DISCUSSION OF ENVIRONMENTAL EVALUATION This project is a use permit request to allow the expansion of an existing mobile 'home park, Sundown Mobile I•Iome Park, located at 1616 Oro Dam Boulevard. West in Thermalito. The expansion is for 26 additional spaces on 3.5+ acres of land (APN 50-20-16 & 17) immediately west of and contiguous to the existing 45 -space mobile home pant, located on the north side of Oro Dam Boulevard (refer to attached map). The proposed density of development is 7.4 dwellings per acre. Existing zoning is A-2 General. The Butte County General Plan designation for the area is Residential, Low Density, 1-4 dwelling units per acre. The site is relatively flat, gently sloping open grassland, drain ung toward the southeast toward Rudi Creek, which lies adjacent to the existing mobile home park on the east and is the primary drain- age course for the Thermalito watershed area. (Rudi Creek does not lie contiguous to the subject property) phis site is higher in elevation that the existing mobile home park and is not subject to flood hazards. The existing mobile home park property is protected by a small levee structure along; Rudi Creek. Soils on the site are clay - clay loam. The site is predominantly open field with only a few trees existing adjacent to the existing buildings. The proposed project is located within a developed residential and commercial area. Surrounding properties include various small businesses, mobile home parks, and conventional single family tesi- dencesi resi- dencesThree residences currently exist on the property, which will remain on-site upon development of the expansion project, as per the site plan. To the north -and northwest is open grasslarid bordering the site Water will be provided by the Thermalito Irrigation District, A fire hydrant presently exists along Highway 162 across from the site. Sewage disposal will be via County Service Area #26, whi6h serves the Thermalito area: Power and telephone lines exist on the , property and along Oro Pam toulevard. 1(b)': The site is relatively flat and gentle terrain, but some dis- ruption and compaction of soil will occur from road development, mobile home placement, etc, The soil is slightly compacted in its natural state and this impact is expected to be minimal, one), 3sb): Runoff will. be generated by impervious surfacing placed Erosion increases are potential,„particularly during site donstruction. There is existing commercial, and residental development in the immediate area, as well as the existing mobile home park usage (45 existing spaces). However; the density of use on the proposed expansion site will exceed the recommendod residental density de- signated by tiie Butte County General Plait. 13 (a) The 26 additional, mobile homes will result :in an estimated increase of 150.200 .ADT on local streets, primarily on Highway 162 toward the east into Oroville. DISCUSSION OF ENVIRONMENTAL tVALUATION This project is a use permit request to allow the expansion of an existing mobile home park, Sundown Mobile Home Park, located at 1616 Ora Dam Boulevard West in 'Thermalito. The expansion is for 26 additional spaces on 3.5+ acres of land (Auld 30-20,16 4 17) immediately west of and contiguous to the existing 45 -space mobile home park, located on the north side of Oro Dam Boulevard (refer to attached map). The proposed dfnsity of development is 7:4 dwellings per acre. Existing zoning is A--2 General. The Butte County General. Plan designation for the area is Residential, Low Density, 1-4 dwelling units per acre The site is relatively flat, gently sloping open grassland, drain- ing toward the southeast toward Ruth. Creek, which lies adjacent to the existing mobile home park on the east and is the primary drain- age course for the Therma,lito watershed area. (Rudi Creek does not lie. contiguous to the subject property.) This site is higher in' elevation that the existing mobile home park and is not subject to flood hazards. The existing mobile home park property is protected by a small levee s tructu_e along Ruda Creek. However, the density of use on the proposed expansion site will exceed the recommended resIdental density de- signated by the Butte County General.
