Varshney, M.D. and Usha Sachdev 3100 Flintridge Drive Fullerton, CA 92635 RE: Housing Complaint - 3063 Oro Dam Blvd. West, Oroville, CA AP# 030-260-048 Dear Sir and Madam: This department received a complaint alleging health and safety hazards in the above listed rental dwelling. The Butte County Assessor's records indicate you are the owners of the property. On March 2, 1989, I visited the property and the tenant permitted me to inspect the rental dwelling. The following, but not limited to, conditions were observed which are in violation of the California Health and Safety Code, Section 17920.3 (a)(14), (b)(6), (d), (e), (f), and (g)(2)(3); and the Butte County Code, Chapter 19, Sections 19-3 and 19-4; and the Uniform Plumbing Code Chapter 10, Section 1002 (c): 1. 'The southerly bathroom toilet drains onto the surface of the ground. It appears that the shower and handwashing sink drain under the concrete slab. There is a hot water leak under the floor in the southerly bathroom. The door to the exterior has a hole in it. 2. The windows on the south side of the house are not weathertight, and they leak.when it rains. 3. The roof leaks in the northerly bedroom and in the closet of the westerly bedroom: There are rainwater stains on the kitchen ceiling: Rainwater flows into the "annex" bedroom. The ceiling of the annex bedroom is mi'ssi'ng. some "drywall" paneling, and the ceiling is moldy. 4. The kitchen oven does not work, and there is exposed wiring below the oven. 5. The electrical wiring to the barn is not operating. 7. The light in the southerly. bathroom "browns out" (becomes very dim). S. An electrical breaker on the southerly "enclosed porch" shuts off "automatically". 9. Some of the clay tiles on the roof are loose. 10. The septic tank on -the westerly side of the house drains into what appears to be an open, abandoned water well. The Butte County Assessors records indicate you are the owner of the property. On June 2,'1982 I visited the property and the tenants permitted me to make an inspection. The following conditions were observed which are in violation of the Butte County Code, Chapter 19. Sewage Disposal, Section 19-4, and the California Administrative Code, Title 25, Chapter 1. Subchapter 1. State Housing Law Regula— tions, and which pose health or safety hazards to the occupants. . 1. The septic tank or seepage pit does not have an approved'concrete cover. This tank or pit is located west of the dwelling. 2. Windowsash and doors are deteriorated and not weatherproof throughout the dwelling. 3. Electrical wiring is exposed in the.living room ceiling where a light fixture is missing. 4s There is evidence -of roof leaks in the living room, hall closet between living room and bedrooms, rear utility porch, and in the utility room-laundry.room. 5• There is floor damage, loose tile, etc. in the utility porch. 6. The lavatory sink .cabinet is badly rotted in the utility—laundry area bathroom. These conditions shall be corrected as follows and within THIRTY (30) DAYS from receipt of this notice. Obtain a repair permit from this department for the septic tank repair, obtain any other required permits from the Butte County Department of Public Works, 7 County'Center Drive, Oroville, CA 95965 prior to beginning the other repairs..
