In addition, your plans are routed to other regulatory entities including but not limited to Planning, Public Works, Environmental Health, and the California Department of Forestry for their clearances and approvals. There are some things you can do to expedite your permit: 0 Make sure your application is complete. 0 Be responsive to requests from County departments for any additional materials or requirements. The Building Division places its highest priority on processing building permits as quickly as possible and each day that passes without a complete application adds to processing time. Every permit issued by the Building Official shall expire and become null and void if the work authorized by such permit is not started or completed within one year from the date of issuance of such permit. A permit may be renewed (for a fee) prior to expiration an indefinite number of times, provided construction progress has been documented by the Building Division during each year during scheduled inspections. No changes may be made in the original plans and specifications for such work. In order to reinstate action on a permit after expiration, the permittee shall pay a new full permit fee and additional plan checking and documentation may be required. Glenhill Ave. Marysville, CA 95901 Dear Mr. Dean and Mrs. Dean -Manley, With reference to the above subject and your request for inspection of the addition built without permits at 7815 Palermo Honcut Highway, in Oroville, the inspection was made on December 5, 1996. The addition was constructed without permits and inspections from this office, so we were not able to perform the required inspections during construction. We therefore made a reasonable visual inspection, without going on the roof, under the building, or in the attic and found the structure appears to conform to the intent of code requirements, except for the following which must be completed or resolved: 1. Provide Environmental Health Department approval. Presently, the septic tank is under the addition, and is accessed through a closet. This tank will need to be abandoned or destroyed, and filled in an approved manner. 2. Provide a conforming plumbing system throughout the building including hot and cold water, verification that all plumbing fixtures are properly trapped and vented, and a conforming sewage disposal system. 3. Provide a heat source capable of producing a temperature of seventy (70) degrees three (3) feet above the floor per 1994 Uniform Building Code. 4. Provide adequate light and ventilation. 5. Provide adequate wood - earth separation. 6. Submit an accurate plot plan showing the location of all structures and their intended use, and obtain building permits for all structures as indicated during plan check. 7. Provide a conforming water heater installation including a pressure - temperature - relief 1 valve and discharge line, and seismic anchorage. 8. Provide safety glazing where required per 1994 U.B.C. 9. Provide verification that the entire electrical system is properly installed including bonding and grounding at service and receptacles, bonding of interior metal piping, G.F.C.I. protection in bathroom, kitchen, and at exterior receptacles, spacing of receptacles, two 20 amp. small appliance circuits in the kitchen, and wire and breaker size. The bedroom light must be switched, and the bathroom duplex receptacle shall not be switched. 10. Provide a perimeter foundation and verification that the entire structural system is adequate including the foundation and.anchorage, floor, wall, and roof systems. The flat portion of the addition leaks, and the 2 x 4 rafters are over spanned. 11. Provide smoke detectors throughout per 1994 Uniform Building Code. 12. Provide door at bathroom. 13. Provide energy compliance. 14. Comply with any items identified during plan check. Inspection by the County of Butte does not act as a guarantee or warranty as to the internal soundness of said additions. It is now in order for you to submit complete plans in triplicate to this office including plot plans, foundation plans, floor plans and structural details, apply for the required permits, and pay the appropriate fees. Dean: The Butte County Department of Development Services, Code Enforcement section has determined by inspection and research that there are currently code violations present on your property at the above -referenced location. Specifically, the violations include: The accumulation of junk in public view. The keeping of inoperable vehicles in public view. This is an advisory notice that these uses are in violation of the Butte County Code, as follows: Butte County Code, Chapter 24, Section 24-90 - The A-5 (Agricultural) zone does not "specifically authorize" large accumulations of junk. The storing of more than 100 square feet of "junk" on a parcel is one of the items used to determine that a "junkyard" condition exists. A "junkyard" is not an allowed use in the A-5 zone without a Use Permit. "Automobiles and other vehicles, dismantled, in whole or in part" are considered to be "junk." Chapter 11, Section 114 forbids people, whether at a licensed junkyard location or not, from storing junk in public view. The determination that these violations exist on the property is based on the following definitions in the Butte County Code: Butte County Code, Chapter 24, Section 24-305.240 - Junk. Any worn-out and discarded material in general that may be turned to some use including, but not limited to, any old iron, wire, copper, tin, lead, rags, paper, bags, lumber, empty bottles, bones, parts of bicycles, tricycles, baby carriages, automobiles, and other vehicles, dismantled, in whole or in part, kept, stored, located, situated or piled in public view, and all other similar personal property ordinarily defined and classified as "junk" kept, stored, located, situated or piled in public view and not screened from public view by a fence. i;� Donald G.
