BUILDING PERMIT APPLICATION WITHOUT REQUIRED CLEARANCES
I request and authorize the Building Division to process this building permit application through the plans
examination process WITHOUT first obtaining all necessary, related permits and clearances from other
regulatory entities, including but not limited to, Planning, Environmental Health, Land Development,
County Fire, and Agriculture.
I hereby acknowledgd:
I need to submit applications for septic andlor well to Butte County Environmental Health
immediately.
I am required to bring the approved Environmental Health site plan and approved sanitation
clearance to the Building Division as soon as clearance is obtained.
I am responsible for notifying Development Services, in writing, to stop proCeSSLng Of the
application and to arrange for'disposition ofplans.
The Building Division will process the application through the plans examination process, as submitte(:l,
without input from other regulatory entities that could prohibit issuance of the b Alding permit or require
submission of amended buildin plans to the Building Divisio - Once the plans examination process
begins, there will be no refund of plans examination fees. Any changes requiring submission of amended
plans to the Building Division will incur additional fees.
Within one year from the date of application for a building permit, all other required permits and clearances
from other.. entities must be obtained for the permit to be issued. Failure to obtain these permits/clearances
will void the application.
Typically other required permits/clearances include, but are not limited to, verification the parcel was
legally created, adherence to. all 'Mitigations and conditions imposed on the parcel at time of creation, as well
as zoning requirements, legal access, and applicable set -backs and environmental issues (fire, agriculture
buffer zones, and habitat/speries).

BUILDING PERMIT APPLICATION WITHOUT REQUIRED CLEARANCES
I request. and authorize the Building Division to process this building permit application through the plans
examination process WITHOUT first obtaining all necessary, related permits and clearances from other
regulatory entities, including but not limited to, Planning, Environmental Health, Land Development,
County Fire, and Agriculture.

• I am required to bring the approved Environmental Health site plan and approved sanitation
clearance to the Building Division as soon as clearance is obtained
• I am responsible for notifying Development Services, in writing, to stop processing of the
application and to arrangefor disposition ofplans.
The Building Division will process -the application through the plans examination process, as submitted,
without input from other regulatory entities that could J)rohibit issuance of the building permit or require
submission of amended building plans to the Building Division. Once the plans examination process
begins, there will be no refund of plans examination fees. Any changes requiring submission of amended
plans to the Building Division will incur additional fees.
Within one year from the date of application for a building permit, all other required permits and clearances
from other entities must be obtained for the permit to be issued. Failure to obtain these permits/clearances
will void the application.
Typically other required permits/clearances include, but are not limited to, verification. the parcel was
legally created, adherence to. all mitigations and conditions imposed on the parcel at time of creation, as well
as zoning requirements, legal access, and applicable set -backs and environmental issues (fire, agriculture
buffer zones, and habitat/species).

The District is contacting Butte County Rice Growers Association (BUCRA) regarding the
Authority to Construct application filed with this office to add four (4) (75,000 CWT) MFS YORK
Bins with two (2) 50 hp fans each to the existing South Dryer System. This equipment will be
installed at 1193 Richvale Hwy, Richvale, California.
Based upon the information submitted with the application, an Authority to Construct Permit (A/C)
has been approved and is enclosed with this ' letter. Please carefully review the equipment, terms and
conditions of the A/C and contact the District if clarification is needed.
Please note that the Authority to Construct permit is only effective upon payment of the attached
invoice fees (see Condition #11).
Also note that Condition #5 of the permit requires that the Air Pollution Control Officer be notified
at least 24. hours prior to the initial start-up of the facility to allow staff to conduct an inspection to
verify compliance.

SUBJECT TO THE FOLLOWING CONDITIONS
GENERAL CONDITIONS
I . An Authority to Construct Permit and/or Permit to Operate is required before any person, including any contractor
or subcontractor, builds, erects, alters or replaces any article, machine, equipment or other contrivance, the use of
which may cause the issuance of air contaminants or the use of which may eliminate or reduce or control the
issuance of air contaminants, including any soil or water contamination or remediation activity that has the potential
to emit any air contaminant.
2. Operation of this equipment listed on this permit must be conducted in compliance with all data and specifications
submitted with the application under which this pen -nit is issued unless otherwise noted below.
3. This Authority to Construct shall be posted in a conspicuous location at the site and shall be presented to the Air
Pollution Control Officer (APCO), or his appointed representative, upon request.
4. This Authority to Construct permit shall be valid from the effective date pursuant to condition #11, until a permit to
operate for the equipment for which the application was filed is granted or denied or the application is canceled. In
the event a permit to operate is not issued within one (1) year from the effective date of this permit, the permit to
operate shall be deemed denied. Notwithstanding, upon wnitten request to the APCO, this Authority to Construct
permit may be extended by written authorization of the APCO.
5. The APCO shall be notified twenty-four (24) prior to the commencement of the permitted activity, to allow for an
inspection to determine if the equipment has been constructed according to the design specifications submitted and
approved by the APCO. Permission to operate will be granted upon demonstration that the system is in operation
and in compliance with the Butte County Air Quality Management District (District) Rules and Regulations, and
has been constructed in full compliance with all conditions specified herein and all other applicable requirements.
6. Acceptance of this permit is deemed acceptance of all conditions as set forth herein. Failure to comply with any
condition of this permit or the Rules and Regulations of the District or State law is grounds for revocation of this
permit.
7. Any violation of any condition of this permit is a violation of District Rules and Regulations and State law.

