Dear Mr. Engeta I ti
An initial study of your proposed project, a land division of 350±,
acres to create 17 parcels , indicates potentially adverse impacts
to the environRsent (refer to the enclosed environmental checklist,
Appendix F) To reduce or eliminate these, impacts, suitable mitigation
measures are required as part of the project. Otherwise, an environmental
impact report (EIR) is required pursuant to the California Environmental
Qtiality Act,
An early response to this notification, sent to the Planning Department,
will expedit-the scheduling of your project. Please forward your
written response within 15 days from the date of this letter.
A list of local consultants is included. These persons can conduct
archaeological surveys or arrange for such surveys. in the event;
of an EiR requirement, a subsequent letter will be sent outlining
the procedure for the County to _selectthe consultant to prepare the

Dear Mr, Enget;_
In reviewing your proposed project for potential effects on the environment,
we have come to a point in our review where we need additional, information.
Your project lies in an area where archaeological sites have beer\ recorded
and potentially exist on this development site, so an archaeological survey
by a qualified person is necessary before we can complete our review.
At this early stage of project processing, we have identified this Beed for
archaeological information because of site sensitivity, and are asking for
the survey at this time to reduce subsequent delays. However, after further
project evaluation, additional information may be necessary in order to
complete the Environmental. evaluation
We are enclosing a copy of a list of local consultants for your information.

Archaeological Reconnaissance

Prepared By

August 1985
Introduction
In order to assess the archaeological impw is of a proposed
subdivision project involving approximately 350 acres of land located
Immediately south of Los Verjeles road in southernmost Butte County,
California, the firm of Ron Graves & Associates, acting on behalf of the
property owner, ;contracted for a complete records search and on -foot
reconnaissance of the parcel in compliance with recommendations received
from the Butte County Planning Commission. Accordingly, on Wednesday
and Thursday, August 28 and 29, 1985, the author conducted an intensive,
on -foot reconnaissance of the project area for the purpose of locating and
recording any evidence of prehistoric or significant historic: use and/or
occupation.
The 350 acre parcel consists of a nearly rectangular pioce of land
located southeast of Oroville and about 1.5 miles southeast of Bangor, on
the south side of Los VerjeleS road (Oro -Bangor highway). The current
proposal calls for subdivision of the parcel into several separate parcels;
each of which Would presumably eventually be subjected to homesite and
perhaps other developments. In view of the potential adverse affects of
future construction to cultural resources which inigh't exist within the area,
and in view of the general archaeological sensitivity of the region, Butte
County and other regulations required that cultural resources be fully
Inventoried and formally assessed prior to project approval, pursuant to
Section 106 of the National Historic Preservation Act of 1966, as amended(16
U.S.C. 470), procedures of the Advisory Council on Historic Preservation
(W CFR 800), and other legislation and orders.
The remainder of this report details the results of the required
archaeological sUNey and inventory and provides appropriate'
recommendations. All fieldwork procedures followed guidelines provided
by the State Historic Preservation Office (Sacramento) and are in
conformity with accepted professional standards.
Location
The parcel is 'located within a portion of the west half of Section 35 of
Township 18 North; Range 5 East and within a portion of the most half of
Section 2 of Township 17 North, Range 5 East, of the USGS Bangor and Lonna
Rica, Co., 7.5' quads (1947%1969), as indicated on the attached Project
Location Map. The northern boundary is formed by Los Verjoles road, and
the southern boundary by South Honcut Creek. Nelson's Ravine enters the
parcel within the initial 400 meters, and then proceeds southeasterly
through the approximate center of the parcel until both Neison's Ravine and
the parcel terminate at south Honcut Creek.

Survey Results andRecommendation
Eviden„e of early historic use was encountered at one locale Which Wa3
recorded as Isolated Feature No. 1. Evidence of prehistoric use was
encountered at two locales, both of which were also recorded as Isolated
Features Nos. 2 and 3. None of the Features was considered eligible for
inclusion on the National Register of Historic Places er otherwise
significant, and archaeological clearance has been recommended for the
project in relation to all three.
Historic Ditch: A single, relatively small (ca. 1 meter -wide by 0.5
meter -deep) hand excavated ditch taps water from both Neison's Ravine and -
South Honcut Creek near the confluence of these two streams, and
transported it along the approximate 550' contour southwesterly above
Honcut, Creek. The ditch was followed past the present project parcel to its
terminus in the unnamed drainage immediately east of Swain Hill and which
proceeds north to Bangor. No features were found in association with the
ditch, which could have served early mining or homesteading/ ranching
within the area. The ditch does not represent a unique or one -of -a -kind
resource, is not associated With artifact concentrations or features and
would not qualify for inclusion on the National` Register of Historic Places.
Since the feature's residual research value is preserved in the present
document, archaeological clearance for the project in relation to thin
feature is recommended.
Assayed Basalt lCobbles: At two separate locations in the parcel,
but both situated immediately north of Honcut Creek on small points of land
overlooking the Creek, large fine=-grained black basalt cobbles had been
fractured producing from 4-6 primary flakes and leaving a remnant
unmodified core. A thorough examination of the surrounding areas failed to
produce any additional evidence of prehistoric use or occupation, and the
fractured cobbles have been interpreted as efforts to assay local basalt
material'. Alternativerly, both may represent the residue of extraction of
one or two primary flakes from a large local basalt cobble. The present
recording of both debris "piles” as Isolated Finds effectively preserves the
research value of these resources, and archaelogical clearance for the
project in relation to the flakes/cores is recommended.
Rocommondation for Romaindor qf the Parcel: Archaeological
clearance is also recommended for development of the remainder of the 350
acre parcel. However, should future construction or other development
activities reveal evidence of subsurface prehistoric or historic material, a
qualified archaeologist should be contacted immediately in order to assess
Impacts of the project to the cultural resources involved.
