Dear Robert D. Smith ET AL and Jane Feld:
Through our courtesy notice on May 19, 2006, you were notified pursuant to Section 41-2 of the
Butte County Code of the presence of code violations on your above -referenced property.
According to our records, the courtesy notice has not resulted in the correction of the following
violation(s).
1. The construction of two decks and miscellaneous electrical.
The failure to obtain the required permits, inspections and approvals from this office for
the following:
1. Section 106.1 Permits Required
2. Section 108.1 Inspections Required
3. Section 108.4 Inspection Approval Required Before Use or Occupancy
4. Section 3405 Change in Use Requires Conformance to Code
The above violation(s) shall be corrected or abated by you by submitting three (3)
complete sets of plans, applying for the required permits, and paying the appropriate fees,
including penalties. After permit issuance and field authorization to proceed, the work
must be completed and approved by this office within the permit specified time.

TO BILL BARRON
SUPERVISING BUILDING INSPECTOR
ON NOVEMBER 2ND OF 2005, WE PLACED A OFFER ON 1141 GRAND AVE, OROVILLE. IT WAS
FINALLY ACCEPTED THE END OF NOV. AND ON NOVEMBER 29n' A CONTRACTOR WAS
HIRED TO DO THE DRY ROT AND TERMITE WORK THAT NEEDED TO BE DONE BEFORE
OUR LOAN WOULD BE FUNDED. THREE ESTIMATES WERE GOTTEN AND LARRY GRIFF
WAS CHOOSEN WITH THE LOWEST BID. CHERYL BARNES WAS THE OWNER THEN, AND
SHE HIRED LARRY GRIFF. THE WORK STARTED AROUND THE MIDDLE OF DEC. AND WAS
NOT COMPLETED UNTIL AROUND THE END OF JAN. 2006. WE CLOSED ESCROW ON 2/8/06
BECAUSE EVERYTHING HAD BEEN DONE TO REPLACE THE DAMAGED DECKS.
WE REPLACED THE WATER HEATER IN MARCH BEFORE MOVING IN. LARRY WAS PAID
OUT OF ESCROW FROM CHERYL BARNES MONEY AS PER CONTRACT. WE DID NO
ELECTRICAL WORK. WE DID GET A BUILDING PERMIT FOR THE WATER HEATER WHEN
WE FOUND OUT WE NEEDED ONE. THE ONLY WORK WE HAVE DONE SINCE HAS BEEN
REPLACING CARPETS, LINEOLEUM, PAINTING AND FIXING BROKEN SPRINKLERS. WE
HAVE NO INTENTION OF DOING ANY FURTHER REPLACING OR REMODELING OF THIS
HOME.

This is your final warning. Unless you contact this office and make the proper
arrangements to correct or abate the violation(s) voluntarily, within ten (10) days
from the date of this letter, enforcement shall be pursued through the issuance of a
citation (ordering you to appear in court) for the violation(s) and for failing to
comply with this warning letter.
Upon conviction of said violation(s) or of failing to comply with this letter, the courtshall
impose penalties (fines) and a Notice of Violation shall be recorded in accordance with
Butte County Code Section 41-7. The Notice of Violation shall include a description of
the premises the violation concerns, a description of the violation, the date of your
conviction and the action necessary to correct or abate the violation(s).'

THE LETTER YOU SENT TO THE SMITH'S IS TO THE WRONG SMITHS. THEY HAVE BOTH
DECEASED, I AM THE NEW OWNER AS OF FEB. 8TH, 2006. I HAVE ENCLOSED A COPY OF
THE ESTIMATE FOR REPAIRS TO THIS ADDRESS, AND I HAVE DONE NO ELECTRICAL
EXCEPT PULL SOME DEAD WIRES OUT OF THE GARAGE. THEY WERE NOT ATTACHED TO
ANYTHING, AND PUT IN A NEW WATER HEATER BECAUSE THE OLD ONE HAD A GAS LEAK
AND I CALLED PG&E AND THEY IMMEDIATELY SHUT IT OFF. THEY STATED IT WAS A
MIRACLE THAT THE WHOLE HOUSE HAD NOT EXPLODED. THIS WAS OVER A MONTH
BEFORE ESCROW HAD CLOSED, AND AFTER ESCROW CLOSED I REPLACED THE WATER
HEATER WITH THE SAME SIZE AND HAD IT TURNED BACK ON.
THE TERMITE WORK WAS TO BE DONE BY PREVIOUS OWNER BEFORE OUR LENDER
WOULD CLOSE. I HOPE'THIS IS ENOUGH INFO, IT'S ALL I KNOW.

The failure to obtain the required permits, inspections and approvals from this office for

2. Section 108.1 Inspections Required
3. Section 108.4 Inspection Approval Required Before Use or Occupancy

The above violation(s) shall be corrected or abated by you by submitting three (3)
complete sets of plans, applying for the required permits, and paying the appropriate fees,
including penalties. After permit issuance and field authorization to proceed, the work
must be completed and approved by this office within the permit specified time.

This is your final warning. Unless you contact this office and make the proper
arrangements to correct or abate the violation(s) voluntarily, within ten 10 days
from the date of this letter, enforcement shall be pursued through the issuance of a
citation (ordering you to appear in court) for the violation(s) and for failing to
comply with this warning letter.
Upon conviction of said violation(s) or of failing to comply with this letter, the court shall
impose penalties'(fines) and a Notice of Violation shall be recorded in accordance with
Butte County Code Section 41-7. The Notice of Violation shall include a description of
the premises the violation concerns, a description of the violation, the date of your
conviction and the action necessary to correct or abate the violation(s).