8. This permit may be amended in writing at any time by the APCO, with or without cause, to insure compliance of
this facility, or to mitigate or abate any public nuisance, such amendments may include, but are not limited to,
requirements for additional operating conditions, testing, data collection, reporting or other conditions deemed
necessary by the APCO to ensure compliance with. District Rules and Regulations or State law.
9. This permit is not transferable from one location to another, from -one piece of equipment to another, or from one
person to another without prior written consent from the APCO. A transfer of ownership shall be granted as
authorized pursuant to Condition # 12 of this permit.
10. If any provision or condition of this permit is found invalid, such finding shall not affect the validity or enforcement
of the remaining provisions.
11. This permit is only effective upon payment of the Authority to Construct application and preliminary engineering
fees due in accordance with District Rules and Regulations, including cost of staff time required to verify
compliance with this pen -nit assessed in accordance with District Rule 501. The person to whom this permit is
issued shall be responsible for payment of the annual emission fees. In the event of facility closure or change in
ownership or responsibility, said person shall be assessed fees for those emissions generated prior to the afore-
mentioned change in status.
12. In the event the control of the subject facility is assumed by a new owner or operator, the APCO shall be notified of
such transfer by the submittal of a written request for transfer of this permit by the new owner or operator within
thirty (30) days of the transfer.
13. The "Right of Entry”, as delineated by the California Health & Safety Code Section 41510 of Division 26, shall
apply at all times, and during any time when the equipment is in operation, and during reasonable daylight hours
when the equipment is not in operation.
OPERATIONAL CONDITIONS
14. The facility to which this permit is issued is sit -icily liable for assuring that the operating staff are advised and
familiar with all conditions contained in the permit.
15. Permit requirements apply to the facility owner and/or operator(s) and any contractor or subcontractor performing
any activity authorized under this permit. Any person(s), including contractor(s) and/or subcontractor(s), not in
compliance with the applicable permit requirements are in violation of State and local laws and subject to
appropriate civil and criminal penalties. The facility owner and/or operator, and all contractor(s) or
subcontractor(s) are strictly liable for the actions and violations of their employee(s). Any violation committed by a
contractor or subcontractor shall be considered a violation by the facility owner and/or operator, and the contractor
and/or any subcontractor(s).
16. The Physical integrity of all process and air pollution control equipment shall be maintained as necessary to insure
compliance with District Regulations and emission limitations set forth in the permit.
17. Modification or alteration of the equipment or operations described in this permit, including a change in the method
of operation or a change in location, may occur only when approved in writing by the APCO prior to the
implementation of such modification or change. For the purposes of this condition, the term "modification" shall be
defined as set forth in District Rule 430. Unless otherwise specified by the APCO in writing, any and all alterations
shall require submittal and approval of an Authority to Construct permit application.
18. The APCO shall be notified immediately, and in no event later than two (2) hours from the time of discovery, of any
upset or breakdown or malfunction which occurs with the equipment under permit, or emissions exceeding any of
the limits established in District Rules and Regulations or the level of emissions for which a permit or variance was
granted. Excess emissions shall be reported in accordance with the requirements of District Rule 266 and failure to
do so constitutes a willful violation of District Rules.
19. Upon detection, an upset or breakdown condition, which causes or may cause a violation of the emissions
limitations as set forth in District Rules, or as a condition of this permit, shall be corrected immediately. In the
event that corrective action cannot remedy the emissions violation, the operation of the subject equipment shall be
terminated.
20. The APCO shall be provided, upon request, with any and all emissions related data collected as a result of the
permitted activity, including data collected or obtained as required by other regulatory agencies.
21. The facility shall maintain the permitted equipment in compliance with federal and State Occupational Safety and
Health Administration requirements so as to insure the health and safety of District representatives performing a site

inspection.
22. For each baghouse, the facility shall store on the premises and maintain in good working condition, one-half of one
full set of replacement bags.
FUGITIVE EMISSIONS CONDITIONS
23. All transfer process involving a free -fall of grain or similar dust -generating materials shall be constructed in such a
manner as to minimize the free -fall distance and fugitive emissions.
24. Fugitive emissions shall be controlled at all times such that a public nuisance is not created at any point beyond the
plant property lines.
2.5. All unpaved roadways and work areas shall have water or other dust surfactant applied as needed to abate dust
emissions caused by wind, vehicles, or equipment.
26. All outside surfaces, including, but not limited to, the main building, collection devices, bins, rooftops, road areas,
etc., shall be cleaned on a daily basis to prevent the buildup of fugitive emissions.
27. In the event tfiat any exposed surfaces become littered with fugitive emissions due to an upset condition, a cleaning
procedure shall be implemented within four (4) hours following the upset to remove the ftigitive debris. If the upset
condition occurs at night, said surfaces shall be cleaned by 10:00 a.m. the following day.
EMISSIONS LIMITATIONS CONDITIONS
28. The emissions from the generator set shall not exceed 40% opacity (Ringelmann #2) for a period or periods
aggregating more than three (3) minutes in any one (1) hour.
29. In order to avoid the need to comply with requirements under Title V of the Federal Clean Air Act, the following
limitations shall apply. The sum of the actual emissions from each emissions unit at the stationary source, for each
regulated air pollutant, as defined in District Rule I 10 1, except Hazardous Air Pollutants (HAP), shall not exceed
25 tons per calendar year. The sum of the actual emissions of HAP ftom all emissions units at the stationary source
shall not exceed 5 tons per calendar year of a single HAP or 12.5 tons per year of two or more HAPs.
30. Notwithstanding the requirements above, for compliance with the requirements of District Rule 430, the sum of the
Potential(s) to Emit from all emissions unit(s) at the stationary source, of non -attainment pollutants or their
precursors shall not exceed 25 tons per calendar year.
RECORD KEEPING REQUIREMENTS
3 1. The source shall designate a responsible person to certify that District -requested production and throughput data is
accurate and timely.
32. The permit holder shall maintain adequate production records to verify the actual air emissions of each regulated air
pollutant. Production records shall include, but not be limited to, a monthly log of the total hours of operation of the
engine for both emergency and non -emergency purposes. Production records shall be maintained on-site for a
period of 5 years, shall be submitted to the APCO on an annual basis, and shall also be made available for
inspection within 24 hours of request by the APCO, or his designated representative.
33. Annually, within thirty (30) days after the first day of each year, the permit holder shall provide the APCO with any
and all production inforniation requested by APCO, and upon request, provide a written summary of any and all
equipment malfunctions (upset or breakdown conditions) that may have resulted in an increase in air emissions
during the previous calendar year. The annual operating summary shall itemize equipment upset or breakdown
conditions by the date, time and duration of the upset or breakdown condition, and shall also include the estimated
emission release of primary air pollutants.

