An application for a building permit has been submitted in your name listing yourself as the builder of the property

For your protection you should be aware that as "owner -builder" you are the responsible party of record on such a
permit. Building permits are not required to be signed by property owners unless they are personally performing their own
work. If your work is being performed by someone other than yourself, you may protect yourself from possible'> liability if
that person applies for the proper permit in his or her name.
Contractors are required by law to be licensed and bonded by the State of California and to have a business license
from the city or county. They are also required by law to put their license number on all permits for which they apply.
If you plan'to do your own work, with the exception of various trades that your plan to subcontract, you should be
aware of the following information for your benefit and protection:
• If you employ or otherwise engagge any persons other than- your immediate family, and the work (including materials

and other costs) is $200 or more for the entire project and such persons are not licensed as contractors or
subcontractors, then you may be an employer.
• If you are an employer, you must register with the state and federal government as . an employer and you are subject
to several obligations including state and federal income tax withholding, federal social security taxes, workers'
compensation insurance, disability insurance costs, and unemployment compensation contributions.
• There may be financial risks for you if you do not carry out these obligations, and these risks are especially serious
with respect to workers' compensation insurance.
• For more specific information about our obligations under federal law, contact the Internal Revenue Service (and,

If the structure is intended for sale, property owners who are not licensed contractors are allowed to perform their
work personally or through their own employees, without a licensed contractor or subcontractor, only under limited

A frequent practice of unlicensed persons professing to be contractors is to secure an "owner -builder" building
permit, erroneously implying that the property owner is providing his or her own labor and material personally. Building
permits are not required to be signed by property owners unless they are performing their own work personally.
Information about licensed contractors may be obtained by contacting the Contractors' State License Board in your
community or at 1020 N Street, Sacramento, California 95814.

Section 41-2, we sent you a courtesy,notice dated No'vember'13, 1995 notifying
.you that youare in violation of the BCC at the above -referenced location.
As of this d�te, the following violati:ohs still exist:

this office for installation'- of two (2) travel trailers in violation
of the M�obilehome Parks Act -of Title 25, California Code of Regulations,
adopted by Section 28A-1 of the Butte County I Code as follows:
(a) 1018 -Permits Required for any Plumbing or Electric
(b) 1018 -Inspections Required for any Plumbing or Electric.
Placed two (2) travel trailers on you property in I violation of the
Zoning Code as follows:
(a) Butte County Code Section 24-72 does not permit mobile unit less
than 500 sq. ft..for living in the A-5 zone.
The above v ' iolation' shall be corrected or abated by ceasing and desisting
occupancy or use of the travel trailer's- and. removing them from the property
or,conv!erting them to dead storage.
This is your final warning. Unless you contact this office and make the
proper, arrangements to correct -or abate the violation(s) voluntarily, within
ten (10) 'days from -the date of this letter, enforcement shall be pursued
through the issuance of a citation (ordering you I to appear in court) for
said violation(s) and for failing to comply with this warning letter.

1273.10 Turnouts. Driveway's exceeding 150 feet in length, but
less than 800 feet in length, shall provide a turnout
near.the midpoint of.the driveway. Where a driveway
exceeds 800 feet, turnouts shall be provided no more
than 400 feet apart.

building sites on driveways over 300 feet in length and
shall be within 50 feet of the building.

1. Gate entrances shall be at least two feet wider than
the roadway it serves.
2. The gates must be located at least 30 feet from the

without obstructing traffic on that roadway.

Mr. Hardwick is a sixty -eight-year-old patient of mine with
several medical problems including blindness. His various
disabilities require full-time attendant care. He is
currently managing his own home with a live-in attendant. I
understand that there is some discussion regarding the
attendant" caretaker's living arrangements on the property
and various county ' codes. My feelings are that
medically/socially, the patient has done much better living
in his current situation. He has been able to stay out of a
skilled nursing facility. He is not overutilizing various
facilities and is basically a minimal burden on the
governmental agencies. I would hope that, if possible,
whatever temporary variances are needed could be applied in
this case to allow him to have his continued care situation.

This 87 -year-old elderly lady is severely disabled with osteoarthritis. She is very
unstable on her feet and has problems with failing frequently. She is very
independent and refuses to consider any other living arrangement, except staying
in her home. A friend, Joyce Martin, has been dedicating her life to try and keep
Elizabeth Phillips out of a rest home. Elizabeth does require continuos
observation and frequent care on a daily basis. From what 11 understand, Joyce
Martin has a trailer next Elizabeth's house. If at ail possible, whiie Elizabeth
Phillips is still alive and residence at the house, to allow Joyce Martin's trailer on
the property temporarily for that period of time. It would be a great assistance to
this elderly proud lady. Any help that you could give in this matter would certainly
be appreciated by the family.
