We have found that this increase in population is severely effecting our ability to provide a sufficient level of services to our constituency. This particular project is of small size, but never the less, we feel there is an impact to our district from this project. We need to do something about this increasing problem before it becomes a crisis environment. Properties within the Thermalito area have been developed to a 'maximum deinsity of 6,500 square ft. per dwelling unit, The Thermalito area 2 lei F ✓ BUTTE COUNTY PLANNING COMMISSION' STAFF FINDINGS - July 19, 1991 has been provided with the necessary infrastructure to support residentialurban densities. The approval of this Use Permit 'would allow the project to develop to an average density of one dwelling unit per 10,890 square ft. Approval of this use permit would allow the project site to develop to a density allowed under the AR zone within the Thermalito area. The intention of Section 24-87 (b) (1) was to grant appropriate size parcels within the AR zoning classification the opportunity to provide for multiple family residential living. Use Permits are required to ensure that the placement of a second dwelling would not be detrimental to the integrity nor the character of the zone and to ensure there are no conflicts with the adjoining land uses. The general plan designation for the project site is low density residential. This land use designation envisions urban densities of single famay homes on 6,500 square ft. lots and other residential uses limited to a maximum density of 6 dwelling units per gross acre. The proposed second' dwelling unit meets the requirements of Butte County general plan and does not exceed the maximum density allowed by the low density residential general plan designation. The character of the area is typified by urban density residential land uses. This project is categorically exempt from environmental review under the California Environmental Quality Act in accordance to Section 15303, Class Three of the California Public Resources Code. Section 21084 of the Public Resources Code requires' the California 'Environmental Quality Act guidelines include a list of classes of projects which have been determined not to have a significant effect on the environment and which shall, therefore; be exempt from the provisions of the California Environmental Quality Act. As such, the impacts on the Feather River Recreation & Park District, as outlined by the comments received from the Secretary to the Board of Directors of Feather River Recreation and Park District can only be responded to outside of the provisions of the California Environmental Quality Act. as a condition of the use permit.