Neil 0. Anderson & Associates performed a Geotechnical Investigation for the subject project and
published -a report dated �4ovember 30, 2004 (our job number SG04-320). At the time of the
investigation the proposed construction consisted of a single -story concrete tilt -up structure founded
on spread footings. It has come to our attention that three to four pre -fabricated metal storage bins
will be constructed instead of the concrete tilt -up. Construction will include bucket pit retaining
walls and truck access. The storage bins will be 60 feet in diameter and approximately 60 to 80 feet
tall. Foundation. loads will be moderate to heavy. 6ased on the currently planned construction, we
are providing the following revised foundation recommendations.
Subsurface conditions encountered at foundation levels consist of.highly plastic clay soil that will
settle under the proposed foundation loads. Consolidation testing _�6rfbrmed by L'Rk Engineering
as part of a 1998 investigation for a similar project (LRA Job No. 98034G, report dated March 3,
1998) indicates the foundations may settle 6 inches under the center of the storage bins, and 3 inches
under the edges with a total differential settlement of 3 inches. We believe a reinforced concrete mat
foundation, designed to distribute the settlement evenly across the mat, will likely perform best.
Reinforced Concrete Mat Foundation Recommendations
Reinforced mats are typically designed as industrial floors using a modulus of subgrade reaction. We
recommend use of a modulus of 75 pounds per square inch per inch of deflection (pci) for the
subgrade at this site. It is recommended that the mat be constructed on at least 6 inches of Class H
aggregate base compacted to a minimum 95 percent relative compaction as determined in the ASTM
D1557 compaction test. The reinforced mat should be constructed with continuous perimeter
footings. The footings should have a minimum width of 12 inches and should be carried to a
minimum depth of 18 inches below surrounding.grade. Footing reinforcement should be designed
by the structural engineer.

Foundations loaded in this manner may be loaded to a bearing capacity of 3,000 pounds per square
foot total load. Bearing capacity may be increased to 4000 psf for temporary wind and seismic loads.
A passive soil pressure of 350 pounds per square foot equivalent fluid pressure may be used to resist
lateral forces in the footings. A coefficient of friction of 0.30 between the soil and the concrete
footing may be used to resist basal sliding. Footing excavations should be observed by a
representative of our office to verify that suitable bearing material has been encountered.
Retaining WaUs
Bucket pit retaining walls will be subject to lateral earth pressures. Site retaining walls may be
constructed on spread footings on native soil or well compacted engineered fill and should be
designed for a maximum allowable bearing pressure of2,500 psf. We recommend separating footing
supported walls into panels on the order of 20 feet in length to control cracking due to differential
movement.
The lateral earth pressure on a retaining wall depends on the height of the wall, type of backfill, slope
of the backfill surface, and allowable horizontal movement of the top of the wall. An at rest earth
pressure calculated using 60 pcf equivalent fluid density should be used for retaining walls that are
restrained. A lower earth pressure calculated using 50 pcf equivalent fluid density can be used for
site retaining walls which are free to rotate. We have assumed the backfill will be on-site soils and
have a level backfill surface. The recommended equivalent fluid densities do not include allowances
for surcharge loads or hydrostatic pressures. For lateral load resistance, footings can be designed with
a coefficient of friction between the base of footing and on-site soils of 0.30. A passive earth
pressure of 350 pcf can be used in design if the soil or backfill in front of the footing is compacted
to at least 90 percent of ASTM D1557 maximum dry density and will not be removed. The
hydrostatic pressure on retaining walls can be relieved using weep holes or drains.
All other recommendations provided in our November 30, 2004 report should be incorporated in
the design and construction of this project.

Neil 0. Anderson & Associates, Inc., is pleased to present the results of our Geotechnical
Investigation for the subject- project. The project will consist of a 15,000 square foot warehouse
constructed at the existing Butte County Rice Growers Association facility at 1193 Richvale
Highway, Richvale, California. Development will include utility construction, drives, and associated
landscaping. We anticipate construction will consist of a single -story concrete tilt -up structure
founded ori spread footings with a concrete slab -on -grade floor system. Foundation loads will be
moderate. Two possible locations for the new warehouse are being considered at this site. Both
locations were investigated accordingly.
The investigation was conducted in general conformance with our proposal dated October
29, 2004. A preliminary site plan of the proposed development was provided by the Butte County
Rice Growers Association. In a pre -site meeting with Steve Birdsong on November 5, 2004,
proposed locations were located at the existing facility. The geotechnical study conducted at this site
was prepared for the use of the architect and engineer for application to the design of the. building
and grading plans in accordance with generally accepted geotechnical engineering practices.The
recommendations contained in the report were developed based upon our understanding of the
planned construction. Ifplans change or differ from the assumptions presented herein, we should be
contacted to review our recommendations. A brief summary of our conclusions and recommen-
dations is presented below, with a more detailed description of our findings and recommendations
contained in the report.
2.0 SUMMARY OF CONCLUSIONS
I The primary geotechnical concern that will affect the development of this site is the
presence of highly expansive surficial clay soils. We are providing two options for

site grading and building pad preparation. The options are designed to reduce the risk
of heave due to the expansive clay subgrade. The options *include constructing on
either an 18 inch layer of non -expansive engineered fill over moisture conditioned
subgrade or on 12 inches of lime treated subgrade. Detailed design and construction
criteria are presented in -the report.
.2. The soils encountered in our test holes were relatively consistent in the borings.
Subgrade soils consisted of 3.5 to 5.0 of very stiff sandy clay underlain by silty sand
to the maximum depth explored of 15.0 feet. Groundwater was encountered in our
-test holes at the time they were excavated at depths ranging from 3.5 to 4.5 feet.
3. We recommend the proposed -buildings be founded on -spread footings. Detailed
design and construction criteria are presented in the report.
4. Good surface drainage should be constructed to provide rapid removal of runoff away
from the structures and off of pavements.
5. Flexible (asphalt) and rigid (concrete) pavement sections have been provided for
various traffic indices.
3.0 GENERAL SITE CONDITIONS
The site is located at the existing Butte County Rice Growers Association facility. Proposed
location # I is just south of existing warehouse MA and 6B. The site is covered with brush and areas
of standing water. Proposed location #2 is south. of existing warehouse #2; the site is covered with
miscellaneous debris and a small storage shed located at the northwest end. Rice fields were located
south and west across Midway Road. The foundations of the surrounding structures appear to be
performing well.- The site is relatively flat and the surrounding area is generally agricultural
development.
4.0 GEOLOGIC CONDITIONS
The surficial geology of the site is composed of Holocene age alluvium basin deposits. The
sediment consists of fine-grained deposits of silt and clay in flood basins between modem water
courses.

