This same issue has come to our attention -through conversations with Public E Works and a letter from the City Administrator. We cannot, at this time, speak to the_ specific proposals outlined'in your memo of December 22, 1980. It is the Department's view that such issues require a more comprehensive, long range exAmination before spe- i cific zoning, easements and other requirements are imp. posed. In particular, the City of Oroville should be involved to more fully articulate; their future plans for their airport, much like the City of Chico and ,the Chico Airport. As I indicated over _.z phone, this office required an EIR for Dor. Rauch's original application for AR -MH -1 zoning for. Afterbay Estates, located just south of Oroville Airport. Our determination' was based primarily on objections from the City of Oroville and pilots regarding airport compatibility of dense development in the airport vicinity, specifically the direct flight path of the only local runway that will accommodate corporate jets. In our opinion,, one>aare parcels are extremely dense given potential problems with take-ofnd safety (if planes miss the airsttip or have to abort on '. )• On Thursday, December 18, 1980, 1 met with Mr. Rauch'.s representative,. Mike Glaze of Cook Associates, and officials from the City or 4, Oroville including Dave Jinkens, the City Administrator, Chars Lueder, the City Attorney, and Clif Sellers, the City's.
