On August 1, 1575 an earthquake having a Richter Magnitude of
5.7 took place south of oroville near the town of Palermo. Figure
2 .sh
ows the l ocat=icon of the August r 1975 epicenter' and some fault
traces associated with the Foothill Fault System.
{ The August 1, 1975 earthquake and aftershocks produced a zone
of ground crackin 4.3 miles east of the epicenter which was

subsequently reamed the 'Cleveland Hall Fault which is probably a
•�, northward extension of the Swain Ravine Fault shown on Figure Z.
Figures 3a and 3b 'show the Cleveland Hill Fault in more detail.
Within a year afttar the main shock the ground cracksalong the
Cleveland Hill Fault extended for a distance of 5.3 miles in a

number of aftershocks: Ficfure 5 shows how the foci of the larger

LOCATION
The Cernie Parcel (approximately 20 acres) is located in the
s'o�tthwest ?/4 of the northeast 1/4 of Section 22, T18N, R4E. The:
average elevation of the property .is approximately 275feet above
mean ea level. No major drainages or power lines cross the
;property. The property is tentatively divided into four
approximately 5.0 acre parcels.
GEOLOGY
Figure 6 shows the geology in the vicinity of the Cernae
Parcel. Only oze geologic, unit is locatLd within the boundaries of
the parcel. This geologic unit is entitled Arc Complex Rocks (Jam}
Arc Complex Rocks (Jav) are dark to light blue-green, poorly
foliated, -metamorphosed, andesitic to basaltic agglomeratesk tuff

EXPANSIVE SOILS] EROSION AND LIQUEFACTION POTENTIAL
The Safety Element Maps in. the Butte County General Plan
i' suggest that the erosion potential within 'the
parcel is 'moderate.
Generally, the steeper areas not underlain by bedrock have higher
I
erosion potentials. According to the Butte County General Plani
the liquefaction potential within the parcel is generally low. Ti e
county plan indicates that the: soils within the parcel have
generally low expansivity. Most of the parcel is underlain by
badrock and the soils observed were thin and discontinuous,
ESTIMAM SE±skid HAzARD FOR THE
CERNIE PROPERTY
The literature and plata suggest that Butte County is within an
area of Trow to moderate earthquake intensities which have
relativel.y long recurrence intervals and are accompanied by minor
ground rupture and offset. The California Department of Water
Resources (1979')concludes that there is nothing in their study
which would indicate a Richter Magnitude for another Oroville-Type
Earthquake greater than .6.5 (the August, 1975 magnitude was 5.7)
For comparison purposes, the 1906 San Francisco Earthquake had a
Richter Magnitude of 8.3. A magnitude of 6.5 would only be
observed near the: epicenter. Figure 7 shows a preliminary
isoseismal map for the August 1, 1975 Oroville Earthquake. The
California Department of Wader Resources (1979) suggest that the
maximum offset from another Oroville-Type Earthquake would
generally be 2.0 inches in the vertical direction and 1.0 inch in

the horizontal direction,
The question of seismic hazard in. the Chico-Oroville area
I
essentially becomes one of estimating the degree of attenuation
{

Most techniques for estimating rock acceleration as a function

Mines and Geology (1975°) are shown an Figures 8A afia 8B. Figure 8B
shows that the rock accelerations in the Oroviliey-Chico area are
less than those inferred from the regional models of Schnabel and
Seed '(1.973)
Figure 9 from bonovan (1973) provides a method for estimating
maximum rock accelerat:ons at the Cernie property. If the

Cleveland Hill. Fault, outcropping approximately 4.0 miles east of
the center, of the pro':M-ty was to become active in a fashion
similar to the Oroville Earthquake of .1975, the energy cen'jer would
be 5.0 miles or 8.0 kilometers beneath the property. According to
Figure 9, it we assume a distance of 8.0 ,kilometers to the focal
mum .rock acceleration at the center of the
point, the estimated maxi
parcel would be 4.20-670 cm/sect or 0.43 to 0.68 g's. Dock
accelerations greater than 0.68 g's could be experienced if a high
intensity earthquake occurred at a shallower depth along the
:recently active. Cleveland Hill Fault Plane.
Estimations of ground motions from earthquakes is an inexact
science. The various physical processes that operate during an
earthquake are not well understood and statistical distributions
for many ,empirical relations used to estimate ground motions zi;re
not adequately defined'. To compensate" for the above, upper
boundary values (mean +1 standard deviation) for peak ground
acceleration at the Gernie site were included because of
uncertainties involved in estimating regional seismic attenuation
and local, ground response to a given earthquake intensity. tt is
believed that some empirical curves underestimate ground
accelerations when the distance -to the epicenter is less than 12
,miles. Data used by Donodan (1.073) to construct the curve's shown
in Figure 10 include the 1971 San. Fernando Earthquake Which had a
li
magnitude of 6..6 which is near the maximum intensity of 6.

might occur within the property boundaries during an earthquake.
A partial ;mitigation of the potential hazard from the effects
of ground motions :resulting from earthquakes would be
provided by
constructing buildings resistant to lateral :forces as outlined by
the Uniform Building Code. If mobile homes are being considered,
t would be advisable to require: that the be anchored to in--ground
foundations as per Seismic Zone 3 requirements of the Uniform
Building Code, _

' The Department of Fish and Game (DFG) has reviewed the Chris
Van Duzer Tentative Parcel Map (TPM), a proposal to divide
-AP 2-9_1 (20 acres) into four, 5-acre parcels. Located Past
of Palermo, the TP14 site lies in a foothill, area of oak
`wwcaodlands, which may harbor sensitive plant species.

trenching, fill, or vegetation alteration of any kind
should ,be allowed,.

Followinq project construction, a fact sheet -
describing the value .and care of native oaks should
b4a distributed. to all residents. At a minimum, this
fact sheet should encourage 4,�omeowners to avoid
unnecessary pruning and enccarage, except where a
safety hazard, the retention, of snags.
3.
Individual trees that are unavoidably lost due to
project implementation should be replaced by planting
oak seeds (acorns) or seedlings that are obtained
from the Local genetic stock of the wine species . We
recommend a replacement rate of 51 for trees that
are. two inches or greater in diameter measured at
breast height (dbh). We recommend a replacement rate
of 1 ;1 for aU trees less than two inches dbi . We
recommend that every effort be made to retain large
'
oaks. Oak plantings should be maintained for a
period of five years.
4.
A five-year Maintenance and Monitoring plan should be
completed for all oak tna tigation plantings. The
monitoring plan should include appropriate irrigation
schedules, as well as criteria for success and
reestablishment during'the five-year period. Any
trees planted as remedial action for failure of
initial planting shall be monitored for five years in
a similar fashion to the initial. planting. We
recommend a minimum 80 percent success rate at,thi.>,
