such a study as you regtlest would be totally disproportionate to
the small 'inc:remental impacts of the traffic.generated.
As you are 'aware, tllrxre is ,a traffic study presently, underway, for
the Thermal.ito area. tie believe, as 'does your office, that this
study will result in the creation of a mitigation fee being placed
upon some phase of the development process. Hopefully,; it will be
imposed at the time the building ,permit is issued. By collection
of the fee at the time the building permit is issued, the aimplact
