2. Make sure,that.the potirer,supply cord or feeder assembly conductors, including neutral
conductor, , have 'been disconnected.
3. -Switch all.breakers and switches in the mobilehome to the "on" positionf. '
4. Connect one lead of a test instrument to the mobilehome grounding conductor and
apply the other lead to each mobilehome supply conductor, including neutral.
5. All non-current, carrying metal parts of the mobilehome (aluminum siding, gas line,
waterjine), including fixtures and appliances, shall be tested. for continuity from
such equipment and the grounding conductor::-
6. Upon completion of the above procedure, the power supply cord or feeder assembly
conductors shall•be connected to the -site service equipment. A further continuity
test shall; then be °made between 'the 'grounding "ehectrode and the chassis�`of the
mobilehome. Upon satisfactory. completion of theelectrical tests, the•lot or site i
service equipment may be approved for energizing.

Our office has been informed by Mr. Glander, Chief
Building Inspector for the County 6f Butte, that you have -con-
verted a portion of your house at 1001 Oro Dam Boulevard West,
Oroville, to a real estate office,aithout obtaining the required
permits and inspections from the County Building Department.
Section 26-1 of the Butte County Code states that the
County has adopted the 1976 Edition of the Uniform Building Code.
The Uniform Building Code requires that all persons constructing
buildings within the County of Butte, except for agricultural
buildings, are required to obtain a permit from the County Building
Department. Section 26-6 of the Butte County Code states that:
"It shall be unlawful for any person, firm, or
corporation to erect, construct,. alter, repair,
move, remove, improve, convert, demolish or equip
any building or structure in the unincorporated
areas of the County or to cause the same to be
done contrary to or in violation of any of the
provisions of this chapter.
"The use or occupancy of any building in violation
of any of the provisions of this chapter is hereby
declared to be a public nuisance and may be abated
in a manner provided by law."
Section 1-7 of the Butte County Code provides that any
violation of any provision of the Code constitutes a misdemeanor,
or in the discretion of the District Attorney, be charged as an
infraction.' The penalty for a misdemeanor is punishment by a fine
not exceeding $500.00 or imprisonment. The punishment for an infrac-
tion shall be a fine not to exceed the sum of $500.00.

1. Under Application for Permits Sec. -301.(a)
convert: according to Websters dictionary it means to change .
I have in no changed any structdre or use of my residence.
I have for the past two years worked Real Estate out of my home.
This section also states that it refers to buildings in the
city. I believe that I am still in the county.
2. Certificate of Occupancy.
There has been no change in the existing occupancy of this
building. It is my home and always will be'.
According to the planning department of Butte County no
permits are required to operate such a business out of my
home because of the A2 (general) zoning.
3. There has been no change in the character of occupancies
or the use of the building. I am operating a in-home business
in a area zoned for such use. The room being used is also
used by my family and guest.

Everything comes down to the point that I have changed something
in violation of the law. I have not changed anything in violation
of any law. In fact I have not made any physical change to, ,the building
after it was inspected by your department. I am running -'fa real estate
business out of my home which I am allowed to do a:ecording.to the,
planning department. The character of my home. -°its% that+;,t�s(Is My Home
first and always. I don't even deduct a portion of its use as income
tax deduction. Both doors to my residence have 'door bells.

Under none of the subsections from 1 to 12 is there any reference to