Page 3 The site is located in Seismic Zone 3' and all structures should be designed accordingly. The
closest fault system thought capable to generate earthquakes'is the Foothills Fault System located
approximately 10.0 km (6.2 mi) to the east of the site. Due to the relative proximity of the Foothills
Fault System and other faults to the site, there is a reasonable possibility that the site will be
subjected to a moderate amount of shaking from a seismic event during the life of the structures. The
California Division of Mines and Geology assigns a probabilistic (10% probability of exceeding that
motion in a 50 year period) peak horizontal ground acceleration for surface soil at the subject site
of 0. 1 g to 0.2g based on an interpretation of color patterns of the Butte County area plotted on a
seismic hazard map of California. A detailed analysis of earthquake induced liquefaction for the
proposed site was outside the scope of our investigation; however, the underlying subgrade is very
dense and we believe the potential for liquefaction at this site is low.
Following is a table of the 2001 Uniform Building Code (UBC) Soil Parameters which may
be used for design of structures at the subject site. The 2001 UBC does not consider near source
factors for Type C faults like the Foothills Fault System. The closest fault that could qualify for near
source accelerations is the Type B Huntington Creek - Berryessa Fault located 90.1 km (56.0 mi) to
the west of the site. No near source factors should be applied for faults whose distance is greater than
15 km (9.3 mi).
5.0 FIELD EXPLORATION AND LABORATORY TESTING
The field investigation conducted at this site consisted of drilling six exploratory test holes.
Test holes were drilled with a B-24 truck -mounted drilling rig with solid stem auger. These test holes
were drilled on November 12, 2004 and were carried to depths ranging from 5.0 to 15.0 feet. The
test holes were drilled in the proposed building and drive areas. The locations of the test holes are
shown on the Location Map, Plate No. 1. The locations of the test holes were determined by pacing
hence accuracy can be implied only to the degree that this method warrants.

Sampling of test holes was ped6rmed at various depths by a California Modified 2.5 inch
o.d. split spoon sampler with stainless steel tube liners. The sampler was driven by a 140 -pound
hammer with a 3 0 -inch drop. Blow. counts required to drive the sampler every 6 inches for a total
depth of 18 inches were recorded and a summary of the blow counts for the last 12 inches is
presented on the Log of Test Boring sheets, Plate Nos. 2 through 7.
Relatively undisturbed soil samples obtained from the test holes were taken to the laboratory
of Neil 0. Anderson & Associates, Inc., Sacramento, California and used for performing laboratory
tests. Tests performed consisted of natural moisture content, gradation, pocket penetrometer,
expansion index, and Atterberg limits. A summary of the test results is shown on the Log of Test
Borings, Plate Nos. 2 through 7.
Two grab samples of the subgrade soil in the drive areas were obtained for performing
Hveem-Stabilometer (R -value) tests. Due to similar soils, the samples were combined and one R -
value test was performed. The test rendered an R -value of 5. A graphical representation of the
laboratory testing is presented in Appendix A. For. the approximate location of the samples, see the
Location Map, Plate 1.
6.0 SOIL CONDITIONS
Visual classification according to ASTM D2488 (Visual - Manual Procedure) of each soil
stratum encountered in the test holes was made in the field by an engineer at the time the test holes
were excavated. A classification, in-situ description, and graphical representation of each soil
encountered, is presented on the Log of Test Boring Sheets. The Test Boring Legend is presented on
Plate No. 8.
The soils encountered in our test holes were relatively consistent in the borings. Subgrade
soils consisted of 3.5 to 5.0 of stiff to very stiff sandy clay underlain by silty sand to the maximum
depth explored of 15.0 feet. The sand was fine, very dense and saturated. Groundwater was
encountered in our test holes at the time they were excavated at depths ranging from 3.5 to 4.5 feet.
. Two samples of the sandy clay were tested for Atterberg Limits and exhibited liquid limits
of 55 and 62, plasticity indices of 33 and 38, and contained 61 and 84 percent silt and clay -sized
particles (passing the No. 200 sieve) respectively. One sample of the sandy clay was also tested for
an Expansion Index and rendered a value of 9 1; testing indicates the sandy clay soils across the site
have high expansion potential. Three samples of the underlying silty sand were tested for Atterberg
Limits and deemed non -plastic with 22 to 33 percent silt and clay -sized particles (passing the No.
200 sieve). For a more detailed description of the soils encountered in the test holes see the Log of
Test Borings, Plate Nos. 3 through 7.
The Log of Test Borings show subsurface conditions at the date and locations indicated; it
is not warranted that they are representative of subsurface conditions at other locations and times.

