This is to inform you that the Butte County Public Easement that connects Craig Ave. and Palermo Honcut Hwy, has been - closed to the public since May 1993. Prior to that the resident had two large and aggressive dogs patrolling the area, and in essence closing the area off to the public. The person responsible for this is Mr. Buzzard Gardner. He lives at 7811 Palermo Honcut Hwy. His phone number is (916) 534-0158, and the partial number is 27-24-21. The closing of this easement has deprived the residents of the convience, and easy access between these roads. It was used by those residents wishing to travel between the two roads. With the closing of the easement the only alternatives are, to walk approximately one half mile around the roads, or to trespass across someones property. I have experienced not only trespassers, but trespassers with guns. This is a direct result of Mr. Gardner's actions. I am sure that I am not the . only person who has experienced this. When the incident of the trespassers with guns occurred. The -people tres- passing threatened to "Blow the head off" of one of our dogs. Our ten year old daughter -was standing next to the dog. My wife, who is an agoraphobic was a witness to this incident. Seeing this incident placed my wife into a panic attack. The thought of known or unknown trespassers gives my wife an unexplained fear of being alone. This is not the only way in which Mr. Gardner has displayed his contempt for county ordinances, or his neighbors. He has allowed his dogs to roam the area, creating havoc with the other property owners and their livestock. One of his dogs has been responsible for at least four attacks on people during the last year. One of those people was a ten year old girl doing nothing more aggressive than talking with Mrs. Gardner. Other examples would be his damming of the winter creek that runs through this area. His using petroleum products (diesel fuel) to burn down bushes that grew on the banks of the winter creek. This action caused elimination of all water -life, not to mention the contamination of the creekbed. Many of the property owners have live stock that drink out of that creek. It should be -noted that I do not stand to gain anything from the continued opening, or the closing of this easement.
