'This is a pioposal to divide 9.12 acres to create 4 parcels of 2.5 acres each
The present zoning is AR -10 (Agricultural Residential - '10 acre parcels). ,The
Land Usj Plan Map of the Butte County General Plan designates this area as
Agricultural -Residential. There are no specific or community plans for the area
The Orovi,'lle Airport Environs Plan indicates clear zone, approach zone and
overflight areas affecting, the property.
An EIR for this project was required in 1980. The applicant has not prepared an
EIR as of this date. In the meantime,ultt, ththe Airport Land Use Commission i th c�
has adopted an Airport Land Ilse Plan 'and its companion EIR. As a res

Butte County Board of Supervisors adopted the above referenced General Plan
Designation and zoning in January of 1986: It should be noted that the adopted {
zoning does not permit the creation of parcels the size of those requested by
this application, and the EIR certified by ALUC does not address the site
specific ,impacts of parcels of the size, design, and density of those requested.
Since the environmental document's for this project have not been completed,
denial is recommended pursuant to Section 15109 of the California Environmental
Quality Act Guidelines

• Project traffic would be distributed over seiveral routes, including
oro-bam Blvd. and Grand Avenue to the east into Oroville, Oro -Dam
Blvd; to the west to Highway '99, and Larkin Road south. Traffic
increases onto any one road 'could not cause substantial congestion,
though increases on. Oro -Dani Blvd. West and the ,Loiter Thernalito bridge
into Orovill.c would occur.

the routes and intersections into Thermalito and Orovilleparticularly

Dear Ms. Blair;
'The City of Oroville is greatly concerned about the further
division of lands at the referenced site. The site is
m►nediately adjacent to the Oroville Municipal Airport
t south boAndary and beneath the flight apprtach pattern for
runway 1-19 (northeast/southwest).
this runway has a length of 5,935 feet and is suitable for
utilizati n by ;jet and transport aircraft, The runway it -3
structurally sound and was inspected by the FAA within the
past :six months.
Improvements to the runway, including asphalt overlay and
VASI lighting, are included on Cal Trams and BCAG ttans
portation improvement plans. Application to the FAA ha
been made to .fund n: portion of these improvements.
,.- Clear zones for
this runway are delineated on airport maps
including master plan, improvement and layout maps. Aviga-
tion easements for a portion of the clear zone on the
northerly end ,of runway 1-19 have already beoh obtained
(copy of deed enclosed).
The City is concerned that land diVi,, ons in After Bay
Estates could lead to levels find types of development
which would severly jepordize future airport utilization
and possible Wkpansion,
Decisions involving land divisions ,and zoning in this area
shoUl.d include ,consideration of ,.:die immediate and eventual