7.0 DESIGN STUDIES AND RECOMMENDATIONS
I From a soil engineering standpoint, it is our opinion that the site is suitable for development
of the proposed, project; however, all of the conclusions and recommendations presented in this
report should be incorporated in the design and construction to ' avoid soil and foundation problems.
The primary geotechnical concerns that will influence development of this site is the presence of
highly expansive clay soils. 'The main item of consideration that will influence the construction of
this site is the expansive nature of the surficial clay soils. Foundations should extend below the point
of seasonal moisture fluctuations and special measures should be taken to protect the slabs from the
swelling pressures of the clay. We are providing two options to help protect the building slabs.
Following is a summary of the options:
Option 1: Over excavate the building pad to a depth of 18 inches, moisture condition
the resulting subgrade, and replace the over -excavated native soil with a non -
expansive fill.
Option 2: Construct the building pad with moisture conditioned on-site clay soils and
lime treat the top 12,inches of the building pads with a percentage of high
calcium quick lime.
7.1 Option 1: Moisture Conditioning and 18" Non -Swelling Fill
7.1.1 Buildine Pad Gradina
The site should initially be cleared of any surface organic growth, loose soil, and
miscellaneous debris. Existing structures and associated foundations on the site should be
completely removed. Any voids resulting ftom removal should be cleaned out of all loose
soil and debris and then scarified, moisture conditioned, and re -compacted as specified in
Appendix B. Voids should then be backfilled with engineered fill as specified in Appendix
B. After the area is cleared and any required cuts are made, the native clay should be cut to
a depth of 18 inches below finished subgrade. -The subgrade thus exposed should be
scarified, moisture conditioned, and re -compacted as specified in Appendix B with the
following miodification:
All on;..site clay soil that is either scarified and re -compacted or utilized for fill shall
be placed and compacted to a minimum 90 percent relative compaction, at a
minimum of 4 percent above optimum moisture content as determined in ASTM
D1557. If compaction or the required minimum moisture content has not been
achieved, the fill or re -compacted subgrade will be considered unacceptable and
reworking of the fill or subgrade shall be required.

The depth of moisture conditioning and scarification of the subgrade is highly dependent
upon the time of year of construction and the site conditions that exist immediately prior to
construction. If construction is occurring during the summer or fall and the subgrade soils
have been allowed to dry out, the depth of scarification and moisture conditioning may be
as much as 12 to 18 inches. A representative from our office should be present to observe
the exposed subgrade and specify the depth of scarification and moisture conditioning
required. Moisture conditioning of the pads should extend at least 5 feet beyond the footing
line and under any attached perimeter sidewalks.
After scarification and re -compaction of the subgrade, the building pad should be topped
with 18 inches of non -expansive engineered fill meeting the specifications provided in
Appendix B. The engineered fill should be placed and compacted to at least 90 percent
relative density in accordance with Appendix B. Any imported fill should be approved by
our office prior to placement. Engineered fill should extend a minimum of 5 feet beyond
proposed foundation lines or under any perimeter sidewalks or other exterior concrete
flatwork. A representative of our firm should be present during construction to observe
site grading and test compaction.
7.1.2 Building Pad Foundations
If grading is accomplished as specified for this option, the foundation may consist of
conventional spread footings and a concrete slab -on -grade floor. Footings should extend
through the engineered fill and bear on the underlying native soil. Footings should have a
minimum width of 12 inches and should be carried to a minimum depth of 24 inches below
surrounding grade. Footing reinforcement should be designed by the structural engineer.
However, as a minimum, footing reinforcement should consist of 244 bars top and bottom
(total of 4 bars). Foundations constructed in this manner may be loaded to a bearing capacity
of 2,500 pounds per square foot total load. Bearing capacity may be increased by 1/3 for
temporary wind and seismic loads. Potential settlement, either immediate or long term, of
foundations constructed and loaded in this manner should be less than I -inch total and V2 -
inch differential. A passive soil pressure of 350 pounds per square foot equivalent fluid
pressure may be used to resist lateral forces in the footings. A coefficient of friction of 0.30
between the soil and the concrete footing may be used to resist basal sliding. Passive pressure
and friction may be combined to'resist sliding provided the passive pressure is reduced by
V2. Footing excavations should be observed by a representative of our office to verify
that suitable bearing material has been encountered.
7.1.3 Building Slabs
Four inches of clean gravel should be placed beneath the slabs'on-grade. This gravel should'
be well graded between a maximum size of 1 inch and a minimum size of %4inch with zero
percent passing the No. 4 sieve. The gravel should be covered by an impervious vapor barrier
such as 10 mil visqueen or equivalent. The visqueen should be covered by I to 2 inches of
sand to protect it during construction and to aid in curing the concrete. It is recommended

that the slabs be a minimum of 4 inches thick in office areas and 5 inches thick in warehouse
areas, and be reinforced with fibermesh, 6 x 6 x I-Amm x 1.4min (6x6x 1 Ox 10) wire mesh,
or #3 bars at 18 inch centers both ways. ', If welded wire fabric is chosen, sheets should be
specified in lieu of rolls to ensure more accurate placement within the concrete slab.
in slab areas without floor coverings (i.e. warehouse areas) 4 inches of class H aggregate base
should be placed beneath the slab on grade in lieu of the clean gravel. The aggregate base
should be compacted to 95 percent of a modified proctor dry density (ASTM D1557).
Industrial slab floors bearing heavy loads are often designed using a modulus of subgrade
reaction. We recommend use of a modulus of 100 pounds per square inch per inch of
deflection (pci) for slabs bearing on 4 inches of aggregate base.
7.2 Option 2: 12" Chemical Treatment
7.2.1 Buildine Pad Gradin
For this option, the building pad is constructed with the on-site clay soils, but once the pad
is brought to grade, the upper 12 inches is thoroughly mixed with a percentage of high
calcium lime and re -compacted. This will practically eliminate the swelling potential of the
clay soils within the treated layer. If this option is selected, our office should be retained
to determine the required percent (by dry weight) of high calcium quick lime to be
mixed in with the on-site soils. For budgeting purposes, we estimate 4.5 percent lime will
be sufficient to stabilize the subgrade a this site. Lime treatment should be performed
according to Section 24 ofthe CalTrans Standard Specifications. The CalTrans specifications
are. presented in Appendix C.
Our experience indicates that lime treatment of the subgrade provides the most uniform
support for the building floor slab. Lime treatment of the building pad provides the added
benefit of creating a workable building surface during wet weather.
Clearing, moisture conditioning, scarification, and re -compaction of the original ground
:should be performed as indicated in Option- 1. Lime treatment of the pad should extend at
least 5 feet beyond the footing line and under any attached. perimeter sidewalks.
7.2.2 Building Foundations/Slabs
Same as those outlined in Option -1, 7.1.2 and 7.1.3. The depth of the footings should be
at least 18" below surrounding grade for this option.

