DISCUSSION OF ENVIRONMENTAL' M- WATION El El DISCUSSION OF ENVIRONMENTAL EVALUATION 0 AP P 29-05-01, 29-06-08 lb,e f,3b,f: This project will result in the creation ;r four potential homesites where only two now exist. It is unlikely that homes will be established on the property in the near future due to lack of soil depth for septic systems. If sewage disposal systems are eventually approved and homes established the size of the parcels and resultant setbacks from drainage Ways will reduce potential problems involving runoff and siltation to levels of insignificance. The. intended use of the property at this time is agricultural which does not ;represent a change from the existing land use. lh: All of Butte County is within a moderate earthquake intensity Zone V1TI. The subject property is located approximately 8'miles southwest of an inferred fault associated with the Foothill Shear Zone. Construction of buildings to uniform building code standards for a seismically actively area should provide adequate protectionto occupants in case of seismic activity. 10a: There is currently a crop duster airstrip on the property which Will continue to be used for application of seed, fertilizers, pesticides; etc. Some of these chemicals are dangerous and must be handled in a prescribed manner by duly authorized personnel. This use will continue after the parcels are created. As such there will, be no increase in the risk in upset of any of these materials, 13a,c,f: Creation of additional parcels in the area will represent incremental increases in traffic and related hazards on area roads. Because traffic associated with agricultural uses is light and seasonal, there should be no significant impact on area roads: if homesites are over established on the property, it is likely that they will all access State Highway 162 at the same point due to drainage g y facilities in the area, Due to the low residential density in the area this increase should not be significant, 13e,ft The tentative parcei map as submitted does not show any access t•, Pati—is 2 and 3 located approximately 1/2 l/2 miles north of State Highway 1.62. The Reap does show the centest1ine of !. crotr dast:inp? running between Parcels l and 4 from State Highway lug north to Vh4 southerly boundaries of Parcels 2 and 3, The implication is that the runway would be used for access to Parcels 3 and 3. Although duster strips are usually seasonal in nature and the agricultural use of the property as proposed would not generate significant amounts of traffic, mixing vehicular traffic and airoraft operations on the same strip could lead to an unsafe cohditioni it is recommendod that either the applicant 'provj.de separate a_cess for vehicular traffic to parcels 2 and 3 or abandon the use of the crop duster strip. 14i Development of additional parcels in the area will result 3n an increase in demand for public services in a rural area, Suggested Mitigation Measures: 1. Clearly provide separate access to Parcels 2 1,And 3 by either providing 60 feet of right-of-way to Parcels 2 and 3 from a publicly maintained road over land not used by Ole crop duster strip or remove all reference to a crop duster strip from descriptions of the right-of-way.
