The dwelling was constructed under permit numbers 1507-76 and 5175-77, but did not receive a final.inspectibn or approval from this office. we therefore made a reasonable visual inspection without going on the roof or in the attic and found the house appears to conform to the intent of code requirements, except for the following items which must be done or resolved: 1) Verify structural system for front patio cover, including un -reinforced brick columns and arches, framing and foundation ,.support. 2)' Provide smoke detectors (2) in hallways leading to bedrooms per Uniform Building Code Section 140.5, 1973 Edition. 3) Verify light and ventilation throughout dwelling unit meets Uniform Building Code 1973 Edition, Section 1405 requirements. 4) Verify woodburning stove installed as per approved listing. Following the tragic accident we were asked by the Sheriffs Department to report on the condition of your septic system. In response, I and the district inspector for Honcut visited the site on September 27, 1999. No one was home at the time. 1. We were not able to observe your septic tank directly because of the shrine that had been placed over the septic tank, which we did not disturb. However, from the Sheriffs report it appears that a proper cover for the septic tank had not been provided. Please see the attached information sheet that shows an approved design for a septic tank manhole lid. This is heavy and tight fitting and usually made of concrete. In addition to the manhole in the septic tank, a secured access port lid must be provided through the concrete pad of your porch. 2. The washing machine at the back of the house is discharging onto the ground. Washing machine water is sewage. Disposal of sewage on the ground creates a potential health hazard and is a violation of County Codes. The sewage from the washer must be plumbed into a properly operating septic tank or the machine must be removed. The dwelling was constructed under permit numbers 1507-76 and 5175-77, but did not receive a final -inspection or approval from this office. Our investigation revealed that your property is actually two lawfully created parcels. Lot 85 (south parcel) has a house on it. Lot 66 (north parcel) has a lawfully installed mobile home occupied by your daughter, Leticia Cervantes. However, Lot 86 also has additional mobile homes. Any additional dwellings in a "U" (unclassified). zone requires a Use Permit for any additional dwelling (singular). I have on repeated occasions made your son and daughter aware that neither lot (S5 or 86) meets the Health Department requirements that would allow an additional. dwelling. Your property does not have the area to allow for the placement of an additional septic system and replacement. The Butte County Building Department also requires mobile home permits, inspections and approvals for any work being done. Since the additional dwellings have not been authorized via a Use Permit by the Planning Department, and because as the Health Inspector for the South County Area I can not approve a second dwelling on parcel 86, the Building Department will not be able to issue a permit for any additional dwellings. You are directed to contact the Butte County Building.Department to check into your options on how to clear the Building Code violations. The inspection on November 30, 1989, revealed that the unauthorized double wide mobile home has been occupied and raw sewage was observed flowing onto the ground. Because of the ongoing violations I am hereby ordering you to cease and desist occupancy of all additional dwellings and remove the additional dwellings from the premises as they are placed over the septic system for the lawful dwellings. The following violations shall be corrected within TEN (10) DAYS from receipt of this letter. If voluntary compliance is not obtained, enforcement will be pursued through the issuance of citations., fines, -and recording Notices of Violation.