7.3 Surface Drainage
Performance of foundations and concrete flatwork is influenced by the moisture conditions
existing within the foundation soils. The risk of wetting foundation soils can be reduced by carefully
planned and maintained surface drainage. Surface drainage should be designed to'provide rapid
runoff of surface water away from the proposed building. The ground surface surrounding the
exterior of the improvements should be sloped to drain away from the structures in all directions.
We recommend a minimum slope of at least 6 inches in the first .10 feet. The ground surface should
be sloped so that water will not pond adjacent to the building.
7.4 Tests and Inspections
. It is recommended that our office be afforded the opportunity of reviewing the
completed foundation and grading plans to verify that our recommendations have been
properly interpreted and incorporated. Unless our office is allowed this opportunity, we disavow
any responsibility from problems arising from fi-illure to follow' geotechnical recommendatio . ns or
improper interpretation and implementation of our recommendations.
It is also recommended that our office be retained to perform the recommended grading
control, over -excavation inspection, compaction testing, and footing inspection. Unless we have
been retained to provided these services, our office can not be held responsible for problems arising
during or after construction that could have been avoided had these services been performed. The
feesfor these services are in addition to that associated with this report.
8.0 PAVEMENT RECOMMENDATIONS'
Two subgrade samples were collected from within the proposed pavement area. Due to
similar soils the samples were combined and one R -value test was performed. Testing rendered an
R -value of 5. Pavement sections have been designed using various traffic indices. Based on our.
experience with this type of project, a traffic index 5.0 was used for design. Iftraffic indices different
from these are required, please contact our office and a suitable recommended design can be
provided. Flexible (asphalt) pavement sections have been designed according to the latest addition
of the Cal Trans Highway design manual and using a 20-y'ear pav . ement life. The pavement sections
are presented next.

The paving materials must conform to the requirements of the State of California, Department
of Transportation, Standard Specification. Type B asphaltic concrete and Class 2 aggregate base. If
other material is desired for use as base, our office should be contacted to provide additional pavement
recommendations.
Lime treated subgrade has performed well under similar clay soil conditions and we believe
that this alternative will perform best. For budgeting purposes, assume the clay subgrade should be
mixed with 4.5 percent lime (by dry weight) of high calcium quick lime. Lime treatment for the areas
should be performed according to Section 24 of the California Transportation Standard
Specifications (Appendix C), with special emphasis on the need to seal or cover with aggregate
base the finished lime treated subgrade within 24 hours. The lime treated subgrade should be
compacted to dry densities in excess of 95 percent of the maximum -dry density obtainable in the
ASTM D 1557 Compaction Test.
The pavement area subgrade should be stripped of all organic matter, loose soil, etc., and any
required cuts made. A minimum of 8 inches of compacted subgrade should be provided beneath the

pavement sections. The subgrade -should be compacted to dry densities in excess of 95 percent of the
maximum dry density obtainable in the ASTM D 15 5 7 Compaction Test. All aggregate base should -
be compacted to 95 percent of the maximum dry density obtainable in the ASTM D1557 Compaction
Test.
Studies have indicated that a major factor in extending pavement life is to provide adequate
drainage for both the pavement surface and subgrade. Care should be made during the development
of the grading plan to provide for good drainage. It is recommended that extruded concrete curbing
not be utilized for planters. Landscaped and irrigated planters thdt-exist or are constructed adjacent to
pavement should have cut-off curbing constructed around them that extends a minimum of 6 inches
into the subgrade soils. It is, also recommended that concrete pavement be constructed at loading
docks, trash enclosures, and in any area where trucks stop or turn at low speeds.
9.0 UTILITY CONSTRUCTION
The surface soils encountered in the test holes are classified as Type "B" soil. Type "B" soil,
as detem-iined by OSHA, is considered relatively stable in shallow trench excavations. Caving soils
should be anticipated below the ground water table (estimated at 3.5 to 4.0 feet). The contractor should
have an experienced person identify the soils encountered and refer to OSHA standards to determine
appropriate methods to protect individuals working in excavations. All trench excavations should be
according to Cal OSHA requirements..
� Backfill placed in trenches should be placed in approximately 12 inch lifts in un -compacted
thickness. However, thicker lifts may be used, provided the method of compaction is approved by the
soil -engineer * and the required minimum -degree of compaction is achieved. Material should be
compacted to at least 90 percent of the maximum dry density obtained in the ASTM D1557
Compaction Test. The upper 12 inches of trench backfill within pavement areas should be compacted
to at least 95 percent relative compaction.
10.0 LIMITATIONS
The recommendations of this report are based on th6. information provided regarding the
proposed construction as well as the subsoil conditions encountered at the test hole locations. If the
proposed construction. is modified or rd7sited, or if it is found during construction that subsurface
conditions differ from those *described on the test boring logs, the conclusions and recommendations
of this report should be considered invalid unless the changes are reviewed and the conclusions and
recommendations modified or approved in writing.
The analysis, conclusions and recommendations cont ained . in this report are based on the'site
conditions as they existed at the time we excavated our test holes. It was assumed that the test holes
were representative of the subsurface conditions throughout the site.

ENGINEERED FILL SPECIFICATIONS
A. CLEANING AND STRIPPING
Work includes cleaning and stripping of the building pad and surrounding areas as indicated
on the drawings. From this area remove all debris, old pavement, trees, brush, roots, and
vegetable ruin and grub out all large roots (V2inch or greater diameter) to a depth of at least
two feet below the footing elevation. The vegetable materials and all materials from the
cleaning operation shall be removed from the site. If large areas are involved and the surface
vegetation is sparse, discing in of the surface organic debris on the building pads may be
permitted under the direction of the soil engineer.
B. CONSTRUCTION OF FILL
(1) Preliminga Operations
After the cleaning and stripping operation and the cuts have been completed and before
any fill is placed in any particular area, the existing surface shall be scarified to a depth
of 6 inches and compacted to dry densities in excess of 90 percent of the maximum dry
density as obtained by the Modified Compaction Test, ASTM D1557, designation. It
may be necessary to adjust the moisture content of the subgrade soil by watering or
aeration, to bring the moisture content of the soil near optimum in order that the
specified densities can be obtained.
(2) Source of Material
Engineered fill materials (on site or import) shall consist of sandy silts, sands, or sands
and gravels unless stated otherwise in the report. Engineered fill material shall not
contain rocks greater than 3 inches in greatest dimension and should be non -expansive
in nature with a plasticity index less than 7.
At least seven days prior to the placement of any fill, the engineer shall be notified of
the source of materials and samples shall be obtained to determine the suitability of the
materials and for conducting laboratory compaction test on these'samples.
(3) Placing and Compacti
Fill materials shall be spread in layers and shall have a uniform moisture content that
will provide the specified dry density after compaction. If necessary to obtain uniform
distribution of moisture, water shall be added to each layer by sprinkling and the soil
disced, harrowed, or otherwise manipulated after the water is added. The layers of the
fill material shall not exceed 8 inches and each layer shall be compacted with suitable
compaction equipment to provide the specified dry densities.

