RE: Housing Complaint - 1568 and 1558 10th Street, Oroville, CA

Dear Mr. Casillas:
This department received complaints alleging health or safety hazards
in the above listed rental dwellings. The Butte County Assessor's
records indicate you are the owner of the property.
On October 16, 1987, I visited the property and the tenants in 1568
and 1558 10th Street, permitted me to inspect their rental dwellings.
The following conditions were observed which are in violation of the
California Health and Safety Code, Section 17920.3 (a)(8)(12),
(b)(2)(4)(5), (d), (e), (f), (g)(2)(3) (j), and (1); and the Butte
County Code, Chapter 31, Section 31-8 Refuse Removal; and which pose
health or safetyhazards to the tenants and render the dwellings
substandard. �
1568 10th Street
1. There is evidence of a major rodent infestation in this dwelling
with. mouse droppings in kitchen cabinets, gnaw hole in. kitchen
cabinet, gnawing and damage to couch padding.
2. Hot water runs constantly in bathtub and cannot be shut off.
Floor is not waterproof in bathroom with exposed wood.
3. Carpets are in poor condition, and not cleanable it kitchen.

4. There is a major roach infestation in the kitchen, bathroom, and
other rooms in the house.
5. Electric dryer receptacle is not anchored and hangs out of wall.
6. One wall heater is defective and cannot be operated.
7. Doors are not weathertight or vermin proof.
8. There is a large accumulation of.debris and refuse from demolition
of a building, on the south side of this house, providing fire
hazard and harborage for vermin.
1558 10th Street
1. Rear bedroom (Southeast corner) window boarded shut, roof leaks.
2. Floor is sagging and separating from wall on north side of living
room, and south side of dining room.
3.. Ceilings and walls show water damage'from roof leaks in living
room and dining room.
4. Lavatory sink plumbing leaks. Toilet is not securely anchored to
floor.
5. Rear bedroom, north side - electrical receptacle not anchored in
wall. Laundry room - extension cord to outside floodlight, runs
through window.
6. Water heater flue is rusted and unsafe, roof leaks around flue,
box supporting water heater is in danger of collapse from rot.
7. Rear siding missing and badly deteriorated, and is not weather-
tight.
8. There are no handrails on rear porch or stairs.
These conditions shall be corrected as follows, and within THIRTY (30)
DAYS from receipt of this notice. Obtain all required permits from
the Butte County Department of Public Works, 7 County Center Drive,
Oroville, CA prior to making repairs.

1. Eradicate the rodent infestation from the house. Close all
openings and make house rodent proof.
2. Repair or replace defective bathtub faucet so water can be
shutoff. Make bathroom floor waterproof.

3. Remove or replace deteriorated carpet in kitchen.
4. Eradicate the roach infestation from the house.
5. Properly anchor electric dryer receptacle in laundry room.
6. , Repair or replace defective wall heater so it can be operated
safely.
7. 'Make front and rear entry doors weathertight and vermin proof.
8. Remove the accumulated debris and refuse from the building
demolition to an approved disposal site.
1558 10th Street
1. Repair or replace window,in rear bedroom, to provide required
light and ventilation. Repair leaking roof.
2. Repair. sagging and deteriorated floor in living room and dining
room.
3. Repair roof and eliminate roof leaks, repair water damaged ceiling
and walls throughout the house.
4. Repair or replace leaking lavatory sink plumbing, eliminating all
leaks.
5. Properly anchor electrical receptacle in wall of rear bedroom.
Remove extension cord wiring to floodlight outside laundry room.
6. Provide proper installation for water heater with approved flue,
roof jack, separation from combustibles, and with a proper support
structure to replace rotted out box. Eliminate roof leak around
flue, repair damaged ceiling and wall.
7. Replace missing siding and make rear wall of house weathertight.
8. Provide handrails on rear porch and stairs.
A reinspection will be made. Failure to comply will result -in the -
Franchise Tax Board being advised of your noncompliance. You will
then be prevented from claiming state tax deductions for taxes,
depreciation, amortization, or interest expenses connected with the
property as longus it remains substandard. This notice is given to
your pursuant to Sections 17299 and 24436.5 of the California Revenue
and Taxation Code.. .
