DISCUSSION OF ENVIRONMENTAL EVALUATION l(b), 3(b,c,j), 16(e): A significant amount of compaction and overc.overing of the soil may be realized upon complete develop-- ment of the property at the proposed density (e.g. streets, building structures,"residential improvements, etc.). These various types of impervious surfacing, in combination with the moderately sloping terrain and relatively compact soil profile,: will, in turn, increase the amount of storm water runoff. Currently, Ruddy Creek, passing just to the north of the subject property, absorbs most of the surface water runoff. (Reference: .1-faster Drainage Plan, Thermalito Area--February 1979). 13(a,c, f) : The proposal, will increase local traffic circulation . by an estimated 350 ADT, The onlyaccess road servingthis ro- "ect at present is Nelson Avenue. The Public Works Department 'M considered future traffic circulation in the area and recommends the extension of 10th Street from Plumas Avenue to- Nelson Avenue to complete the north-south connection from Nelson Avenue to Oro Dam-Boulevard. Provision for the extension of 10th Street though the property would affect lots 11 and 34 through 40 and require a revised tentative map. This item will need to be rese,Tved before the project is considered by the Advisory Agency., designed, would generate up to 350 Though the subdivision; as vehicular trips per day, ,Nelson Ave.ni in conjunction. with the, 10th Street extension, can read33• o'.commodate the increased traffic. Nelson Avenue was widened an I ,i.bproved from 12th Street to the Highway 70 underpass during the summer of 1978. Traffic counts on Felson Avenue for 1980 showed an average daily traffic. (ADT) flow of 1150 to the west of lith Street and 630 ADT to the west of 12th Street. Good tight proposed 'Lor vehicles leaving the site Is available tight ' distance for vehicles at p p ions with Nelson Avenue. 22(c) Pot;;eniial environmental impacts not considered to be significant, includes l Conversion of the open land (with some agricultural potential) to an urban residential "subdivision 2.
