NON-STRUCTURAL COMMENTS:
1. Plot plan is incomplete and must include the following: provide location of vernal pools -
dimensions must be given for location from property lines, actual location size and 50 foot
"no disturbance" setback. Provide dimension of distance from this structure to the vernal
pools. Public utility easements must be shown, street easement must be shown and you must
show 50 percent of lot to be set aside for burrowing owl habitat. Provide three new plot
plans with all items detailed. (Parcel map for this lot is Book 135, pg. 45-47). Detail
building pad dimensions. (LAND DEVELOPMENT NEEDS TO APPROVE NEW PLOT
PLAN FOR BURROWING OWL HABITAT -I WILL CONTACT YOU REGARDING

3. This house must have fire sprinklers installed. House permit will not be issued until fire
sprinkler application has been made, plan checked and approved. Please submit two sets of

If the area below the lowest floor is fully enclosed, than a minimurn of two openings are required with a total
net area of at least one square inch for every square foot of area enclosed with the bottom of the openings no

Automatic fire suppression sprinkler systems shall be installed in accordance with the
National Fire Protection Association Standard for installation of sprinkler systems in one
and two family dwellings and mobile homes, NFPA Standard 13D, unless a pressurized
community water system, with hydrants that meet the Fire Department specifications, serves
the parcel.

OPERATIONS FOR BUILDING PAD CONSTRUCTION
As requested, Youngdahl Consulting Group, Inc. has provided consultation, observation, and
testing services on an intermittent basis from 23 July to 31 July 2002 during grading operations for
the above referenced project.
We understand that the proposed construction will consist of a single family wood -frame residence.
Prior to grading operations. the surrounding terrain at the subject Site was observed to be relatively
flat with a gradual slope down from the west to the east a gradient of approximately 14HAV
(horizontal to vertical) or flatter. The site was previously graded approximately 2 years ago with
approximately 3 feet of undocumented fill on the east side of the building pad.
Grading operations generally consisted of the overexcavation of the undocumented fill and the
construction of a building pad with engineered fill. Grading operations are described below:
The subject site was observed by a representative of Youngdahl Consulting Group, Inc, to
be stripped of organic material and scarified prior to grading operations.
Maximum depth of overexcavation is approximately 2 feet into firm material on the east side
of the building pad The base of the overexcavated area was observed to be scarified and
moisture conditioned to a depth of approximately 1 foot and recompacted as engineered
fill.
Maximum depth of fill is approximately 3 feet on the east side of the building pad. The fill-
91Ope was observed to be constructed at a gradient of 5H:1 V or flatter and to be compacted
with onsite grading equipment.
Field density testing performed by our firm indicates that a minimum relative compaction of 90%
was achieved in all the fill areas tested. The laboratory maximum density was determined by the
ASTM D1557-91 test method. Field density testing was based on the ASTM D2922-96 and D3017-
96 test methods. The locations of our field density tests are based on our observations in the field.
Summarized on Tables t and Il are the results of all field and laboratory tests performed to date by
our firm for the grading of the project.
Based on our observations, the site is ready to receive concrete improvements_ No soil
engineering study was performed by our firm and we know of no existing soil investigation report

for the subject property. This report does not constitute a soil investigation report as required by
Chapter 33 Section 3301.1 of the 1998 California Building Code. We performed out work under
the assumption that the grading performed would therefore be designated "regular grading" under
Excavation and Grading in Appendix Chapter 33 of the 1998 California Building Code (CBC). We
were only present on an intermittent basis. The test results reported represent the moisture and
density at the locations and depths indicated. No guarantee or warranty of the contractor's work
is made, expressed or implied.
We recommend that Youngdahl Consulting Group, Inc. be retained to perform a footing
observation following their excavation to verify soil conditions prior to placement of steel
reinforcement and concrete.
