We are in receipt of your correspondence of March 3, 2000 concerning the above.
PCM is addressing Items I and 4 herein, and we have requested Mr. Andy Crandall of
Crandall Eng'g, Civil Engineer to address Items 2 and 3.
Item 1. PCM is the manufacturer of the prefabricated Cascade bagfilter, being supplied to
Butte County Rice Growers Association., The Cascade bagfilter has been manufactured
since September 1994 with calculations supplied by Robert L. Arends, P.E. on the largest
unit of 60 kips dead load. (Refer to attached calculations)
PCM currently has 5- Cascade filters of varying sizes, mostly in Colusa County, which have
support steel based on the calc's by Mr. Arends. We are hereby providing these calc's per
your request in order to satisfy your requirements for Item 1.
Item 4. Support structure members are designed to be bolted and no inspection require-
ments are called for in the. installation of the Cascade bagfilter.
We hope these two items are sufficiently addressed and trust the remaining Items 2 & 3
will soon be forthcoming from , Mr. Crandall, so the plan check process can continue, in
order to complete this project expeditiously.

and your permit falls into one of the category marked below:
Permit work started, but not completed.. Permit may be renewed for 1/2 the original building permit
fee (plus a $20.00 filing fee). The renewal permit will extend the building permit for an additional
year from the original expiration date. Should you not renew your permit within 30 days of the
expiration date, all work must cease until a new building permit has been issued. For your convenience,
we are enclosing a renewal application form and owner -builder form to be completed and signed by
you where indicated and returned to this office together with the fee shown. Please return all ggpies

No in ' spections have been made on permit work. Inspections are required to verify code compliance.
We are unable to renew a permit where the work has not been started and inspected prior to permit
expiration. After expiration of your permit, no work may be started until a new permit has been issued.
A final inspection has not been made on permit work. Final inspection approval is required before
occupancy. Our field inspector has verified that the building is occupied. Occupancy must cease until
a final inspection can be made and final approval given. You have 30 days to voluntarily cease
occupancy or to present an acceptable plan for abatement or corrective actions to be taken by you.

Dear Jim:
Following a conversation with Smitty, I inspected the
construction site and specifically reviewed the welding of
the floor joist tubing to the girders.
The tack welding of small length beads is consistant with
the design analysis which require stability only and not
load transmission. The 4" welds shown on the drawing are
the result of a plan checking error on my part.
The burning through of the floor joist tubing is unacceptable
due to high negative moments over the girder's. Most bf the
corrective work has been accomplished and instructions.have
been issued as to methods that will assure that a reoccurrence
does not take place.

Foundation Analysis
Dear Jim:
We constructed five pit excavations to determine the structural
cross-section of the fill that has been placed at the site of
the proposed 12 bin rice storage units to be constructed in
accordance with our working drawings dated June 28, 1979.
Based on the test pit information, in place field densities
were taken at various depths and locations throughout the pad
area. The new granular fill ranging in depths from 1 to 2
feet all tested in the mid 90% range with two noted exceptions.
We instructed the owners to rework the areas of the failing
tests and the owners have done so at the present time. We
consider the granular fill in the upper 2 feet of the pad site
to be completed and adequate to meet the design criteria
utilized in the foundation plan preparation.
There is a small 4" zone of compressible material in test pit
number 3. The field density Of this material is similar to the
original ground underlying the tank site. our analysis indicates
that a differential settlement of up to 1/2" can occur in this
localized compressible material. The foundation improvement
plans dated June 28, 1979 are designed in such a fashion as to
accommodate a differential settlement of the 1/2" magnitude.

The owners indicate that the 1/2" differential settlement will
not adversely affect the operation 'of the unit and appropriate
adjustments are being provided in the overhead auger system to
accommodate misalignment of the magnitude that would result
from the 1/21' differential settlement.
We therefore conclude that the site is adequate to support the
proposed construction and that the fill that has recently been
placed has sufficient strength to support the superimposed
loads without overstressing the underlying compressible material.
