Planning Issues in the oroville Airport Area t; DATE: December 26, 1980 , +1 f' I discussed your memo with Bettye. This same i ,v,%a has come to our attention through conversations with Public1 Works and a letter from the 'City Administrator. We cannot, at this tiaue, speak to the specific proposals outlined in your memo of December 22, 1980. It is.the Department's view that such issues require a more comprehensive, long range examination: before spe- cific zoning, easements and other requirements are im.i posed. In particular, the City of orovil]e should be involved to more fully articulate their future plans for their airport, much like the City of Chico and ,the Chico Airport. Without -the City of Oroville's Parti cipation,in such a study, Butte County will be forced to address these issues on a piece meal basis, never, quite certain that these meajsures will in the long run be effective. As ,a result, the Planning Department +is initiating a'propoaal for a study of the Oroville Air- port jointly with the City of orovill:e., This study should provide both jurisdicton:s with sufficient infor- mation to minimize the „land use conflicts and protect the public health and saiety• It may al.,, require a moratorium or interim regulations to,prG-V,)rve the status ? quo during the hiatus. Atta, chetd is a copy of Bettye's letter on this subject, -' CW`c Attachment /r n Inter -Departmental Memorandum i To: Charlie Woods j FROM: Earl Nelson SOBJECT Environmental Findings for Rauch Rezone DATE-. December 22, 1980; p This is to ,nfirm our telephone conversation regarding the above referenced „.atter, As I indicated over the phone, this office required an Elia for Mr. Rauch's original application for AR -MH -1 zoning for Afterbay Estates, located just south of Oroville Airport. Our determination was based primarily on objections from the City of Oroville and ; pilots regarding airport compatibility of dense development in the 'airport vicinity, specifically the direct flight path of the only local runray that will accommodate corporate jets. In our opinion, one -acre parcels are extremely dense given potential problems with noise and safety (if planes miss the airstrip or have to abort on take -off): On Thursday, December 180 1980, I met with Mr. Rauch's representative, Mike Glaze of Cook Associates, and officials ti!wn Lhe City of Oroville including Dave Jinkens, the City Administlotor, Charles ". Lueder, the City Attorney, and Clif StAllers, the City': Environ mental Coordinator. The City's representatives indicated their objections would be satisfied if they received from Mr. Rauch (or his successors in interest) the following; 1. Noise easements. tractions 2. Avigational easements limitingthe heights of obs in the flight path. 3. A committment to underground utilities. 4. Establishment of an open strip 150=feet wide crossing Afterbay Estates in line; with the center of the runway is shown on the attached map,, zoned to preclude rdevelopment Of structures, although usag suiia as farming would be y permitted. 5 Density limitation on the h0ldnde ,:f the devolopment. ►. As long as item 4 above is .ken care of, 2h acres "seemed to be an acceptable density to those ;present. Speaking far the Environmental Review Department, we ind, cated'to Mr:' Glaze that if items 4 and 51 coulrl he accomplished, we lvould recommend a Negative Declaration on the Rd zone application, Items 1 through 5 seem to be more applicable to subsequent parcel maps than a tdzondi `i I ator1 mals which probably should beprocessed subsequent resolution of :the totting f N 1. t i } Charlie woods Page Z 1980 Y December ZZr iin' Commission or Board may wish (through ort. issue, since the Plan, ger parcel sizes this closeltSCennolppob' zoning) to establish_ laxs p but until eclaxlel for the Rh zoning, 'Once the density isesae is resolved throL►parcel maps, .. ,l lem with 'a negati.v thatissue is r;;solved eve do not know whether or ,not the pa'rccl sizes being created would be cons' nnnang Commisslvnf and Board oficailt G environmental 'effect by the 4' Supervisors► Mike Glaze, who intends to 5 hopefal You. will. be contacted,by Rauch.
