When work is contracted out,' the principal.party gives up some control of ' the process. "To minimize the control loss, it is necessary to have a very explicit contract with the service supplier.. Always assure that the contract leaves you in W the driver's seat when "the chips are down." Accordingly, ['would likelo suggest: i I. Both your office and the supplier understand that you are in charge and have the final say. This should be documented ins the contract to preclude any later misunderstandings. EXAMPLE OF SUGGESTED METHOD: Y For a discrepancy: (Item found to be discrepant) is at variance with CBCxxxx.yy.z That's it! a very simple statement of the discrepancy { If the Plans Examiner wishes to provide a suggested corrective action Suggested Corrective Action (SCA) - spell it out the -first time with the SCA in parentheses after which the suggestion may be stated. SCA - Refer to Table 26R in CBCJ 111.222.33.4 , If there is no corrective action, don't enter SCR - move on to the .next item. DON'T write SCI_ - NONE as the applicant may interpret this 'as "no action required" 5. Require the vendor to put everything in writing - no "off the record" reviews as this takes you out of the loop and can lead to beyond code but nice to have (in the.'eyes of the Rent -a- Plans- Exam iher) being represented as code. 6.. This.will reduce the restrictions of animal movement throughout the subdivision. c) Tree removal, especially hardwood, should be restricted to those necessary for dwellings and roads. Any vegetation removal will reduce wildlife habitat. 14. MOTORCYCLRSL Motorcycles, motor bikes or trail bikes may be operated only on the main roads within the subdivision. 15 .USE_OF ROADS-,- All roads commonly maintained within the subdivision are hereby reserved for privkte use. - The maximum permissible speed limit on any road within the subdivision shall be twenty-five (25) miles per hour. All roads within the subdivision have been offered for dedication to the County of Butte and at such time as the County of Butte accepts any road in the subdivision as a public road, to the extent they are controlling, applicable state and county laws and ordinances will supersede any•provision contained herein. 16. (3) That the construction of any structure or improvement proposed in the application would be constructed with a roof covering of tar paper, rolled roofing, composition asbestos shingles, or other such composition material similar in nature. (4) That the plan, location for the proposed improvement or structure, or the finish, design, proportions, architecture, shape, height, or style, of the proposed structure or improvement, or the materials used therein , as -contained in the application will not, in the reasonable judgement of the majority of the Committee, be in harmony with the development or with improvements erected on other lots within the subdivision. -5- _9 f) ACTION BY THE COMMITTEE: The Committee shall approve, or disapprove, all applications submitted to it- within fifteen (15) days after the same has been properly presented,, and in the event of its failure to do so, the application. will be deemed approved provided the proposed construction complies with all other provisions contained within this Declaration. g) VARIANCE: The Committee may allow reasonable variances to, the provisions of this Declaration in order to overcome practical difficulties or present unnecessary hardships.. Dear Mr. Lucas: Pursuant to our conversion at your office, April 19, 1999 , I am submitting the letter you requested to provide more detailed information and to confirm my understanding of County requirements. We wish to build the detached garage on the property first for. the following reasons: 1. 1 intend to build both the garage and the house myself. By having the garage built, I can store the materials for the house inside the third garage bay and workshop areas protected from both inclement weather and theft. 2. The neighborhood covenant attached to the property title here in Vallejo does not permit the parking of Recreational Vehicles (RV's) anywhere they are visible -from the street or neighbor's yard. Accordingly, we have it stored. at a lot in American Canyon. The fees are regularly increased. Currently these fees exceed the amount on the 1998-99 tax bill for above property. The detached garage is designed to accommodate the RV and the resultant savings would be used to pay a major portion of the Butte County taxes. 3. Between now and my retirement, June 30, 20.02, my wife and I intend to landscape the property except for the decorative flowers in the area around the construction. Covenant 8, attached to Lot 13 Par Four Way titled "Lot Maintenance" requires "All equipment and vehicles other than personal autos shall be stored in completely enclosed buildings." To comply with this covenant, we need to have the garage to house the small tractor which will be used for landscaping and weed eradication. Otherwise we will be forced rent a storage space and buy a trailer to transport the small tractor to and from the site each weekend. At no time will the detached garage be used for habitation. I fully understand that the construction of the garage is an accessory use and that section 24-95 of the County Code requires a single-family dwelling to be built on the property. I intend to apply for the house building. permit on or about July, 1, 2002. Holding tank is 550 gallon plastic tank with an upper level floating shutoff switch set to shut off the well pump when the tank reaches 550 gallons. The pressure switches which are on the Well-X-Trol pressure tank manifold are set to start the pressure pump (1,1 /2 Hp) at a pressure of 38 psi and to shut the pressure pump off. at 60 psi. The manifold also has a relief valve set at 75 psi. C. I tested the refill rate Saturday 8/7/99`between two measured points in the tank visible through the top opening from a level of 8 1/4 inches to 37 3/4 inches. This calculates to 424.5 gallons. Refill times were 17 minutes 27 seconds, 17 minutes 10 seconds and 17 minutes 38 seconds which computes to 24.327 gpm, 24.728 gpm and 24.078 gpm, respectively. D. The Thorpe Design Hydraulics Summary Sheets provided with the drawings show,a total flow of 21.10 gpm. Based on this the well pump should be able to supply enough water at 24 gpm to assure that the sprinklers will operate indefinitely until human intervention shuts the system off. I also wish to.confirm in writing, our telephone conversation, that I will voluntarily install the sprinkler system in the garage even if no regulation or requirement of the State of California, Butte County or any of their agencies requires me to do so.
