Pursuant to,. your letter 'of June'28,.1994, concerning the above -
noted abandonment, please complete.the"following on the attached
petition for abandonment:.:'.
1. Obtain signatures and addresses of adjoining property
owners who may ,have an interest, in said public easement, plus other
property owners.in the area,'totaling ten or'more'.
2. Date petition.
3. Please state, in writing, the amount you are offering to
purchase the right of way. It was our understanding that' your
$500.00 check dated May 12, 199.4 and submitted .on same date, is -
your offer to purchase the right'of way described in the enclosed
petition.
4. A homeowner's association for maintenance of road and
drainage facilities must be formed.
Submit a check to'this office in the sum of Two Hundred & Sixty Two
Dollars ($262.00) made payable to the Butte -County Treasurer, for
fees for processing the abandonment.
This proposed abandonment lies within the -sphere of influence of
the City of Orovil.le and therefore will require their confirmation.

will permit the specified degree of compaction to be achieved.
CONCLUSIONS
Bearing Capacity
Laboratory tests show that undisturbed soils encountered a" tl
locations are capable of sustaining structural loads exceedin 150o
pounds per square foot. Disced surface soils presently are considered
unacceptable for direct" structural support, 'but can be recompacted
in place to provide satisfactory bearing.
Our study also shows that engineered fills composed of on-site soils,
processed, placed and compacted in accordance with our recom-
mendations, will be competent for support of structural loads
approaching this same magnitude.
Expansive Soils_
Atterberg limits tests conducted on selected samples of the ncar-
surface silt's and underlying clays show that these materials are of
low plasticity. These materials are not expected to develop significant
swelling pressures with variations in' moisture content.
Materials Suitability_
Native soils are acceptable for use in engineered fill construction
from, the standpoints of quality and compaction characteristics,
provided the materials are processed. to remove rubble, rubbish,
significant vegetation and other objectionable debris.
Grading Factor
Theoretical computations based upon laboratory test results indicate,
that the subgrade soils should not shrink or swell during compaction,
assuming uniform 90 percent compaction. This computation does not
reflect the possibility for.overcompacLion,::.subsidence along haulage -
ways, materials losses:and'othcr:�ntasgibles; hence, we advise
thatev

Dear Property Owner:
An application for a building permit has been submitted in your name listing yourself as the builder of
property improvements specified.
For your protection, you should be aware that as "owner -builder" you are the responsible party of record
on such a permit. Building permits are not required to be signed by property owners unless they are personally
performing their own work. If your work is being performed by someone other than yourself, you may protect
yourself from possible liability if that person applies for the proper permit in his or her name.
Contractors are required by law to be licensed and bonded by the State of California and to have a
business license from the city or county. They are also required by law to put their license number on all permits
for which they apply.
If you plan to do your own work, with the exception of various trades that you plan to subcontract, you
should be aware of the following information for your benefit and protection:
0 If you employ or otherwise engage any persons other than your immediate family, and the work (including
materials and other costs) is $300 or more for the entire project, and such persons are not licensed as
contractors or subcontractors, then you may be an employer.
0 If you are an employer, you must register with the State and Federal Governments as an employer and you are
subject to several obligations including state and federal income tar withholding, federal social security taxes,
workers compensation insurance, disability insurance costs, and unemployment compensation contributions.
0 There may be financial risks for you if you do not carry out these obligations, and these risks are especially
serious with respect to worker's compensation insurance.

If the structure is intended for sale, property owners who are not licensed contractors are allowed to
perform their work personally or through their own employees, without a licensed contractor or subcontractor, only

A frequent practice of unlicensed persons professing to be contractors is to secure an "ownerbuilder"
building permit, erroneously implying that the property owner is providing his or her own labor and material
personally. Building permits are not required to be signed by property owners unless they -are performing their own
work personally.
