Mr. Fritch refused to let me on his property and he said he was advised by his lawyer not to let anyone on his property. At this time, Mr. Fritch stood up and opened up his coat and said that he had recorded the whole conversation and at that time, I could see the microphone and cord inside of his coat. He also stated that he had recorded another conversation between Frank Cook and myself on another occasion and at that time, he heard us say who the complainant was and that he would use that against us in court. We than got up and left the room. At that time, around 4:00 p.m., I went directly to Mike Vieira's office and advised him of what had taken place.
