Dear Ms. Hawkins
This department has received complaints alleging health and safety hazards in the
-Ibove .li.sted dwelling unit. The tenants indicate you are administering the property.
On February 6, 1986, I visited the property and the tenants permitted me to inspect
the house, garage and surrounding property. Earlier in the day Mr. Tom Hughes,
Sanitoi-i.an with. this Department had dyed the toilet and laundry facilities with
Fluoresein d.ye. The following conditions were noted which are in violation of the
Butte County Code, Chapter 19 - Section 19-4 - Unlawful Sewage Disposal Methods,
and Section 19-9 Septic Tanks; and the California Administrative Code, Title 25,
Chapter 1, Subchapter 1, Section 32, Uniform Housing Code, Section 505 (d), Uniform
111unibing Code, Section 1001; and the California Health and Safety Code, Section
17920.3 (a) (14), (b) (2), (d), (e), (f), (g) (2), and (1) and which pose health
and safety hazards to the tenants and render the dwelling substandard.
I. Sewage :is surfacing on the north side of the dwelling and laundry waste is
surfacing in the front yard as evidenced by fluorescein dye surfacing in these
areas after introduction into toilet and laundry.
2. Septic tank manhole cover is not gas tight and made of wood.
3. Bathroom floor is badly rotted in area around toilet and lavatory sink.
4. Light fixture over lavatory sink has open splice. Power strip in kitchen
overloads easily. Garage wiring is hazardous with exposed, dangling wires
and open splices.
5. hater heater does not have a shut-off valve on the gas line, and lacks a tem-
perature -pressure relief valve and discharge line to the exterior.
6. rro:i.Iet leaks around base. Bathtub does not have waterproof enclosure.
7. Roof leaks around old brick chimney, and over dining and living room as
evidenced by plaster damage and staining.

These conditions shall be corrected as follows,4and within THIRTY (30) DAYS from
rec:ei.pt of this notice. Obtain all required permits from the Butte County Department
of. Public Works, 7 County Center Drive, Oroville, California prior to making repairs.
Obtain a sewer permit from the Thermolito Irrigation District, 410 Grand Avenue,
Orovil.le, California.
1. Connect all sewerage and waste water lines to the Thermolito Irrigation District
sewer.
2. Pimp and backfill septic tank and/or drywells when sewer connection is completed.
3 Repair or replace rotted and deteriorated bathroom flooring, sheathing, supports,
and covering.
El:i.minate open splice on bathroom light fixture. Provide adequate circuits,
receptacle and wiring for kitchen applicances. Provide proper installation
and protection for exposed wiring in garage, eliminate all open splices and
hazardous fixtures.
rovide a proper installation for the water heater with a shut-off valve on
the gas line, a temperature -pressure relief valve and discharge line to the
exterior of the house, and proper separation from combustibles.
(K! Repa:i.r or replace leaking toilet. Provide waterproof enclosure around bathtub.
.epair or replace leaking roof around chimney and over dining and living room.
8. Provide proper handrails on front proch and stairs.
Provide sanitary well cap, disinfect well and provide evidence of a satisfactory
bacteriological test on the well, or connect the dwelling to the Thermolito Irri-
gat-J on District water supply and eliminate the well from use by physical dis-
connection.
A reinspection will be made. Failure to comply will reslut in the Franchise Tax
Board being advised of your noncompliance. You will then be prevented from claiming
state tax deductions .for taxes, depreciation, amortization, or interest expenses
connected with the property as long as it remains substandard. This notice is given
to you pursuant to Sections 17299 and 24436.5 of the California Revenue and Taxa-
tion Code.
If the dwelling is vacated, it shall remain vacant until all repairs are completed
as listed above.

Dear Ms. Hawkins
This department has received complaints alleging health and..safety hazards in the
above listed dwelling unit. The tenants indicate you are administering the property.
On February 6, 1986, I visited the property and the tenants permitted me to inspect
the house, garage and surrounding property. Earlier, in the..day Mr. Tom Hughes,'
San:i.tar.:i.an with.this Department had dyed the toilet and laundry, facilities with
1'luoresein dye. The following conditions were noted which are.in violation of the
Butte County Code,' Chapter 19 - Section 19-4 - Unlawful Sewage Disposal Methods,
and Section 19-9 Septic Tanks; and the California Administrative Code, Title 25,
Chapter 1, Subchapter 1, Section 32, Uniform Housing Code, Section 505 (d), Uniform
Plumbing Code, Section 1001; and the California Health and Safety Code, Section
17920.3 (a) (14), (b) (2), (d), (e); (f), (g) (2), and (1) and which pose health
and safety hazards to the tenants and render the dwelling substandard.
1. Sewage is surfacing on the north side 'of the dwelling and laundry waste is
surfacing in the front,yard as evidenced by fluorescein dye surfacing in these
areas after -introduction into toilet and laundry.
2. Septic tank manhole cover is not gas tight and made of wood.
3. Bathroom floor is badly rotted in area around toilet and lavatory sink.
4. Light fixture over lavatory sink has open splice.. Power'.*strip in kitchen
overloads easily. Garage wiring is hazardous with exposed; dangling wires
and open splices.
5. Water heater does not have a shut-off valve on the gas line, and lacks a tem-
perature -pressure relief valve and discharge line to the exterior.
6. Toilet leaks around base. Bathtub does not have waterproof enclosure.
7. Roof leaks around old brick chimney, and over dining and living room as
evidenced by plaster damage and staining.

8. Front porch and stairs lack proper handrails.
9. Well lacks sanitary seal and is open to contamination.
These conditions shall be corrected as follows, and within THIRTY (30) DAYS from
receipt of this notice. Obtain all required permits from the Butte County Department
of Public Works, 7 County Center Drive, Oroville, California prior to making repairs.
Obtain a sewer permit from the Thermolito Irrigation District, 410 Grand Avenue,
Oroville, California.
1. Connect all sewerage and waste water lines to the Thermolito Irrigation District
,sewer.
2.• Pump and backfill septic tank and/or drywells when sewer connection is completed.
3. Repair or replace rotted and deteriorated bathroom flooring, sheathing, supports,
and covering.
4. Eliminate open splice on bathroom light fixture. Provide adequate circuits,
receptacle and wiring for kitchen applicances. Provide.'proper installation
and protection for exposed wiring in garage, eliminate all open splices and
hazardous fixtures.
5. Provide a proper installation for the water heater with a shut-off valve on
the gas line, a temperature -pressure relief valve -and discharge line.to the
exterior of..the house, and proper separation from combustibles.
6. Repair or replace leaking toilet. Provide waterproof enclosure around bathtub.
7. Repair or replace leaking roof around chimney and over dining and living room.
8. Provide proper.handrails on front proch and stairs.
9. Provide sanitary well cap, disinfect well and provide evidence of a satisfactory
bacteriological test on the well, or connect the dwelling to the Thermolito Irri-
gation District water supply and eliminate the well from use by physical dis-
connection.
A reinspection will be made. Failure to comply will reslut in the Franchise Tax
Board being advised of your noncompliance. You will then be_.prevented from claiming
state tax deductions .for taxes, depreciation, amortization, or Interest expenses
connected with the property as long as it remains substandard. This notice is given
to you pursuant to Sections 17299 and 24436.5 of the California Revenue and -Taxa-
tion Code.
If the dwelling is vacated, it shall remain vacant until all repairs are completed
as listed above.