REQUIREMENTS
• These plans and specifications meet the requirements of Title 25 Section 1336.3 Sub Section A
and 97 UBC Seismic Requirements, CBC 2001 addition.
• Maximum vertical projection at sidewall is 9'. Higher walls may be'used when the design loads are
adjusted accordingly and approved by HUD.
• Main rail spacing must be 75.5" - 99.5"
• Additional vertical anchor ties that are unique to a home's design may be required by the home
manufacturer. These locations may include shear walls, marriage line ridge beam support posts, and rim
plates. The longitudinal component of the Xi2 system replaces end frame ties. Check manufacturers
set-up requirements.
• Maximum pier height is 48" pier. Contact Tie Down if piers exceed these heights. HUD approval required.
• Steel piers must be fastened to the I-beam with clamps provided with steel pier.
• Systems must be placed as evenly as possible, no more than 10' from end of home.
• Additional systems may be needed for roof slopes greater than 20 degrees, (4.37" in 12" Pitch ) See page 7.
Additional Requirements for Concrete Systems
• Poured concrete must be 2,500 PSI minimum at 28 days.
• Square concrete pads minimum is 18" wide by 12" deep. Round concrete pads minimum is 18" wide by
14" deep. Strip footings minimum is 18" wide by 14' long by 6" deep.
Xi2 components exceed HUD code 3280.306g "Anchoring equipment exposed to weathering shall have a
resistance to weather deterioration at least equivalent to that provided by a coating of zinc on steel of not
less than 0.30 ounces per square foot of surface coating...."

Installation of Xi2 Ground Systems
Identify the number of systems to be used on the home using the chart provided.
Identify the location where the systems will be installed.
Clear all organic matter and debris from the pad site.
Place U -bolts through holes in pan provided.
Place pad centered under beam with the lateral strut bracket towards the inside of the home.
Press or drive pan into ground until level and flush with prepared surface.
Build pier according to State, Local or Home Manufacturers guidelines. (Figure 1)
Attach the end of the smaller tube to the inside of pan using U -bolt & nuts provided
Attach the flag end of the larger tube to the opposite I-beam using the "J" bolt over the top of the I-beam
with the nut & washer provided. (Figure 2)
Install a minimum of four (#12 x 1" tek screws) self -tapping screws into the holes provided in the lateral strut so
that the two tubes are connected together. (Figure 1)

Installation of Xi2 Concrete Systems
1. Identify the number of systems to be used on the home using the chart provided.
2. Identify the location where the systems will be installed.
3. Build pier according to State, Local or Home Manufacturers guidelines.
4. Drill two 3/8"x 3" deep holes in the concrete using holes in galvanized bracket as -:
a guide. Attach bracket to concrete pad using 3/8"x3-1/2" wedge anchors
provided. Place nut & washer on anchor, leave enough room for 1 to 2 threads

showing on top of bolt. Using a hammer, tap the wedge bolts into hole through
bracket, leaving nut & washer flush with bracket. Using a 9/16" socket wrench,
tighten wedge/anchor bolt, securing bracket to the concrete.��fi`o
5. Attach the end of the smaller tube to the bracket mounted on the pad, using the
grade 5, 1/2" x 2-1/2" bolt/nut provided. r,
6. Attach the flag end of the larger tube to the opposite I-beam using the "J" bolt over
the top of the I-beam with the nut & washer provided. (Figure t next page)
7. Install a minimum of four (#12 x 1" tek screws) self -tapping screws into the holes
provided in the lateral strut so that the two tubes are connected together
(Figure 2 next page).
8. Install frame bracket clamps on I-beam on the inside of block/pier.
9. Insert strut in frame bracket clamp and attach with nut & bolt. Attach opposite end to concrete bracket.
10. Pull the frame bracket clamp with fastened strut outward to remove any slack.
11. Tighten all nuts and bolts on system.

If you plan to do'your own work, with the exception of various trades that your plan to subcontract, you should be
aware of the following information for your benefit and protection:
o If you employ or otherwise engage any persons other than your immediate family, and the work (including materials
and other costs) is $200 or more for the entire project and such persons are not licensed as contractors or
subcontractors, then you may be an employer.
o If you are an employer, you must register with the state and federal government as an employer and you are subject
to several obligations including state and federal income tax withholding, federal social security taxes,workers'
compensation insurance, disability it sce costs, and unemployment compensation contributions.
o There may be financial risks for you if .you do not carry out these obligations, and these risks are especially serious
with respect to workers' compensation insurance.
o For more specific information about your obligations under federal law, contact the Internal Revenue Service (and.,
if you wish, the U.S. Small Business Administration). For more specific information about your obligations under
state law, contact the Department of Benefit Payments and the Division of Industrial Accidents.
If the structure is intended for sale, property owners who are not licensed contractors are allowed to perform their
work personally or through their own employees, without a licensed contractor or subcontractor, only under limited
conditions.
A frequent practice of unlicensed persons professing to be contractor is to secure an "owner -builder" building
permit; erroneously implying that the property owner is providing his or her own.labor and material personally. Building
permits are not required to be signed by property owners unless they are performing their own work personally.
Information about licensed contractors may be obtained by contacting the Contractors' State License Board in your
community or at 1020 N Street, Sacramento, California 95814.
Please complete and return the enclosed owner -builder verification from so that we can confirm that you are aware
of these matters. The building permit will not be issued until the verification is returned.
