As I indicatedit the phone, this office required an EIR for Mr. Rauch's original application for AR -MH -1 zoning for Afterbay Estates, located just south 'of Oroville Airport. Our determination was based primarily on objections from the City of Oroville and pilots regarding airport compatibility of dense development in the airport vicinity, specifically the direct flight path of the only local runway that will accommodate corporate jets. In our opinion, nne-acre parcels are extremely dense giver potential problems with , :►oise and safety (if planes miss the airstrip= coe have to abort on take -off) On Thursday, December 18, 1980, 1 met with Mr. Rauch's reprosentative, Mike Glaze of Cook Associates, and officials from the City of Oroville including Dave Ji.nkens, the City Administrator, Charles Lueder, the City Attorney, and Clif Sellers, the City's Environ- mental Coordinator. The City's representatives indicated their objection's would be satisfied if they received from'Mr'_ Rauch (or his successors in interest) the following: 1. Noise casements. 2. Avigational easements limiting the height's of obstructions. in the flight path. 3, A committment to a 4.