(4) Required Densities
The dry density of the compacted earth fill shall be at least 90 percent of the maximum
dry density obtainable in the ASTM D1557 Compaction Test. The value of the
optimum moisture content and maximum dry density will be determined by the
engineer and this information, supplied to the contractor.
(5) Seasonal Limits
No fill shall be placed during weather conditions which will alter the moisture content
of the fill materials sufficiently to make adequate I compaction impossible. After
placing operations have been stopped because of adverse weather conditions, no
additional fill material shall be placed until the last layer compacted has been checked
and found to be compacted to -the specified densities..
(6) Control of CoMpaction
The density of the upper 6 inches of subgrade and of each layer of fill shall be checked
by the engineer after each layer has been compacted. Field density test shall be used to
check the compaction of the fill materials. Sufficient tests shall be made on each layer
by the engineer to assure adequate compaction throughout the entire area. If the dry
densitie's are not satisfactory, the contractor will be required to increase the weight of
the roller, the ' number of passes of the., roller, or manipulate the moisture content as
required to produce. the specified densities.

LIME STABILIZATION
Caltrans Standard Specifications, Section 24
24-1.01 Description - This work shall consist of mixing lime and water with soil and compacting the mixture to the lines, grades
and dimensions shown on the plans and as specified in these specifications and the special provisions.
24-1.02 Materials - Material to be stabilized shall be the native soil or embankment, containing no rocks or solids, other than soil
clods, larger than 21/2 inches in any dimension. Removing and disposing of said rocks and solids larger than 21/2 inches, from
native soil or embankment other than imported borrow, will be paid for as extra work as provided in Section 4-1.03D. Removing
and disposing of said rocks and solids larger than 21/2 inches from imported borrow shall be at the expense of the Contractor.
Lime shall conform to the requirements in ASTM Designation: C 977 with the exception that when a 250 gram test
sample of quicklime is dry sieved in a mechanical sieve shaker for 10 minutes':.,: -30 seconds it shall conform to the following grading
requirements:

A Certificate of Compliance in accordance with the provisions in Section 6-1.07, 'Certificates of Compliance,' shall be
furnished with each delivery of lime and shall be submitted to the Engineer with a certified copy of the weight of each delivery.
Water for mixing with soil and lime shall be free from oil and shall contain not more than 650 parts per million of
chlorides as Cl, nor more than 1,300 parts per million of sulfates as SO4. The water shall not contain an amount of impurities that
will cause a reduction in the strength of the stabilized material.
24-1.03 General - The amount of lime to be added to the material to be stabilized shall be as specified in the special provisions.
All handling, spreading and mixing operations shall be conducted in such a manner that a hazard is not presented to
construction personnel or the public. Lime shall be prevented from blowing by suitable means selected by the Contractor.
if lime of more than one type or from more than one source are used on the project separate application rates will be
determined for lime of each source or type. Lime from more than one source or of more than one type shall not be mixed.
The lime shall be protected from exposure to moisture until used and shall be sufficiently dry to flow freely when
handled.
Lime shall not be spread while the ambient temperature is below 35'F., nor when the ambient temperature is expected to
drop below 35'F. before mixing and compacting are be completed.
The in-place moisture of the material to be stabilized shall be maintained above the optimum moisture, as determined by
California Test 373, during the mixing operation. During compaction, finish rolling and grading, sufficient water shall be added to
the surface of the material to prevent the surface from drying until curing seal is applied.
No traffic other than the equipment performing the work will be al- lowed to pass over the spread lime, the mixed
material or the compacted surface of the lime stabilized material. After application of the curing seal, no traffic will be permitted on
the lime stabilized material for a period of 3 days. Damage to curing seal or lime stabilized material shall be repaired promptly by
the Contractor at his expense, as directed by the Engineer.
24-1.04 Preparing Material - Unless otherwise ordered or ap- proved by the Engineer, the material to be stabilized shall be placed
to the lines, grades and dimensions shown on the plans and compacted to a relative compaction of not less than 90 percent, before
lime is added. The surface of the material to be stabilized shall not vary more than 0.08 -foot above or below the grade established
by the Engineer, before lime is added.
24-1.05 Spreading - Lime shall be spread using equipment which will uniformly distribute the lime over the area to be stabilized.
Tailgate spreading of lime will not be permitted.
Lime shall be spread uniformly on he roadbed, and the rate of spread per square foot shall not vary by more than 10
percent of the rate designated by the Engineer.
Lime may be spread on the prepared material in either a slurry or dry fo ' rm at the option of the Contractor. Hydrated lime
shall not be spread in dry form. Either hydrated lime or quicklime may be used to prepare the slurry.
The distance which lime may be spread ahead of the mixing operation will be determined by the Engineer. In no case
shall spread lime be allowed to remain exposed at the end of themork day.
Lime applied in slurry form shall be prepared and distributed using equipment and procedures capable of keeping the

slurried lime in suspension and spreading the slurry uniformly over the areato be stabilized. The lime content of the slurry shall be
as approved by the Engineer.
24-1.06 Mixing - Mixing lime and the material to be stabilized shall be conducted using equipment capable of mixing the materials
uniformly to the depth specified.
Lime and the material to be stabilized may be mixed off site.
Mixing or remixing operations, regardless of the equipment used, shall continue until the material is uniformly mixed and
free of streaks or pockets of lime. Prior to compaction, all mixed material other than rock or aggregate previously treated with
asphalt lime, or cement shall comply with the following grading requirements:

