He had in his possession a note from Michael Vieira stating repair fees of 35.00 $ and a check made out for the same amount, at that time I informed him that he needed a permit for the construction of a carport not just a re - roof. As stated by building inspector Gary Aznoe when he made a site inspection (which he issued a correction notice for). Mr. Heckathorn stated that he resented needing a permit for anything because he bought it that way and the carport had dryrott and was falling down so all he did was tear down and replace what was already there only better. I informed him this needed permits and plans as he may have changed things. Mr. Heckathorn stated that he had a check for 35$ and I could take his money or take him to court. He was not afraid he owned a complete set of law encyclopedias and promptly left the building.
