An inspection was conducted on May 9, 2003, and sewage was observed coming out of the travel trailer inside the gate at the above location. The tenant advised that it was graywater from the sink. Graywater is considered sewage per Butte County Code. Additionally, the sewage waste from the travel trailer is collected in an uncovered container, which is then dumped into the chemical toilet on site. This is a courtesy notice to advise that you, as owner of the above mentioned property, are in violation of Chapter 19 of the Butte County Code, which states: Section 3; It shall be unlawful for any person to maintain, occupy or use any building not provided with a sewage disposal system which disposes of sewage in a sanitary manner. Section 4 (a); Sewage overflowing any lands whatever. Section 4 (c); Sewage being accessible to rodents, insects or humans. It is a County goal to obtain voluntary compliance with the Butte County Code; however, you should be advised that Butte County has an active Code Enforcement program that provides an effective means of enforcement if voluntary compliance is not obtained. Enforcement will be pursued through the issuance of citations, fines, and recording Notices of Violations, including a description of the actions necessary to abate the violation. Immediately cease allowing sewage to discharge on the ground, place lime on the area where sewage was allowed to run. On April 19, 2000 an inspection was conducted by this department. The owner (Claude & Donna Cates) and tenants are not currently occupying the structure. The structure at this site has numerous electrical hazards including but not limited to open conductors and conductor splices, unprotected conductors, and a lack of proper grounding and bonding. The Building has been posted by this Department "Unsafe For Human Habitation". As the Chief Building Inspector for Butte County, I am requesting that the electrical and gas to the structure referenced above be disconnected until appropriate actions are taken to resolve the hazards. Further, I request that the electrical and gas service not be reconnected until an authorization from this Department is granted to do so.