When granular lime in dry form is used, the material shall be mixed at least twice. The first and final mixings shall not be
performed on the same day.
When the stabilized material, exclusive of one -inch or larger clods, is sprayed with a phenolphthalein alcohol indicator
solution, areas showing no color reaction will be considered evidence of inadequate mixing.
The depth of mixing of the lime stabilized material shall not vary more than 0. 1 -foot from the planned depth at any point.
Mixing to a depth that exceeds the planned depth by 10 percent or more shall be considered evidence of an inadequate amount of
lime and additional lime shall be added at the Contractoes expense.
The entire mixing operation shall be completed within 7 days of the initial spreading of lime, unless otherwise permitted
by the Engineer.
24-1.07 Compaction - Compaction shall begin as soon as possible, but not more than 24 hours after final mixing.
Prior to initial compaction, maximum density will be determined on a composite of material from 5 random locations
within the test area by California Test 216. The composite sample will be obtained after all mixing has been completed. The
moisture content of the composite sample will be determined by California Test 226.
Initial compaction shall be by means of sheepsfoot or segmented wheel rollers. This shall be immediately followed with
final compaction by rolling with steel drum or pneumatic -tired rollers. Vibratory rollers will not be allowed.
Where the required thickness is 0.50 -foot or less, the mixture shall be compacted in one layer. Where the required
thickness is more than 0.50- foot, the mixture shall be compacted in 2 or more layers of approximately equal thickness, and the
maximum compacted thickness of any one layer shall not exceed 0.50 -foot, except that the maximum compacted thick- ness of a
single layer may be increased provided the Contractor can demonstrate to the Engineer that the equipment and method of operation
will provide uniform distribution of the lime and the required compacted density throughout the layer.
Engineer. Areas inaccessible to rollers shall be compacted to the required relative compaction by other means satisfactory to the

relative compaction may be reduced to 92 percent provided the Contractor increases the lime content 0.5 percent at his expense.
The relative compaction will be calculated on the dry weight basis.
In-place density of the compacted lime stabilized material will be determined by California Test 23 1. A composite of
material from a mini- mum of 5 random selected sites, taken at the time in-place density is determined, will be used to determine the
in-place moisture content� by California Test 226.
24-1.08 Finish Rolling and Grading - The finished surface of the lime stabilized material shall be the grading plane and at any
point shall not vary more than 0.08 -foot above or below the grade established by the Engineer, except that when the lime stabilized
material is to be covered by material which is paid for by the cubic yard, the surface of the finished lime stabilized material shall not
extend above the grade established by the Engineer.
If the compacted material is above the grade tolerances specified in this section, the excess material shall be trimmed,
removed, and dis- posed of. No loose material shall be left on the finished plane. Trimming of excess material shall not be
conducted unless finish rolling can be completed within 2 hours after trimming.
All trimmed surfaces shall receive finish rolling consisting of at least one complete coverage with steel drum or
pneumatic -tired rollers. Vibratory rollers will not be allowed. Minor indentations may remain in the surface of the finished material
after final trimming and rolling. Under no circumstances will it be permissible to add new or trimmed lime stabilized material to fill
low areas or to raise the grade of compacted lime stabilized material.
24-1.09 Curing - A curing seal, consisting of SS or CSS grade asphaltic emulsion, shall be furnished and applied to the surface of
the top layer of lime stabilized material in accordance with the provisions in Section 94, 'Asphaltic Emulsions."
Curing seal shall be applied at a rate of between 0. 10- and 0.20 -gallon per square yard of surface. The exact rate will be
determined by the Engineer.

Curing seal shall be applied within 48 hours of completion of initial compaction and on the same day as trimming and
finish rolling are completed. The curing seal shall be applied as soon after finish rolling as is practicable. The lime stabilized
material shall be at optimum moisture when, the curing seal is applied.
Curing seal shall not be placed when the atmospheric temperature is below 40'F.
Curing by water will not be allowed, unless authorized by the Engineer.
Damage to the curing seal shall be promptly repaired by the Contractor at his expense, as directed by the Engineer'.
24-1.10 Measurement - Lime stabilization will be measured by the square yard, determined from horizontal measurements of the
planned surface of the lime stabilized material.
Lime will be measured by the ton in accordance with the provisions in Section 9- 1.0 1, 'Measurement of Quantities,"
except that if the minimum relative compaction is reduced to 92 percent, the quantity of lime to be paid for will be the weight of
lime multiplied by the factor -L / (L+0.5) where L equals the percent of lime ordered by the Engineer.
Bituminous curing seal will be measured as provided in Section 94,'Asphaltic Emulsions."
24-1.11 Payment - Items of work, measured as provided in Section 24-1.10,'Measurement," will be paid for at the contract prices
per square yard f6r lime stabilization, per ton for lime, and per ton for asphaltic emulsion (curing seal).
The above contract prices and payments shall include full compensation for furnishing all labor, materials, too],
equipment and incidentals, and for doing all the work involved in constructing the lime stabilization complete in place, as shown
on the plans, and as specified in the specifications and the'special provisions, and as directed by the Engineer.
Full compensation for preparing material, spreading lime and mixing and compacting the lime stabilized material shall be
considered as included in the contract price paid per square yard for lime stabilization and no additional compensation will be
allowed therefor.
No adjustment of compensation will be made for any increase or de- crease in the quantity of lime required, regardless of
the reason for such increase or decrease. The provisions in Section 4-1.03B, 'Increased or Decreased Quantities,' shall not apply to
the item of lime.

This action will be final if an appeal is not filed with the Clerk of the Board of Supervisors
within ten (10) days of the date of this letter. You or any interested person must do so in
writing, with the appeal fee of $50.00, to the:
Clerk of the Board of Supervisors, 25 County Center Drive, Oroville, California 95965,
prior to 4:00 p.m. June 17, 2005.
If there are no appeals, we will submit the Certificate of Merger to the Butte County Recorder's
office for recording. We will return the original certificate to you after recording.
